IMPERIAL BEACH, Calif. (KGTV)— The San Diego Sheriff’s Department is looking for a mother of two accused of stealing thousands of dollars from her children’s school. Last week, the department’s financial crimes division issued a public warrant for 30-year-old Kaitlyn Faith Birchman for felony embezzlement.Birchman was the President of the Imperial Beach Charter School’s PTA, until she was voted off the board in March. Months before, board members said they began noticing a lack of funds.“There were thousands of dollars that hadn’t been paid,” current PTA treasurer Elizabeth McKay said. McKay told 10News, she began connecting the dots last year when vendors from previous years continued to bill the PTA saying they hadn’t gotten paid. That’s when McKay, a former Coronado Police Department Sergeant began investigating. When she contacted the bank, they told her their account no longer existed. "We were very lucky that the bank was willing to work with us to put together a paper trail,” McKay said. “The checks she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial beach or had anything to do with a PTA event."In March, the board confronted Birchman. They had a Sheriff’s Deputy come to the board meeting to explain exactly what “embezzlement” meant."She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay."At the end of the meeting, Birchman was removed from the Board.Now the Sheriff’s department is looking for the woman they said stole directly from kids, forcing the PTA to cancel students field trips and special events. “I want her to think about her own kids. She needs to at this point, make things right by taking responsibility of her actions,” McKay said. “That's the best lesson that she can teach her own children. And to make herself a better person from here."Birchman’s children no longer attend Imperial Beach Charter school. McKay said with the generous support of the community and a large donation from General Mills Box Tops, this school year, the PTA is financially stable again. If Marjory Stoneman Douglas High School were like any other school, you wouldn't think much of the freshly-painted burgundy hallways or the newly-installed 20-foot tall fences around the freshman building.If this were a normal student body, the eyes of the nation wouldn't be trained on their every move, and their summer break stories wouldn't include a tally of rallies, summits, nationwide tours and TV appearances.In any other place, in any other new school year, things would be as they were.But when your school is also the site of one of the deadliest school shootings in American history, nothing is ever really normal.Those fences, covered with "MSD Strong" and "Parkland Strong" banners, surround the shuttered building where a former student opened fire almost exactly six months ago. Those hallways are the same ones students rushed through on Valentine's Day as the gunshots rang out across campus.There are other changes, too.The school's swimming coach is now the athletic director, because the former AD was among those killed that day. Ice pops shipped to multiple states were recalled Monday because of concerns they may be contaminated with listeria.According to the FDA, approximately 3,000 cases of Budget $aver Cherry Pineapple Monster Pops and Sugar Free Twin Pops, produced by the Ziegenfelder Company of Wheeling, W. Va., are part of a voluntary recall.The ice pops were distributed to grocery stores and distributors in the following states: Florida, Alabama, Arkansas, Maine, Missouri, Nebraska, Nevada, New Mexico, New York, Ohio, Oklahoma, Texas, Utah, Washington and Wyoming.The product was delivered from April 5 through April 19, 2018.No illnesses or incidents involving the product have been reported.The frozen products were sold 12 to a package under the brand names Budget $aver Cherry Pineapple Monster Pops and Sugar Free Twin Pops.The Cherry Pineapple Monster Pops carry the UPC code 0-74534-84200-9, and have lot codes D09418A through D10018B.The Sugar Free Pops carry the UPC code 0-74534-75642-9, and have lot codes D09318A through D10018B. The voluntary recall was the result of a routine state inspection of the company’s Denver production facility which found listeria in samples collected by the inspector.The FDA said that Ziegenfelder Company has stopped the production and distribution at the plant as the state of Colorado and the company continue to investigate the problem.Consumers who have purchased the affected ice pops are urged to return them to the place of purchase for a full refund. If you are filing for divorce, it could take much longer than you think. There is a backlog in family court of about four months, according to the Court Executive Officer, Michael Roddy.  Sherman McEachern found that out as he was going through his divorce process. He and his soon to be ex-wife filed for divorce in October. McEachern said it should have been finalized in April. When he tried to find out why divorce documents were not mailed back to him yet, he learned it was going to take much longer. “I called the clerk’s office. That was the first time, I realized they were telling me we’re eight to ten months behind,” McEachern said.  It’s affecting him both personally and financially. “I can’t change health insurance until I have the signed divorce decree. She doesn’t want to use my health insurance because we’re separated, getting a divorce, so I’m paying for coverage no one’s using,” McEachern said. “We’re hearing a lot of complaints from people,” Roddy said. “They want to get divorced.” Roddy said this fiscal year, they’ve had to make million in budget cuts on top of a million deficit.  “That’s a million dollar hit to the court. We lost about 100 employees and we had a hiring freeze,” Roddy said.  In small claims court, Roddy said it takes about a year to set your case for trial.  When asked who is at fault for the backlog, Roddy said it started with the recession. “The recession hit California very hard, hit the courts very hard, and we have not bounced back to that level,” Roddy said. “It’s just very frustrating because every day, I’m still being tied to a marriage that we both have left from,” McEachern said. He added that it is “disheartening” that people pay for a process and the service isn’t being delivered. Roddy said they are hoping for more money in this next fiscal year, which they can use for personnel. He is expecting a flood of new orders in family court as the new tax law could affect divorce cases, with the changes in alimony payments. 2076
