BEIJING, Feb. 3 (Xinhua) -- Different levels of governments should collect strength to combat drought, which has crippled China's agriculture, said Vice Premier Hui Liangyu Tuesday.     He urged efforts to give drought-relief work top priority.     Hui said the people should build up their confidence and make every effort to overcome difficulties despite severe challenges.     He also asked local governments to strengthen management, adopt effective measures and enhance agricultural technology services sothat farmers could get timely help and guidance.     Financial and material support should be ensured, he added.     Lack of rainfall has led to severe drought in northern China, leaving more than 140 million mu (9.3 million hectares) wheat affected, said the Ministry of Agriculture (MOA) head on Tuesday.     As of Monday, 141 million mu wheat in six major grain production provinces, including Henan, Anhui, Shandong, Shanxi, Gansu and Shaanxi, were hit by drought, MOA minister Sun Zhengcai said in an anti-drought video conference.     About 145 million mu crops have been affected by the drought nationwide, or 40 million mu more than the same period last winter, according to the Office of State Flood Control and Drought Relief Headquarters.     The figure indicated that almost 43 percent of the country's wheat was affected.     Sun said little rain fall since last October was the main reason for the prolonged drought in most of the northern areas, and frequent cold snaps this winter made the situation worse.     According to Monday's weather report by China Meteorological Administration, severe drought in north China was expected to continue as no rain has been forecasted for the next ten days.     The MOA warned that more wheat fields could perish if drought continues to linger.     To cope with the problem, the MOA asked agricultural departments of every level to collect all of their strength to channel water, enhance irrigation and fertilization.     MOA has sent 12 working teams of experts to the drought-hit provinces, to instruct farmers on drought relief work. BEIJING, March 21 (Xinhua) -- China's industry and commerce authorities said Friday that the number of businesses established in China rose only 0.78 percent year-on-year in 2008, much slower than an average of 5 percent growth in recent 5 years.     As of the end of 2008, the number of businesses totaled 9.71 million, up 0.78 percent, or 74,900, over the same period in 2007,the State Administration For Industry and Commerce (SAIC) said.     Private sectors and foreign-funded companies remained stable growth despite the global financial crisis. By the end of 2008, the number of private businesses stood at 6.57 million, up 9 percent, or 543,700.     The number of foreign-funded companies rose 7 percent to 434,900 last year, with total investment exceeding 2.32 trillion U.S. dollars, up 10.21 percent year-on-year.     The total registered capital of all businesses rose 12.42 percent to 43.48 trillion yuan (6.35 trillion U.S. dollars), the SAIC said.     The statistics also showed that more companies had been established in the western and central areas as the country tried to transit more industries to the regions, while the number of companies fell in more-developed eastern region due to the financial crisis.

BEIJING, March 12 (Xinhua) -- Overseas Chinese say they are pleased with the economic stimulus measures discussed at China's two top political conferences and think the proposals will provide a good road map for the future.     The two conferences, known as the "two sessions," are the Second Session of the 11th National People's Congress (NPC), which was to end Friday, and the Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), which closed Thursday.     Speaking of Premier Wen Jiabao's work report to the NPC, overseas Chinese in the Czech Republic said they are confident for the future development of their homeland.     Ni Jian, chairman of the Czech Council for the Promotion of Peaceful Reunification of China, together with others, said they were pleased as Wen said in his speech that China "must not slacken efforts" to promote its exports amid a sharp decline in external demand.     Wen said "We will continue to diversify our export markets and compete on quality, enhance traditional export markets, and energetically open up new markets," adding the government is to take a series of measures to relieve the difficulties of exporters.     Ni said the proposed measures lighten the way for Chinese business people abroad.     Hu Zhiheng, a Wenzhou businessman in Italy, said he was most impressed by Wen's remarks that the government will make efforts to "ensure steady growth in foreign trade."     As a matter of fact, China had already adopted a series of measures before the two sessions that included such things as raising export rebates, loosening credit, and abolishing or cutting customs tariffs, he said.     The overseas Chinese were mostly concerned with the economic policies released at the two sessions and how the government will be responding to the global financial crisis in order to maintain stable development, Luo Yuhong, chief editor of Capital News in Belgium, told Xinhua.     Lu Chengrui, head of the U.S. Shandong Association, said he holds high expectations for the two conferences, and hopes all of the plans can be implemented.     Zhan Aixia, head of the New York Beijing Association, said after reading the government work report that she expects her country to develop a stronger economy and intensify cultural exchanges with the United States.     In addition, Chinese students in Japan, Belgium and Italy also kept a close eye on China's development.     In Belgium, student Chen Fang said she was especially interested in issues concerning employment as she planned a career in China after graduation.     Wu Changbo and Chen Yao in Italy described Wen's work report as China's commitment to the world amid the economic crisis.     In the face of great challenges and difficulties, China still pledged an 8 percent economic growth, which they said has showcased the confidence of the country.     Wen's statement that put a priority on the employment of college students and the advancing of education were inspiring, they said, adding that they wish they could use the knowledge they have acquired abroad to serve the motherland after graduation.     Li Guangzhe, chief of the Chinese students' association in Japan, told Xinhua that the group cares most China's ongoing process of building a harmonious society and the role it plays in the world platform.     Li said he found the answers to those questions in the premier's work report.     The confidence delivered in Wen's report will give impetus to the development of the whole world and demonstrates that China is a responsible global power, he added.

  

BEIJING, March 23 (Xinhua) -- Chinese Vice President Xi Jinping met with visiting Bulgarian Deputy Prime Minister and the Minister of Foreign Affairs Ivailo Kalfin here Monday. The two sides vowed to step up bilateral relations.     Xi highlighted growth of bilateral relations in recent years, saying the two nations have witnessed a boom of cooperation in such fields as politics, economy, culture, science and technology.     China values the traditional friendship with Bulgaria, Xi said, citing the fact that Bulgaria was the second country to recognize the People's Republic of China in 1949. BERLIN, Feb. 24 (Xinhua) -- A business delegation of about 200 Chinese entrepreneurs arrived here Tuesday night, starting their four-state procurement tour in Europe.     The delegation, led by Commerce Minister Chen Deming and composed of state-owned, joint venture and private companies from various industries, are expected to sign deals of purchasing automobiles, machinery, aircraft engines, railway equipment and components with companies from Germany, Switzerland, Spain and Britain.     The trip is a follow-up action for the agreements Premier Wen Jiabao reached with his counterparts during his visit to the four European countries early this month.     "We come here in according with the agreements Premier Wen and the leaders from the four countries had made," Chen told Xinhua atthe Tegel Airport after he landed in Berlin.     Germany is the first leg for the Chinese delegation, and the Chinese trade officials and business leaders are to hold negotiations with their German counterparts on Wednesday.     "I believe we will have our pockets fully packed this time, and I also believe our procurements would help inject some energy into the slump economy of Europe," Chen said.     "I hope we can achieve a lot, I also hope we can get good technology standards and reasonable prices for our procurement," he said.     European Union (EU) is the biggest trading partner of China and China is the EU's second biggest trading partner. Germany is the biggest trading partner of China within the EU. According to official data released by the German side, the trade volume from January to November 2008, the trade volume between Germany and China hit 85.637 billion euros (about 109.52 billion U.S. dollars),up 10.8 percent.
