SAN DIEGO (KGTV) - With the March 2020 Presidential Primary approaching, the San Diego Registrar of Voters is urging everyone to make sure they are registered properly."This one election is the most complex elections for administrators like ourselves and voters that are out there," says Registrar Michael Vu.With six political parties holding presidential primaries, plus the dozens of overlapping state and local district elections, Vu expects to create more than 12,000 unique versions of the ballot. Rules on who can vote in each party make it even more complicated.In December, Vu's office sent out more than 500,000 mailers to voters to make sure they know the options.Anyone registered with a specific party will only be allowed to vote in that party's primary. Republicans will vote for the Republican candidates, Democrats for Democrats and so on.But, right now more then 30 percent of registered voters in San Diego are listed as "No-Party Preference."For those people, they can choose to vote in the primary for American Independent, Democrat, or Libertarian parties. They cannot vote in the Republican, Green, or Peace and Freedom parties."It makes it a little more confusing," says Vu. "Something that voters need to know what political party status they are in. And if it’s different from the presidential candidates they want to vote for, they need to register or re-register now."To help voters navigate their options, the Registrar has set up a website where people can get all the information they need.The deadline to choose a party, or to choose which primary you want to vote in, is January 6."If you’re a non-partisan voter, now is the time to act," says Vu. SAN DIEGO (KGTV) -  As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035.  Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932

SAN DIEGO (KGTV)-- A San Diego couple was stuck in Ecuador after the country canceled all travel due to the Coronavirus. After several days of travel, the couple is finally back in their home. A few days ago, Albert "Ace" Elliott was not sure if he and his wife Mindy would ever make it back to their Ocean Beach home. "Without any warning at all, we hear that Ecuador has closed down the country," Elliott said. "No bus travel, no plane travel." For the last ten years, the couple has spent three months of the year in a small surf town in Ecuador. The Elliotts were supposed to fly back on March 31, 2020. But with the pandemic situation, they were stuck. Their flights and back-up flights were all canceled. They called the United States Embassy to see if they could somehow make it home. On Thursday, they were told to leave the next morning. The problem? Ecuador now has a 2 pm to 5 am curfew. Streets and homes are being sprayed down twice a day. Transportation is limited in their rural town. "Ecuador is going after this thing very aggressively. They're not messing around," Elliott said. At 5:01 am Friday, March 27, 2020, they jumped in a taxi. Four hours later, they made it to the airport. "Whether we are on the plane or not, it's just, show up and hope kind of," Elliott said. "So we go up, and our names are on the list. So we were like, OK, we get to go into the airport."They met another American in line, who told them he showed up yesterday, but there was no plane. He became somewhat discouraged. "They said it's a 12 o'clock flight supposedly," Elliott said. "It's 11:30, and there's nothing. Everybody's just sitting around looking, and around the corner, there comes a plane. And we said, Wow! There's a plane!"They were first flown into Miami. But they had no idea how to get back home. When they asked the kiosk for options, it was either 0 to San Diego the next day or to Los Angeles in an hour. They chose the latter."We got to Los Angeles, and from there, we got a rental car and drove home," Elliott sighed. "We made it home."The relief in his voice said it all. Elliott said they were treated well in Ecuador and throughout the trip. But the uncertainty was unbearable. As a surfer, it is difficult to stay away from the beach. But Elliott said for the safety of himself and his community, he will continue to self-quarantine. "I feel pretty confident that we are OK, but we're just going to have to hang out at home again," Elliott said. SAN DIEGO (KGTV) -- With temperatures expected to soar into the 80s and 90s along San Diego's coast this weekend, lifeguards say they'll be extra vigilant at beaches and bays."We still want people to come and enjoy the beach," said San Diego Lifeguards Lt. Rich Stropky. "But come talk to us first; We will describe the do's and don'ts and any safety issues."In addition to the usual rip currents and stingrays, lifeguards say people need to be careful about over-exertion and heat-related illness like heat stroke or dehydration.Study: Longer and more frequent heatwaves expected for Southern California"Especially if you're at a beach like Torrey Pines, where you have to hike in or hike out," said Stropky. "So, bring lots of water. Hydrate often, not just when you're thirsty.
