CHULA VISTA, Calif. (KGTV) -- A beloved South Bay preschool director is being remembered as someone who always made others feel special.Aaron Partch was a co-director at Concordia Preschool in Chula Vista. He passed away September 15th.A virtual memorial for him was held Saturday.Like many other schools, Concordia closed in March during the pandemic. A couple months after the school closure, Partch was diagnosed with grade four glioblastoma. He had undergone brain surgery and was receiving treatment, including chemotherapy and radiation. In mid-September, Partch passed away suddenly from a heart attack.“God took our warrior up to heaven where he no doubt is singing and dancing with the angels,” his family wrote online.His co-workers said his energy will be missed.“He knows everybody by name. His greetings were always extremely cheerful, but sincere. When he asked you how your day was, he wanted to know,” said preschool teacher Meagan Lee, who worked with Partch for the last two years. “I think it’s really hard for all of us to walk down the halls and know he’s not going to be there with us.”Partch had been with Concordia Preschool for more than ten years. Nearby schools also remembered him.“If you knew him, you knew what a loss this is not just for Concordia, but for our community as well. Aaron was one of those people who lit up a room. He filled every moment with happiness and joy, and he was such a great leader to his students,” the Enrique Camarena PTA wrote on Facebook.Partch was 51 years old. (KGTV) -- Police in Chula Vista say an 8-year-old boy who went missing from Heritage Elementary School was found safe Wednesday afternoon. Police have yet to say where exactly the boy was found or when he went missing. A San Diego Police Department Helicopter could be seen in the Otay Ranch area searching for the young boy. 368

CHULA VISTA (KGTV) - After a series of fires, Chula Vista Police have begun the process of clearing people out of the Otay Mesa River Valley. Tuesday morning, members of the CVPD Homeless Outreach Team handed out vacate notices to people living in the area. Several fires have broken out in the river bed recently, requiring large responses from local fire agencies. Chula Vista Police said after people have been moved out, they will begin clearing brush. (KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222
