BEIJING, Feb. 9 (Xinhua) -- China has introduced new stimulus policies to boost the development of the software and integrated circuit (IC) industries.Software firms will continue to enjoy preferential value-added tax policies, according to a circular posted on the central government's website, www.gov.cn on Wednesday. The circular was dated Jan. 28.The new policies also granted tax cuts to manufacturers of integrated circuit. Enterprises of IC products whose product line is less than 0.8 micron (including 0.8 micron) wide will be exempted from corporate income taxes on the first and the second year after reaching profitability, according to the statement.Taxes will also be halved for such companies from the third to fifth year after reaching profitability.Makers of IC products that have a product line that is less than 0.25 micron wide or have invested more than 8 billion yuan (1.21 billion U.S. dollars) in production will pay reduced income taxes.For companies that have operated for more than 15 years, corporate income taxes will be exempted from the first year to the fifth after reaching profitability.Between the sixth and the tenth year, the firms will pay half of the taxes, the statement said.The government also encouraged consolidation in the software and IC industries and will provide financial support to technological research and development.

SYDNEY, May 27 (Xinhua) -- A toddler and a policeman have become the latest victims of a rare and potentially deadly mosquito-borne disease in Western Australia (WA), local media reported on Friday.The two-year-old child contracted Murray Valley encephalitis (MVE) in the Kimberley of WA and is now in Royal Darwin Hospital in a stable condition, according to Australian Associated Press (AAP).The 29-year-old police officer, who was recently contracted the disease at an Aboriginal community of WA, has emerged from a coma in a Perth hospital but is still unable to communicate.It is not known if the victims from WA's far north will fully recover.In April 2011, a man who had been traveling in WA's northwest became the first person in the state to die from the disease in three years.A 19-year-old Canadian tourist also died after contracting MVE while traveling through the Northern Territory earlier in May.A WA Health Department spokeswoman said nine West Australians had contracted MVE so far in 2011. Several people remain very ill in hospital, she said.

WASHINGTON, March 25 (Xinhua) -- NASA's Stardust spacecraft depleted fuel and ceased operation on Thursday after a 12-year run, the U.S. space agency said Friday."This is the end of the spacecraft's operations, but really just the beginnings of what this spacecraft's accomplishments will give to planetary science," said Lindley Johnson, Stardust-NExT and Discovery program executive at NASA headquarters in Washington."The treasure-trove of science data and engineering information collected and returned by Stardust is invaluable for planning future deep space planetary missions."Artist's concept of Stardust spacecraft nearing EarthLaunched on Feb. 7, 1999, Stardust flew past the asteroid named Annefrank and traveled halfway to Jupiter to collect the particle samples from the comet Wild 2. The spacecraft returned to Earth's vicinity to drop off a sample return capsule eagerly awaited by comet scientists.NASA re-tasked the spacecraft as Stardust-NExT to perform a bonus mission and fly past comet Tempel 1, which was struck by the Deep Impact mission in 2005. The mission collected images and other scientific data to compare with images of that comet collected by the Deep Impact.The Stardust-NExT met all mission goals, and the spacecraft was extremely successful during both missions. From launch until final rocket engine burn, it travelled approximately 3.54 billion miles.After the mileage logged in space, the Stardust team knew the end was near for the spacecraft. LOS ANGELES, March 4 (Xinhua) -- The California Department of Public Health on Friday announced a recall of hazelnuts which might be contaminated by E. coli bacteria.The department said it ordered the recall after seven people fell sick with E. coli bacteria from eating tainted hazelnuts.The seven illnesses include one in Michigan, three in Minnesota and three in Wisconsin, said Dr. Howard Backer, interim director of the department.The hazelnuts were distributed by DeFranco & Sons, a Los Angeles company, said the department.After being notified of the contamination, the company is voluntarily recalling the nuts, the department said.The hazelnuts affected by the recall were sold under the brand names Sunripe, George Packing, Firestone Farms and Northwest Hazelnut and were distributed nationwide from Nov. 2 to Dec. 22, according to the department.The 50-pound bags of hazelnuts and mixed nuts with hazelnuts may have been repacked or sold from bulk containers, the department said, adding people who had bought the hazelnuts should not eat them.Consumers should check with retailers to determine if their nuts are subject to the recall, and if they are, should discard them, the department added.People who develop symptoms after consuming hazelnuts should seek immediate medical attention, the department suggested.E. coli may cause symptoms that include bloody diarrhea, stomach cramps and dehydration. In extreme cases, patients can suffer potentially life-threatening complication known as hemolytic uremic syndrome, which includes kidney failure.Young children and the elderly are the most vulnerable to the risk.

CAPE TOWN, April 30 (Xinhua) -- The World Economic Forum on Africa, scheduled on May 2-4 in Cape Town, South Africa, will see participants exchange views on how the continent can turn to the next chapter of development.The meeting, expected to gather a record 900 participants from over 60 countries, will be held under the theme "From Vision to Action, Africa's Next Chapter," organizers said."We chose this theme because we feel it is very relevant for the events that are taking place on this continent, and the opportunity for growth and investment that the international and African communities are seeing," said Katherine Tweedie, head of Africa for the World Economic Forum.Seven of the fastest growing economies in the world in the next five years will be in sub-Saharan Africa, Tweedie noted, saying that a lot of discussion will be devoted to explore drivers behind this growth.Africa's economic growth in recent years have impressed the world. Though being the most underdeveloped continent, Africa have been more resilient than expected during the global economic crisis.The International Monetary Fund (IMF) have predicted that the continent's growth in 2011 will reach 5.3 percent.Under one of the three thematic pillars, "Shaping Africa's Role in the New Reality," the meeting will explore how Africa can take on a leadership role in the new reality and guard against newly emerging global and regional risks.
