SAN DIEGO -- Chris Fonseca is beginning the new year with a search for a new place to rent."It's a little scary," he says. Hard to blame him for feeling that way. Fonseca says he lucked out and found a unit in an aging building in Hillcrest for just 0 a month. That building is now up for redevelopment, meaning he and his neighbors have to find a new home, in a county where the average rent is north of ,900 a month. "A couple other friends have been looking for places this year and the prices are much, much higher than anticipated," Fonseca says.Higher rents weren't the only headwinds facing San Diegans in 2018. The record summer heat played a part - leading to some electric bills at 0 or higher. More than 100 thousand San Diego households hit the new state-mandated high usage charge, which San Diego Gas and Electric says added about to the typical bill. Earlier in December, SDG&E formally asked the state Public Utilities Commission to remove that charge. A spokeswoman for the CPUC did not immediately respond to requests for comment. Also in 2018, a city audit found that nearly 3,000 families were incorrectly charged for water, largely due to human error. The department is now undergoing major reforms, which should make billing more accurate - and help residents with questions or disputes get through to customer service faster. In addition to the rising rents, the median price for a home rose 4.6 percent over the year to 5,000, CoreLogic reports. 1497

SALTON CITY, Calif. (KGTV) - A 3.4-magnitude earthquake shook the Salton Sea region early Sunday. The quake hit just after 5:30 a.m. Sunday a little more than 8.5 miles southwest of Salton City, Calif., with a depth of about 6 miles, according to the United States Geological Survey.According to the website's "Did you feel it?" survey, the shake-up was felt as far away as Julian and El Cajon.RELATED: Is there such a thing as earthquake weather? There have been no reports of injuries or damages from Sunday's earthquake.Several smaller rattles under 1.0-magnitude within the Borrego Springs area were also recorded by the USGS.The Salton Sea area has traditionally been an area that experienced "earthquake swarms," or sequences of several quakes around the same area. 797

SAN DIEGO — (KGTV) -- Democrat Sara Jacobs continues to hold a double-digit lead over Democrat Georgette Gomez in the race for California's 53rd Congressional District, according to a new scientific poll. The ABC-10News Union-Tribune scientific poll shows Jacobs leading Gomez 40 percent to 27 percent, with 33 percent still undecided. The two Democrats are vying to replace Susan Davis, who is retiring in the central and south San Diego district after nearly 20 years. The poll shows Jacobs, granddaughter of Qualcomm founder Irwin Jacobs, leading in support from those who describe themselves as liberal, moderate, conservative, and very conservative. Gomez, currently the City Council president, is generating most of her support from voters who describe themselves as very liberal."With only two weeks left to go until the election, Georgette Gomez is running out of time to close the gap on Sara Jacobs," said Thad Kousser, a political scientist at UC San Diego.Kousser said the closer the election gets, the harder it will be for Gomez to catch up, because of the increase in mail-in ballots and early voting. The poll shows 26 percent of the respondents already sent in their ballots. Kousser said, however, that Jacobs still has not reached the 50 percent support threshold, leaving the door open for Gomez, who will have to convince most of the undecideds to support her. "She hasn't been making substantial progress at the same time that she's being hugely outspent on the airwaves by Sara Jacobs," he said. Federal Election data shows Jacobs outspent Gomez nearly 5 to 1 through Sept. 30.In an interview, Jacobs said she would not rest on polling."I worked on the 2016 presidential campaign so I love seeing good polls but I will continue working very hard for every last vote," she said. "It really comes down to each individual vote making that decision and we're going to try to talk to as many as we can over the next 14 days."Gomez was attending a City Council meeting and not available for an interview Tuesday. However, campaign spokesman Dan Rottenstreich said the campaign was operating at full speed, and noted that Gomez gained some ground from the prior ABC-10 Union Tribune poll in September. That version showed Jacobs leading 38 percent to 24 percent, with 38 percent undecided. "The election is far from over, and we're going to continue to mobilize our coalition," Rottenstreich said. "We're gaining ground. Voters are just now learning more and more about Georgette's story, her proven record and her bold agenda in Congress."SurveyUSA polled 511 likely voters with a 5.6 percent margin of error. 2634

SACRAMENTO, Calif. (KGTV) -- Starting Sunday, the California Employment Development Department stopped taking new unemployment applications amid the coronavirus pandemic. The department said in a statement that it was “making improvements to UI Online and cannot accept new unemployment applications.”Existing claims will not be impacted, the agency said.“These new changes will not cause payment delays and allows EDD to pay customers sooner by verifying identities in an easier, faster way. SAN DIEGO — More than 100 thousand San Diegans have lost their jobs amid the coronavirus outbreak, and some of those positions have disappeared forever. But a new report from the San Diego and Imperial Counties Community College Association has identified 66 jobs as pandemic resilient.“It's an expensive place to live, this county, and so we need people to be able to have jobs that will be able to help sustain their families,” said Dr. Sunny Cooke, superintendent of the MiraCosta Community College District.Cooke said the community colleges offer an affordable way to train for positions wanted now. Each unit costs , so a typical certificate training program would cost about ,760.Additionally, the report identifies 27 jobs as middle skill, meaning they require more than a high school diploma but less than a four-year degree. It report includes an interactive list of fields, and which local community colleges offer programs related to them.“We want people to get in now, get a short term training, get into a field, stabilize their family and their lives, and then have a ladder to more, longer-term training and education that they seek and they desire,” cooke said. The identified jobs run the gamut from web developers and cyber security analysts to medical assistants, registered nurses, machinists, social service workers and biotech technicians, to name a few.In all, the report says the average entry level salary for the jobs is ,000, with room for growth. 1488
