Prisons across the country have suddenly become ground zero for the coronavirus.In California’s oldest jail, San Quentin State Prison near San Francisco, the number of cases has ballooned from less than 100 to more than 1,000 in two weeks.Attorneys in the area say the outbreak came from a transfer of inmates from the California Institute for Men to San Quentin.In the closed system that is a prison, it can make social distancing a challenge as there is only so much space to house inmates, particularly at a distance.Prison reform advocates say to solve the problem correctional facilities nationwide have turned to solitary confinement."The reports that I’m getting back now is not ‘Hey they put me in solitary for COVID-19.’ It’s, ‘They’re keeping me in solitary because of COVID-19,’” said Johnny Perez.Perez was formerly incarcerated at Riker’s Island in New York City for an armed robbery he committed when he was 21. He served 13 years for the crime, 3 of which were spent in solitary confinement, he says.“[It gave me] thoughts of suicide, volatility in my emotions,” said Perez. “I still need to sleep with the door open at night.”Perez says the experience in solitary can be similar for most people he knows, and thinks it is a dangerous way to combat COVID-19.“[The corrections system] treating you like an animal for the rest of your life says more about our system than it does about our individuals,” he said. “It is creating and lowering this standard of what it means to be put in solitary that is so low that it reverses all the work that we’ve done so far.”Perez is the director of the U.S. Prisons Program for the National Religious Campaign Against Torture, a group that works closely with the ACLU to form Unlock the Box, a national advocacy group fighting to end solitary confinement. Unlock the Box estimates the number of people currently in solitary confinement in U.S. prisons is 300,000; a large jump from the 60,000 it says was in solitary confinement in February.“There is a perpetuation and it is a really terrible cycle,” said Jessica Sandoval, campaign strategist for Unlock the Box. “[Inmates] are not going to report that they feel bad if that’s what the prison is going to do anyway so it’s pretty dangerous.”In an emailed response the Federal Bureau of Prisons did not respond to questions about solitary confinement in response to COVID-19, but it did say other measures it was taking to reduce the spread of the virus in the prison system through universal distribution of PPE, limited visits to those incarcerated, and no inmate transfers between facilities.Sandoval says medical isolation is a better practice, which does not strip inmates of many of their privileges. She also advocates early release for inmates nearing the end of their sentences or in the process of seeking parole."I think there needs to be a reckoning among corrections leaders and governors to say we’re going to do what’s right,” said Sandoval. "We’re going to save lives."According to the National Institute of Corrections it costs ,000 to house someone in solitary confinement for a year, as opposed to ,000 to house someone in the general prison population for a year. 3201

(KGTV) - A new overpass may be destined for the I-15, not for people but mountain lions.A just-released study led by The Nature Conservancy and backed by the National Park Service recommended a stretch of the I-15 just south of Temecula - either an overpass or underpass like crossings in Colorado, Utah and Wyoming - allowing mountain lions and other wildlife to safely get across.On the west side of the highway is preserve space owned by San Diego State University.  On the other side are 73 acres just purchased by The Nature Conservancy.  Experts says the local mountain lions have been cut off by the freeways and are practicing inbreeding."That makes them more susceptible to disease, and that could be catastrophic for the mountain lion population," said Cara Lacey, an associate program director at The Nature Conservancy.Lacey points out crossings in other states have also cut down on vehicle collisions with wildlife.  She says at least three mountain lions were struck by vehicles in that stretch of I-15 in 2017.  Caltrans is studying a crossing on Highway 101, which would cost between and million. 1165

RANCHO SANTA FE (KGTV): As the costs to grow avocado and citrus keep rising, farmers in San Diego are trying a new crop to put a jolt in their business: coffee."We’re excited about the possibilities," says Chuck Badger, who runs R.E. Badger and Sons. He's planted about 5,000 coffee plants across several farms that his business manages."The plants are very happy. They’ve got a lot of cherries on them. So we’re super excited for this summer to pick it."Badger says he heard about the possibilities of coffee from growers in Ventura County. San Diego's coastal climate and soil are similar to other coffee producing regions.The timing couldn't be better. In addition to dealing with the lingering drought, many farmers are getting frustrated with the rising production costs of avocado and citrus trees. They're looking for ways to diversify their crops.Badger says the upfront costs of coffee are a little higher, but the profit margins can be much better. He told 10News that coffee needs about 900 trees planted per acre, while citrus uses only 150.But, if the coffee grades out as a "premium" brand, farmers could net as much as ,000 per acre. Citrus and avocado trees bring in anywhere from ,000 to ,000 an acre, depending on the yield and other market factors.Leaders with the San Diego County Farm Bureau are excited about the potential as well, but caution that coffee is still in an "experimental" phase in the area."Nobody's all in at this point," says Executive Director Eric Larson. He points out that San Diego has around 50,000 acres of total farmland. Larson guesses that coffee makes up less than 20 total acres right now."Folks are seeing if it’s going to work here before they make a future decision to be all in," says LarsonHe says it could be a good crop to plant in conjunction with other established crops, doubling up acreage to increase profits.Badger thinks San Diego could become coffee country, in the same way Napa is known for wine."We want to model it after the whole wine growing template, where people are asking for certain varietals, certain regions, organic," he says. "So those coffee snobs become like those wine snobs and will pay for premium coffee."Badger won't be able to harvest any of his beans until next summer. President-elect Joe Biden announced on Wednesday his first significant staff decision since being projected as the winner of last week’s presidential election.Biden chose longtime aide Ron Klain to be the White House chief of staff come January. According to the Biden campaign, Klain served as a senior adviser to the Biden for President campaign. Klain was previously Biden’s chief of staff as vice president.Klain also took on a number of roles within the Democratic administrations, including serving as the White House Ebola response coordinator in 2014 and 2015 under President Barack Obama.Previously, Klain was a key figure in the Clinton administration, serving as Vice President Al Gore’s chief of staff and a counselor to Attorney General Janet Reno.“Ron has been invaluable to me over the many years that we have worked together, including as we rescued the American economy from one of the worst downturns in our history in 2009 and later overcame a daunting public health emergency in 2014,” Biden said in a statement. “His deep, varied experience and capacity to work with people all across the political spectrum is precisely what I need in a White House chief of staff as we confront this moment of crisis and bring our country together again.”Biden is expected to begin announcing members of his cabinet in the coming weeks. 1350
