SAN DIEGO (KGTV) - Commuters trying to avoid traffic along the 56 in Carmel Valley are using side streets, worrying people who live in the Pacific Highlands Ranch neighborhood."It's the worst between 7:30 and 8:30 in the morning," says longtime resident Randy M. She lives in the Portico West part of the development and says she sees cars going 50-60 miles an hour down her block every day."Sometimes, if I'm walking my dog, they'll almost run me over," she says. "So I have to be really careful."The traffic is coming from State Route 56. When that backs up, people will use Carmel Valley Road as an alternative. But that gets jammed as well, leading some drivers to turn into the neighborhood and use side streets and alleys.Making traffic worse, a half dozen schools are in the area (see map above) and all of them start between 8 and 8:40 am."It's a nightmare," says Naz Nahani, who drives her daughter to Pacific Trails Middle School every morning."When you reach this area, you're pretty much at a stand still," she says.The Carmel Valley Planning Board has held a pair of meetings about the issue. Chairman Frisco White says they're trying to find a solution."If the streets are private, we may look into blocking them from traffic during the morning," he says. They've also looked into placing no turn signs on Carmel Valley Road to discourage drivers from entering the neighborhood.Another option that White has heard would be to ask the school districts to further stagger the start times, so the traffic will be spread out over a longer period of the morning.White says the problem may get worse before it gets better, as hundreds of new apartments and homes are being built in the area.Nahani thinks the city should add more lanes to SR-56 and to Carmel Valley Road."We're planning to move closer to the school because of this," she says. 1864
SAN DIEGO (KGTV) - As the number of vaping-related illnesses continues to rise across the country, local leaders are seeing a spike in marijuana vape users in San Diego. The DEA and local health officials are now laying out their plans to stop the crisis in our county. The number of people who have used marijuana vaping in San Diego has grown, including users who are underage. A study done by SANDAG shows 70 percent of juveniles and 61 percent of adults have reported vaping with THC products. The DEA says the best way to combat the spike is to crack down on illegal extraction labs. "The creation of the vaping cartridge process is not controlled in any way, shape, or form," says Assistant Special Agent in Charge Colin Ruane. "There's no quality control; there's no testing of the product. So when you get the THC, you don't know what you're getting and what you're inhaling."The DEA says the extraction of THC also poses a safety risk to the community. Four extraction labs have caused a fire or explosion in various areas around the county. The Center for Disease Control and Prevention has confirmed over 1,800 cases of vaping related illnesses in the U.S. Many of those admitted to using THC products. 37 people have died. The DEA is working with its partners and other local organizations to continue to get the word out on the dangers of vaping. 1368

SAN DIEGO (KGTV) - Concerns continue to grow after the Del Mar coastline collapses three times in a matter of weeks.Large parts of the cliffs, between 8th and 11th streets, have come tumbling down to the shore. “Parts of the cliffs are still unstable but it’s difficult to tell when exactly that failure, or additional failures, may occur,” says Adam Young.Young is a Project Scientist with Scripps Institution of Oceanography. He says the timing of the collapses is unusual.“We see this activity in the winter time when we have a lot of rain. you can get a lot of land sliding but to have something in the summer time is quite unusual.”Scripps is continuing to monitor the coastline. In a statement from Del Mar City Councilman Terry Sinnott it says in part:“First, we working with SANDAG on a project called Del Mar Bluff #4 that will be built in early 2019 that will improve the drainage coming off the developed properties to the East. Second, there is a long-term solution which is to move the train tracks off the bluffs."Young also advises beach goers to be aware of their surroundings near the cliffs and to adhere to signs that say do not enter.Following a recent bluff collapse, the Del Mar bluffs have been three dimensionally mapped. SAN DIEGO (KGTV) - Another San Diego driver has come forward, after she got hit with a late fee despite paying her parking ticket early.In early November 2019, Pamela Moes parked on Thomas Avenue in Pacific Beach and went for a walk on the beach. She was parked in a street sweeping zone."A truck blocked the 'No Parking' sign when I parked, but it's no excuse. I knew the rules," said Moes.Moes likes have things taken care of quickly, so she went home and mailed out a check for .50 that afternoon.RELATED: North Park driver hit with late fees after paying parking fine earlyA few weeks later, she got a notice from the city: they hadn't received her payment and she would soon be delinquent. She stopped payment on her first check, drove to the Parking Administration office downtown, and paid for the fine in person."I thought everything was taken care of. Now I really don't have to worry about anything," said Moes.She was wrong. In late December 2019, she got another notice from the city. The ticket was paid, but she had been hit with a late fee of . "I was angry and frustrated because I paid for it in person!" said Moes.Turns out when the processing center in Inglewood couldn't deposit the check she stopped payment on, a late fee was assessed, even though she was already paid in full."How is this happening? They have to be talking to one another. There has to be some communication," said Moes.Moes is hardly alone. Last week 10News reported on a North Park driver named Stacy, who paid her fine early — a week after Moes paid hers — and also got hit with the same late fee. The city at that time blamed delays on processing with new equipment and "connectivity issues" at the Inglewood facility.Moes has since made a final payment for the late fee so she could be done with it.10News reached out to a city spokesperson about Moes' case, along with a list of questions about the overall issues and the number of people impacted. A spokesperson says they've begun looking into it and will release a response.The city released the following statements in the previous story: "Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments.Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed.
