SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) - Filipino World War II veterans who fought under the American flag were honored at a luncheon in Lincoln Park on Sunday. The event took place at the Jacobs Center for Neighborhood Innovation on Euclid Avenue.More than 260,000 Filipino and Filipino American soldiers served the United States during the war, but their service was unrecognized for decades.That changed when the Filipino Veterans of World War II Congressional Gold Medal Act of 2015 was passed and then signed into law by President Obama in 2016.The veterans were honored with a bronze replica of the Congressional Gold Medal (CGM) for their service and sacrifice during World War II. A CGM is the highest civilian honor that Congress can bestow.A total of 61 veterans were honored, with many family members accepting the honor for vets who have passed away. Ten living veterans were present to receive their medals.10News reporter Melissa Mecija emceed the event.  1020

SAN DIEGO (KGTV) - Fernanda Whitworth watched her husband Ralph battle cancer for years."He couldn't swallow, he couldn't talk or basically eat. So he lost 45 pounds, it's literally barbaric."Ralph Whitworth was diagnosed with HPV-related tongue cancer in 2013. It eventually claimed his life in 2016.Before Ralph died, the Whitworths began a quest to find a cure. It's a mission Fernanda has carried on."I feel like we are so close; we're on the tipping point of finding a cure," she explained. The nonprofit they founded in San Diego, The Immunotherapy Foundation, is dedicated to funding the most promising research on HPV-driven cancers."This is a huge problem. Not only does HPV account for six different cancer types, almost 100 percent of cervical cancers and in men, now those instances are rising for head and neck cancer, " said Dr. Ezra Cohn, who is part of the foundation's medical team. The Centers for Disease Control estimate that about 14 million people get a new HPV infection every year in the U.S. Nearly all men and women who have ever had sex get at least one type of genital HPV at some time in their lives. The Immunotherapy Foundation has focused its efforts on three categories:  1272

SAN DIEGO (KGTV) — Drone footage recently captured a rare sighting of a blue whale off San Diego's coastline, as it swims right up to a small boat.Domenic Biagini, owner of Gone Whale Watching, says he's already starting to see blue whale sightings off San Diego's coastline this season. In one video he captured, a whale swims up to his boat to investigate before disappearing below the water's surface."This year is looking like much more of a normal year," Biagini said. "I think this is really going to shape up to be a really good blue whale season."He adds that an abundance of krill and pristine conditions are leading to the sightings. Blue whales generally follow where krill are swimming in coastal waters. If there's a high level of krill, the whales will typically spend the entire summer nearby.Blue whale sightings come in spurts, Biagini says, while grey whales are more reliable, making this season even more of a treat for whale watchers.And whale watching could be a safe alternative to sight-seeing this summer, according to Biagini. He says he's currently running private charters, so groups are limited to single household unit sizes and there's enough room for people to space out."These are the largest animals that have ever lived on our planet," Biagini said. "People that get to see them, there's not many."Not a lot of information is known about the mating and breeding habits of blue whales, giving researchers even more opportunities to learn about the animals. 1498

SAN DIEGO (KGTV) - Funerals will be held next Thursday for two teenagers killed when they mistakenly jumped off a freeway bridge on SR-56 after a crash. 18-year-old Ruben Ortiz Jr. and 17-year-old Jesse Garcia of Escondido were in a 2012 Nissan Altima that went out of control and crashed in Carmel Valley Tuesday night. The teens and four other people got out of the car and ran across eastbound lanes of the freeway. Ortiz and Garcia jumped over the railing, not realizing it was an 80-foot drop into Gonzales Creek. Two girls who had been in the vehicle, 14 and 15 years old, suffered severe injuries and remain in the hospital. “It sat at me and hit me and our community.
