SAN DIEGO (KGTV) -- The Sweetwater Union High School District Board of Trustees on Thursday responded to a scathing audit that alleged evidence of fraud or misappropriation of funds leading to a multi-million dollar deficit.In their response to the audit, the district’s Board of Trustees acknowledged the importance of an independent state agency’s audit and said they “intend to cooperate fully with these agencies should they require additional information.”“We acknowledge that, as required, you notified the local district attorney, State Superintendent of Public Instruction, and State Controller that the FCMAT AB 139 report found there is sufficient evidence to demonstrate that fraud, misappropriation of funds, or other illegal fiscal activities may have occurred," the Board of Trustees said."We understand the importance of having these agencies review the report and intend to cooperate fully with these agencies should they require additional information," said the board.The 79-page audit, conducted by the independent state agency Fiscal Crisis Management Assistance Team (FCMAT), was made public June 22. According to the report, the district’s school board relied on inaccurate financial information when they approved salary increases for district employees, resulting in pay raises they could not afford.The audit also reportedly found the district kept borrowing from capital projects in the South Bay, such as Mello-Roos funds, to pay for operations without a method of repaying that money back into the fund.The board said that individuals and outside entities identified by FCMAT as having enough evidence to suggest they were engaged in illegal acts are "either no longer employed by the District or are removed from all involvement in the District’s current operations."RELATED: SUHSD: 90 bus drivers paid over 0K in overtime during 2017, database saysThe board also said that since the audit, they’ve taken other actions based on recommendations from the FCMAT, including:The district will be implementing the INFOR financial module in the 12 to 18 months. The new system replaces the one the FMCAT said said led to accounting errors and will interface with the County Office of Education for monitoring.The District will provide Board and leadership training to enhance awareness of fraud, including detection and prevention. An anonymous hotline for reporting fraud will continue to be available internally and to the public.The District staff will ensure that the Board and County receive updates on the progress to address the recommendations set forth in this report.“As a Board and as acting superintendent, we are committed to ensuring we implement and improve our systems and supports to best serve our community and understand that this process starts with the superintendent and the Board,” said the board.The response was signed by current trustees Nicholas Segura, Board Vice President; Arturo Solis, Board Member; Paula Hall, Board Member; Kevin J. Since then, the district's budget crisis spiraled into teachers and programs being cut, bus routes eliminated, and increased class sizes. The board previously said its action against Janney is not disciplinary but it is to support and ensure an efficient investigation of the concerns raised in the FCMAT audit.With the release of the FCMAT audit, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The San Diego County District Attorney's office said they are reviewing the audit. SAN DIEGO (KGTV) - The sticker-shock of college can be daunting, but with planning and some research there is financial aid out there for the taking.To get the process started families must fill out the Free Application for Student Aid, better known as the FAFSA.The FAFSA is roughly 156 questions and looks at a family's financial situation.Colleges nationwide use the FAFSA to determine the amount of financial aid to award to students,The form can now be filled out online but college planning expert Ron Caruthers also recommends printing a paper copy for reference because it contains more guidance.“It’s my bread and butter because so many families really make mistakes and don’t understand the process," said Caruthers. "I’ve worked for 25+ years helping families pick schools that have money, not make mistakes on the FAFSA and save a ton of money on college.”Families can start submitting FAFSA’s October 1 and the deadline is March 2.Caruthers recommends doing so by January.He says a major mistake families make is listing assets they're not required to, including their home, IRA's, and personal property.What you should list: cash, stocks and bonds that aren't in a retirement account, and equity in a rental home.“This is an area of enormous stress because, for a lot of families, next to their house this is going to be their biggest investment, and it's going to come in a very short period of time, unlike a house they can pay off over 30 years,” said Caruthers.He says it's important to be detail-oriented on the FAFSA, for example, making sure you put income in the right line. SAN DIEGO (KGTV) — This week, thousands of letters, pictures, and cards from local groups were sent to veterans who were not able to visit memorials in their honor this year due to the pandemic.Honor Flight San Diego usually takes veterans to visit memorials in Washington D.C. built in their honor. This year, due to the coronavirus pandemic, that flight won't take to the sky again until May 2021.Organizers had collected 3,000 letters and cards from local Boy Scouts, Girl Scouts, church organizations, and the national organization, Solider Angels, for previously scheduled flights.In San Diego, 120 San Diego County WWII and Korean War veterans were sent care packages on Friday. Two of those packages were hand-delivered to local veterans by Honor Flight San Diego Founder Dave Smith and Chairman Julie Brightwell.Honor Flight is a trip at no cost to veterans and has taken more than 1,400 WWII and Korean War veterans in San Diego across the country to visit war memorials. SAN DIEGO (KGTV) -- Thirty years ago, Officer Brian Hardy had an idea. Hardy told his chief, "Chief, I have this crazy idea. Let's put teddy bears in a police car and bring them up to Children's Hospital. I think the kids would really get a kick out of it."Hardy was just a few years into being a member of the Coronado Police Department. He got the idea when, during a visit to Rady Children's Hospital, he noticed the toy collection bin."I asked the nurse at the station there why are there so few toys and she said donations are way down this year. We don't have a lot of toys for the kids in the hospital," said Hardy.Hardy bought the first twelve bears himself. Then, the teddy bear drive started to spread to other law enforcement departments across the county.They have collected as many as 75,000 teddy bears and a huge caravan delivers bears to Rady Children's Hospital every December.Hardy said he'll never forget the impact bringing a little joy to one terminally ill child had on his fellow officers."This little girl was maybe 4, 5 years old and all those cops walked out of there crying their eyes out," said Hardy.A few years later, Hardy found himself on the other side of things when a doctor at Rady told him his 2-year-old daughter's appendix had burst."He said my daughter's very sick she may not make it till morning, but he says, 'We're going to do our best to save her life,'" said Hardy.They did and it happened to be the morning of the teddy bear caravan.Hardy remembered, "It was like an episode of the 'Twilight Zone.' Things were turned around and I was in the hospital and the cops were coming with teddy bears."Hardy has received many thank you notes over the years, but it's what one girl told him a few years ago that has stayed with him."She comes running up full clip and she says, 'You gave me a teddy bear when I was 5 years old,'" Hardy said. He said the young woman now in her 20s told him, "I never forgot that." Now, because of the pandemic, instead of collecting piles of bears, they are encouraging people to donate money to buy bears that go directly to the kids.Officer Hardy is retired now, but still involved and has this message for the many generous donors."If you could see what we see, these children just light up when you bring them these bears," he said.
