SAN DIEGO (KGTV) - A man fired as many as five shots at a parked car in San Ysidro Wednesday morning, San Diego Police said.The shooting happened at 7 a.m. at an apartment complex near West San Ysidro Boulevard and Dairy Mart Road, according to officers.No one was hurt by the gunfire.Police said the man surrendered peacefully when they arrived at the scene. SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The vote is expected to take place in July.Ranked choice voting would allow voters to list up to four candidates in order of preference, instead of casting one vote for a single candidate.RELATED: San Diego to consider major change to 'ranked choice' votingHere's how it would work:The top four candidates in each primary race would advance to the general election, instead of just the top two.In November, voters would then rank the candidates by preference.If one candidate has more than 50% of the vote on first count, that candidate would win. If no candidate reaches 50%, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50%.The city would be required to also hold a voter awareness campaign to familiarize voters with the change.Councilmember Mark Kersey, who has led the effort to get the measure on the ballot, said in a release, "ranked Choice Voting increases choice for voters, competition and decreases negativity which is great for campaigns. San Francisco and Oakland are using this system, we are taking their model and improving on it." 1514

SAN DIEGO (KGTV) — A new lot meant to give people living in their cars and RVs a safe place to sleep and avoid citation is going largely unused.During Tuesday morning's wee hours, the lot across from SDCCU Stadium looked completely empty. San Diego opened the lot in mid-June, as the third safe parking lot for those who live in their vehicles. The newest one came a month after the council enacted an emergency ordinance that banned people from living in cars and recreational vehicles on public streets from 9 p.m. to 6 a.m. The city enacted the restriction after being inundated with safety concerns from residents who said people were camping in their beach front neighborhoods, leaving human waste, and trash. At Mission Bay on Tuesday, many who do live in their vehicles said they would prefer to stay near the coast, despite the threat of citation. "They don't know about it, and maybe it's not that convenient either," said Gary Parsons, who lives inside his Dodge Ram. "Inside I put in some carpet, and some shelving, and I sleep on the floor."Chris Enders, who lives in an RV with his wife and son, said they spend their nights on unchecked private property, such as parking lots near the beach. He said the Mission Valley location is not feasible."When you're getting five miles a gallon in gas, that's .75 just to get there, and then to get back that's another .75 so you just cost me ... for one day," said Enders.The lot requires all vehicles to be out by 7 a.m. daily. Ashley Bailey, a spokeswoman for the mayor, said the city and Jewish Family Service are working to bring more people to the lot."In partnership with Jewish Family Service, teams are continuing to conduct outreach and seek feedback to ensure everyone who wants to use this lot has the opportunity to do so," she said in a statement. "San Diego’s ordinance restricting vehicle habitation is in full effect so we encourage individuals who are living in their RVs to take advantage of this lot to avoid possible citation.”Jewish Family Services also offers resources such as housing help and financial assistance to people using the lot. 2133

  

SAN DIEGO (KGTV) – A new initiative in Pacific Beach could keep many businesses afloat but may make parking in the area even harder to find.Twenty-six parking spaces on Ocean Boulevard between Grand and Thomas avenues will be temporarily converted to outdoor dining for nearby businesses.Signs posted near the parking spaces show there will be no parking starting Friday, Aug. 21, until Dec. 30 for a special event.PB Shore Club owner Doug Sondomowicz worked with the city’s permits department, local police and fire departments, and the Coastal Commission for five weeks to get permits approved.The area where the parking spots used to be is now where cars and emergency vehicles can drive through along Ocean Boulevard.PB Shore Club will add 22 tables to the patio, bringing them to about 2/3 of their pre-COVID seating capacity.Sondomowicz said he thinks this will allow him to bring almost 100 percent of his employees back. The tables will be ready to go by lunchtime on Saturday."Originally, we laid off every employee we had here … hopefully with this we will get closer to that 100 percent employee mark,” said Sondomowicz. "During these trying times with COVID-19, the city has been gracious to let us use this and be able to keep us open and try to employ more people. And give locals and tourists still options to be able to eat outside beachfront."Waterbar will add around 20 tables and have their patio ready to go by 4 p.m. Friday.Some people in Pacific Beach say finding parking in the area is already difficult and this restriction will make it even harder.Pacific Beach resident Robert Gally opposes the idea, and he told ABC 10News, "A lot of times, I see police responding out here. I see fights. There's loud music. Knowing that they're going to be outside is just making it even worse. So, I'm very upset."PB resident Cindy Palus, who supports the idea, said, "I think it's advocating for people to get outside and walk, it's not a big deal and I think the businesses need it. San Diego needs it. I think it's great. I think we're supporting the economy."A spokesperson for San Diego City Councilwoman Jennifer Campbell’s office confirmed to ABC 10News that the space will be for outdoor dining.The spokesperson says the request was made and voted on by a group called Discover PB. SAN DIEGO (KGTV) - A man fell to his death from state Route 125 in the Bonita area Tuesday morning after a crash in which his car struck and killed a deer on the freeway.Friends told 10News the victim was Martin Lapisch, 44, a Chula Vista resident who is survived by his wife, Linda, and 15-month-old son Kenneth. He was a German immigrant who became a U.S. citizen in 2003, friends said.“He was a new dad with big dreams, whose life was cut short after a terrible, early morning accident," said a close friend of the victim. “He was a loving father, husband, brother and an awesome friend. He always helped people in need and never asked anything in return," said Lapisch's friend Peter Kritzko.Friends and family gathered together after the incident at Lapisch's home and spoke with 10News but asked not to be identified at this time.California Highway Patrol Sgt. Steve Jio said they received reports just before 4:45 a.m. of a car that hit a deer and then stalled on northbound SR-125 just before the transition to state Route 54.Jio said responding officers and fire crews arrived to find the car in the No. 2 lane abandoned with the dead deer in front of it. 1207
