LIBREVILLE, Nov. 7 (Xinhua) -- Visiting Chinese top legislator Wu Bangguo held talks here on Friday with President of Gabonese National Assembly Guy Nzouba Ndama, saying that the National People's Congress (NPC) of China is ready to step up cooperation with the parliament of Gabon to add new vigor into bilateral relations and jointly push forward friendly relations between the two countries.     Wu, chairman of the Standing Committee of the NPC, China's top legislature, called Gabon a true friend of China, saying that China is satisfied with the growth momentum of the bilateral relations and the two countries have seen healthy and stable development of friendly and cooperative relations since they established diplomatic ties 34 years ago.     Wu said that the two sides have achieved remarkable results in cooperation between governments, parliaments and various political parties in fields such as economy and trade, culture and education as well as public health. JOHANNESBURG, Jan. 17 (Xinhua) -- Strengthening friendly relations and cooperation with Africa is an important foundation of China's foreign policy, and remarkable development has been achieved in China-Africa ties in the past year, Chinese Foreign Minister Yang Jiechi said here Saturday.     Yang, who was wrapping up a visit to Uganda, Rwanda, Malawi and South Africa, said China and Africa maintained high-level exchanges, and deepened their strategic mutual trust in 2008.     Last year, many African leaders paid official visits to China, or traveled to China to attend the Beijing Olympics and the Beijing Paralympics, he told Xinhua.     African countries continued to offer their valuable support for China on issues concerning China's core interests, he added.     Africa and China are facing new opportunities for developing their ties this year, Yang said.     Chinese leaders will continue to make the development of China-Africa ties a top priority in China's external relations, he said.     In recent years, top Chinese leaders have paid visits to Africa every year, he said, adding that more such trips are likely to be scheduled for this year.     Moreover, the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) is scheduled to take place in Egypt in the fourth quarter of this year, with the aim of making a comprehensive assessment of the implementation of the consensus reached at the Beijing Summit of FOCAC in 2006.     In 2009, China, on the principles of sincerity and friendship, equality, mutual benefit and common development, will continue to strive to promote unity and cooperation with Africa, with emphasis on seeking ways to deepen pragmatic cooperation between the two sides, the minister said.     China will expand cooperation with African countries in infrastructure building, agriculture, telecommunications and human resources development, he said.     Yang said China attaches great importance to Africa's important role in such issues as Darfur, Zimbabwe, Somali pirates and UN Security Council reforms.     China will continue to keep close communication and coordination with Africa, strive to promote mutual understanding and mutual support, push for the peaceful settlement of relevant issues, and safeguard the common interests of developing countries, he added.

SHUIFU, Yunnan, Dec. 28 (Xinhua) -- The Jinsha River in south China was blocked on Sunday to make way for construction of a new hydropower project on the upper reaches of the Yangtze River.     At a cost of 43.4 billion yuan (about 6.3 billion U.S. dollars), the Xiangjiaba Hydropower Project is expected to be completed by 2015. It will be able to generate 30.7 billion kw hours of electricity a year.     "Electricity generated by hydropower stations will mainly be sold to China's eastern, southern and central regions," said Li Yong'an, general manager of the China Yangtze River Three Gorges Project Development Corporation. "Sichuan and Yunnan provinces will also benefit from it." Workers cheer for the damming of the Jinsha River in the construction of the Xiangjiaba Hydropower Station which is the third largest of its kind in China.     In addition to providing power, the project will play a role in flood control and farmland irrigation.     About 125,100 people from three counties of Yunnan Province and three counties of Sichuan Province have been resettled to make way for the project.     The Xiangjiaba project is one of a series of hydropower plants China plans to build on the Jinsha River to supply electricity to its economically more developed coastal regions.     The 2,290-kilometer-long Jinsha River, a tributary of Yangtze River, originates in Tanggula Range and flows through Qinghai, Tibet, Yunnan, and Sichuan.     Water is mostly stored in the river's middle and lower reaches where China plans to build 12 hydropower stations to share a 59.08- million-kilowatts installed capacity. UNITED NATIONS, Nov. 14 (Xinhua) -- China called on the international community here on Friday to honor its commitment of aid to Iraq so as to help speed up its process of reconstruction and development.     La Yuefan, minister counselor from the Chinese mission to the United Nations, said at the Security Council meeting on the situation concerning Iraq that for progress in security and political fields to be effectively consolidated, economic and social reconstruction must also move ahead.     In this regard, "we call upon the international community to truly honor its commitment of aid to Iraq by helping Iraq speed up its process of reconstruction and development," La said, adding that China supports the meeting of foreign ministers of neighboring countries and other mechanisms playing a bigger role.     China also hopes that the Iraqi government will continue to lead all factions to agree on the common vision for the future of the country by placing national interests above everything else and strengthening dialogue and unity, La said.     "We encourage UNAMI (the United Nations Assistance Mission for Iraq) to continue its positive role in this regard. BEIJING, Jan. 9 (Xinhua) -- China said Friday it welcomes and supports the UN Security Council resolution on Gaza.     "The resolution reflects the concerns and desires of the international community on the situation in Gaza," Foreign Ministry spokesman Qin Gang said in response to a question.     China called for effective implementation by all parties concerned of the new resolution and an immediate ceasefire in Gaza, Qin noted.     China also urged Israel to withdraw its forces from Gaza, ensure the smooth operation of humanitarian aid activities and ease the humanitarian crisis in Gaza at an early date, he said.     Qin called on all parties concerned to continue the political process to achieve a just and reasonable settlement of the Palestinian-Israeli issue and realize the establishment of an independent Palestinian state and peaceful coexistence.     The UN Security Council on Thursday adopted a resolution calling for an immediate ceasefire in Gaza "leading to the full withdrawal of Israeli forces."     The new resolution, drafted by Britain, was adopted with 14 voting in favor and the United States abstaining after a compromise was reached between Arab foreign ministers and their Western counterparts.     More than 700 Palestinians reportedly died in 13 days of Israeli military action in Gaza, which was undertaken in retaliation for the firing of rockets into southern Israel by Hamas militants.
