MEXICO CITY, May 18 (Xinhua) -- The Mexican government signed an agreement with the non-governmental group TRAFFIC on Tuesday to exchange information about illegal seizures of flora and fauna species in Mexico.The agreement with the wildlife trade monitoring network also called for the Mexican government to provide information on the routes used to transport such organic materials.The agreement was signed on the sideline of the 16th meeting of the Trilateral Committee for Wildlife and Ecosystem Conservation Management in the city of Oaxaca, south Mexico. Representatives of Canada, the United States and Mexico also attended the meeting.Among the list of 20,000 animals, vegetation and insects that TRAFFIC considers to be threatened by illegal trafficking worldwide, 2,500 of the organisms have their origins in Mexico. This amounts to 12 percent of the species most subject to buying, selling and transporting in the black market and threatens the survival of various ecosystems.The Mexican species that are listed among the most threatened by illegal trafficking are the cactus, orchids, reptiles, maguey plants, ferns, amphibians and fish.

SAN FRANCISCO, May 10 (Xinhua) -- Microsoft Corp. on Monday said it will buy Internet communications company Skype for 8.5 billion U.S. dollars in cash, a bold move for the software giant to explore new business opportunities."Skype is a phenomenal service that is loved by millions of people around the world," Microsoft CEO Steve Ballmer said in a statement."Together we will create the future of real-time communications so people can easily stay connected to family, friends, clients and colleagues anywhere in the world," he added.Microsoft said it has agreed to buy Skype from the investor group led by Silver Lake, and the deal has been approved by the boards of directors of both companies.Skype will become a new business division within Microsoft, and Skype CEO Tony Bates will assume the title of president of the Microsoft Skype Division, reporting directly to Ballmer.The Skype deal ranks one of the biggest purchase in the 36-year history of Microsoft, which is struggling to compete in the fields of Internet and mobile phones beyond its dominance on personal computer software market.Founded in 2003 and based in Luxembourg, Skype offers a software application that allows users to make free or cheap phone calls and chats over the Internet with additional features including instant messaging and video conferencing.Numbers showed that Skype's 170 million connected users made over 207 billion minutes of voice and video conversations in 2010.Skype was acquired by eBay in September 2005, and then acquired by an investment group led by Silver Lake in November 2009.In a press release announcing the acquisition, Microsoft noted that the deal will increase the accessibility of real-time video and voice communications, generating significant new business and revenue opportunities, and enhancing its existing offerings of real-time communications products and services.Microsoft said Skype will support its devices like Xbox and Kinect, Windows Phone and a wide array of Windows devices, and it will continue to invest in and support Skype clients on non-Microsoft platforms.The acquisition is expected to obtain all required regulatory clearances within this calendar year, Microsoft said.

BEIJING, Feb. 17 (Xinhua) -- China's new rules for reviewing proposed mergers and acquisition (M&A) deals by foreign firms on grounds of national security would benefit both Chinese and foreign investors, a Ministry of Commerce (MOC) spokesman said Thursday.The rules will facilitate the growth of foreign-invested enterprises (FIEs) in China and improve the quality and structure of foreign direct investment (FDI) flowing into China, MOC spokesman Yao Jian said at a press conference.The move also marked an improving legal environment for the security of China's business sector along with its opening-up drive, given that M&A by FIEs will increasingly become a trend in the coming years, Yao said."The adoption of the rules in China will also increase policy transparency and improve law-based government administration," said Yao.Yao's words came after the State Council, China's Cabinet, announced last Saturday that it was establishing a panel to check whether M&A deals struck by foreign firms in the country endanger national security.The panel will review attempts by FIEs to buy or merge with domestic companies whose business pertains to national defence, agriculture, energy, resources, key infrastructure, transport systems, key technology sectors and important equipment manufacturing industries, according to a statement published on the central government's website www.gov.cn.The review will be conducted by a foreign investment security review board under the cabinet, members of which come from the National Development and Reform Commission (NDRC), the MOC and other agencies.The new regulations, which take effect in March, come at a time when China is expected to see more M&A deals struck by foreign firms.Currently, inward M&A accounts for about 3 percent of China's total FDI, a sharp contrast with the global average level of more than 70 percent, said Yao. "M&A by FIEs will become a major trend in China."China's taking in FDI through more M&A will promote industrial consolidation and restructuring, and it will also mean more efficient utilization of the existing resources, he said."As the share of M&A in the FDI will probably rise from the current 3 percent to 8 percent, 10 percent or even more, it is necessary to timely formulate China's own rules governing foreign takeovers in line with international standards," Yao said.In April 2010, the State Council said in a statement that foreign investment should be allowed to be more diversified and foreign investors encouraged to participate in the consolidation and restructuring of domestic firms via equity holdings or acquisitions.He Manqing, a researcher with the Chinese Academy of International Trade and Economic Cooperation of the MOC, said "It is right and proper to impose regulations and requirements on proposed M&A deals in the sectors of strategic importance and those involving national security.""The introduction of the regulations conforms to the new trend in China's receiving of FDI and indicates that China's regulations on FDI are becoming more mature," said He.The NDRC said Wednesday that national security scrutiny would only occur when foreign companies take a majority stake in a domestic M&A deal, meaning that a minority stake purchase will not trigger a review."The new rules draw references from similar rules in the United States, Germany and Canada," the NDRC said in a statement on its website.The NDRC also said that the new regulations were in line with World Trade Organization rules and did not imply that China had changed its policies on opening up and attracting FDI.China's FDI jumped 23.4 percent in January to 10.03 billion U.S. dollars, said Yao. The monthly growth rate was up from December's 15.6 percent.As the world's top investment destination, China received a total of 105.74 billion U.S dollars in FDI in 2010, up 17.4 percent year on year, the MOC said last month.

  

LOS ANGELES, May 1 (Xinhua) -- Middle-aged adults who sleep too less or too much may be more likely to suffer cognitive decline, a new study suggests.According to the study, less than six hours of sleep each night is considered too little and more than eight hours as too much for middle-aged adults.The study, conducted by researchers at University College London Medical School, was published May 1 in the American medical journal Sleep.The researchers conducted the study in two periods -- the 1997- 1999 period and the 2003-2004 period. The participants were asked how many hours they slept on an average week night, and were asked the same question in 2003-2004 after an average 5.4 years of follow-up.The researchers compared those who reported changes in their sleep patterns with people whose sleep duration stayed the same over the course of the study.In the follow-up, each individual was given a battery of standard tests to assess his or her memory, reasoning, vocabulary, global cognitive status and verbal fluency.The study findings show that women who slept seven hours per night had the highest score for every cognitive measure, followed by those who had six hours of sleep. For men, cognitive function was similar for those who reported sleeping six, seven or eight hours.However, less than six hours of sleep -- or more than eight hours -- were associated with lower scores."Sleep provides the body with its daily need for physiological restitution and recovery," explained Jane Ferrie, a senior research fellow in the department of epidemiology and public health at the school. "While seven hours a night appears to be optimal for the majority of human beings, many people can function perfectly well on regular sleep of less or more hours."However, since most research has focused on the effects of sleep deprivation on biological systems, it is not yet fully understood why seven hours is optimal -- or why long sleeping appears to be detrimental, Ferrie said."Chronic short sleep produces hormones and chemicals in the body which increase the risk of developing heart disease and strokes, and other conditions like high blood pressure and cholesterol, diabetes and obesity," she added.

  

JERUSALEM, April 12 (Xinhua) -- Israeli-Canadian archaeologist Simcha Jacobovici may have stumbled upon a major archaeological find if his claim of unearthing the nails used to hold Jesus on the cross during his crucifixion are to be believed.Jacobovici maintains that small metal remains dug out of the soil in a cave in a Jerusalem neighborhood are in fact the nails that held Jesus on the cross, the Ha'aretz daily reported Tuesday.The artifacts were found in a cave in the Armon Hanatziv ridge, about 6 km south of the Old City, during the course of a construction work in 1990. The hilly area now contains apartment buildings.During the excavation of the cave, a stone vessel with the name Caiaphas, the name of the High Priest considered responsible for turning Jesus over to the Romans, and two rusty nails, which Jacobovici believes to be the relics, was unearthed.However, officials from the Israeli Antiquities Authority told Xinhua although they regard Jacobovici as a great archaeologist and documentary filmmaker, they do not believe the cave really belongs to the High Priest of the Second Temple period (between 536 BC and 70 AD)."The reason is that during that period of time there were a lot of people with the name Caiaphas," a statement from the Antiquities Authority said, "And for example, it is inconceivable that every gravestone bearing the name Moshe Dayan, which is very common in these parts, should be ascribed to the same personality who played so prominent a role in our recent history."Dayan was an Israeli army general who led his troops to victory in the 1967 war.The authority considers Jacobovici's contention as "fantasy" that should not be considered conclusive, since there is no agreed- upon evidence backing it up.Jacobovici is standing his ground, however, and contends that during the Second Temple Period the name Caiaphas was uncommon, and therefore the tomb must belong to the infamous priest.Jacobovici, a well-known documentary filmmaker, has produced films about the Israeli-Palestinian conflict and human trafficking that earned him two Emmy Awards.He also worked alongside film director James Cameron on the movie Jesus' Lost Tomb.He expects to soon release a movie about the latest finds, entitled Nails on the Cross.
