LONDON (AP) — British Prime Minister Boris Johnson has announced that the government is putting all of England under a monthlong lockdown next week after being warned that a resurgent coronavirus outbreak will overwhelm hospitals in weeks without tough action. Johnson said in a televised news conference night that the new measures will begin Thursday and last until Dec. 2. Bars and restaurants can only offer take-out, the Associated Press reported. The AP added that haircuts to foreign holidays must be put on hold once again.Non-essential shops must close and people will only be able to leave home for a shortlist of reasons. Unlike during the U.K.'s first lockdown, schools, universities and manufacturing businesses will stay open. According to a press release by the English Football League (EFL), "elite sport will be able to continue and EFL competitions will therefore remain as currently scheduled (in both England and Wales)" during the lockdown."Professional football has implemented some of the most stringent, robust and regularly reviewed protocols since the restart in June 2020 and our medical experts’ advice remains in place to fully adhere to these measures which are specifically designed to mitigate against the spread of the virus," EFL officials said in the release. "The health, safety, and well-being of players and Club staff throughout the pandemic have been our first priority and this will continue as we enter this next period of lockdown and beyond. In addition, we acknowledge the Government’s national efforts in tackling this outbreak and would hope that during this next phase of the crisis, our national sport, negatively affected by COVID-19 like many other industries, can continue to provide some form of welcome distraction and give people in our communities up and down the country a sense of normality in very challenging times."The U.K. reported more than 21,900 new confirmed virus cases on Saturday, bringing the country's total since the start of the pandemic to over 1 million. 2036

LOS ANGELES (AP) — Los Angeles County prosecutors are joining other district attorneys to use technology to wipe out 66,000 old marijuana convictions years after California voters broadly legalized the drug. The county is working with the nonprofit Code for America, which uses computer algorithms to find eligible cases that are otherwise hard to identify in old court documents. The group has offered its technology free to all of the state's 58 district attorneys. The program identifies eligible cases and automatically fills out forms to file with the courts. Prosecutors this week asked an Los Angeles judge to dismiss convictions for cases that date back to 1961. 679

LOS ANGELES (CNS) - On the heels of two highly publicized parties, one of which ended in a fatal shooting, Los Angeles County's public health director warned again Wednesday that such gatherings are forbidden under coronavirus-prevention orders, and attending them endangers the public at large.Barbara Ferrer, director of the county Department of Public Health, said infection rates among residents aged 30 to 49 nearly tripled between June and late July, and rates among those 18-29 quadrupled."These two age groups continue to drive new infections here in the county," Ferrer said. She said people in the 18-29 age group now represent twice the percentage of hospitalized COVID-19 patients in the county than they did in April, matching the rate of people aged 80 and over. People aged 30-49 now represent 25% of all hospitalized virus patients. She said the county has reported hundreds of deaths among younger age groups, but noted that younger people who become infected but don't become severely ill can still pass the virus to older residents who might require hospitalization or even die.Without specifically referencing any particular gathering, Ferrer acknowledged recent widely publicized parties that made headlines, calling such massive collections of people a "bad idea" and a breeding ground for the virus among younger residents who can in turn infect older and more vulnerable residents. On Friday night, dozens of people attended a private party at a bar in Hollywood, and earlier this week, hundreds of people attended a house party just outside Beverly Hills that ended in a fatal shooting.Mayor Eric Garcetti said Wednesday that he's authorizing the Los Angeles Department of Water and Power, starting Friday, to shut off utility service to properties where in "egregious" cases unpermitted large parties and gatherings take place."Gatherings are simply not allowed at this point under the health officer order," Ferrer said. "Because they create a lot of risk for transmission at activities that really are not essential. These parties and gatherings with people not in your household hurt all of us as we try to reduce our case rates so we can get our children back to school and get other adults back to their jobs. We ask that everyone make good decisions. Don't host large parties and don't attend a party if you're invited. It isn't worth the risk you run and it certainly isn't worth the risk you're creating for our collective recovery journey."She expressed frustration at people who would host or attend a party."I do think an equally important question to ask is why so many people are willing to put our entire community at risk during this unprecedented pandemic," she said.Driving home the point that COVID-19 can affect anyone, regardless of age, Ferrer pointed to a recently documented outbreak along USC's fraternity row that has so far resulted in 45 positive cases of the virus. She said a separate smaller outbreak occurred among another group of USC students who were studying and socializing together.Ferrer also said at least eight football players at UCLA have tested positive. UCLA Athletics issued a statement saying all student-athletes are tested for COVID-19 and antibodies when they return to campus, and those who travel by plane must quarantine for seven days before reporting to athletic facilities for medical screening."Anyone who was to test positive for COVID-19 would immediately go into isolation for 10 days from the date of the test," according to the statement. "Anyone deemed to have been in close contact with someone who tested positive would go into isolation for 14 days from the last date of contact. UCLA Athletics currently has no student-athletes in isolation."The county this week posted draft guidelines for the eventual reopening of colleges and universities, although no such institutions will be able to open for now due to the elevated number of cases. The guidelines will only become relevant when such reopenings are permitted by the state and county. The county reported another 68 deaths due to the virus Wednesday, although two of those deaths were reported Tuesday by health officials in Long Beach and Pasadena. The new deaths increased the countywide death toll to 4,825.Ferrer announced another 2,347 confirmed cases of the virus, but she again noted that the number is likely low due to continued technological problems at the state's electronic laboratory reporting system that has resulted in an undercount stretching back at least two weeks. She warned that once the backlog clears, the county will likely see a sharp rise in the overall number of cases. As of Wednesday, the countywide case total since the start of the pandemic stood at 197,912.The state reporting backlog, however, does not affect the daily reporting of deaths or hospitalizations, and both of those numbers have been trending downward, leading Ferrer to again say she is "cautiously optimistic" about the success of local efforts to control the spread of the virus."We must learn from our recent past, however, and we have to continue our vigilance in the face of this still new and dangerous virus," Ferrer said. "You'll recall that just a few months ago we were in a much better place than we are now. And unfortunately, many of us thought that meant we could return to life as it was before COVID-19 and we as a community returned to a place where COVID-19 was spreading at even higher rates than it had been in the early days of the pandemic."The main difference this time was that the people driving the infection rate were younger than they had initially been," she said. 5644

LOS ANGELES (CNS) - One of the suspects accused of killing an 84-year- old woman at the Pechanga Resort Casino in Temecula is said to be the sister of newly signed Los Angeles Clippers star forward Kawhi Leonard, it was reported Saturday. On Aug. 31, Kimesha Monae Williams, 35, and Candace Tai Townsel, 39, allegedly followed Afaf Anis Assad of Long Beach into a bathroom, where the duo attacked and robbed her, according to the Riverside County Sheriff's Department. An aunt of Williams told the Riverside Press-Enterprise that Williams and Leonard are siblings.John Hall, spokesman for the Riverside County District Attorney's Office, would not confirm the relationship to the newspaper.Assad was found unconscious on the bathroom floor and later died of her injuries at Inland Valley Medical Center in Wildomar.Sheriff's officials said Williams and Townsel stole Assad's purse, which contained 0 to ,200 inside."She didn't even get a chance to play," Assad's son-in-law told CBS2. "I mean, she had some money in her wallet because she was ready to play that day, and I don't know if they targeted her because she just walked through the door and they knew she had money in her wallet."Sgt. Steve Brosche said detectives obtained leads pointing to Williams and Townsell as the alleged assailants, and both were taken into custody -- Williams in Perris and Townsell in Hemet.Williams is being held without bail at the Indio Jail and Townsell is being held on million bail at the Smith Correctional Facility in Banning.Attempts to reach Leonard and the Clippers for comment were not immediately successful.Leonard attended Canyon Springs High School in Moreno Valley before graduating from Martin Luther King High School in Riverside. He was a All-American collegiate player at San Diego State, and a first-round National Basketball Association pick in 2011.The two-time Most Valuable Player of the NBA Finals was considered to be the top free-agent this off-season before signing in July a three-year, 3 million contract with the Clippers. 2057

LOS ANGELES (CNS) - Four people were wounded, one fatally, when gunfire erupted Tuesday morning at a large party taking place at a mansion north of Beverly Hills where police had earlier responded to multiple calls of disturbing the peace.Firefighters and paramedics sent to the 13200 block of Mulholland Drive about 12:45 a.m. located three adults who had been wounded, and they were treated at the scene, then taken to a hospital, according to Nicholas Prange of the Los Angeles Fire Department. A fourth person was found nearby with an injury to his wrist, Prange said, adding the victim's injury was not caused by gunfire. One shooting victim was hospitalized in grave condition and the other two were hospitalized in critical condition, Prange said.A woman about 35 years of age died at a hospital, said Los Angeles Police Department Lt. Chris Ramirez. Information was not immediately available on her identity.Ramirez said the other two shooting victims found at the scene were males, and they were displaying stable vital signs Tuesday morning.A woman who also had been shot went to a hospital in a private vehicle, and was in stable condition, Ramirez said.Ramirez said the crime apparently was gang-related, and no arrests have been reported. No suspect information was immediately available.Ramirez said the shooting was being investigated by detectives from the LAPD West Bureau Homicide office, and he urged anyone with information on the crime to call 213-382-9470.The house had been rented for the party, according to reports from the scene.A video posted to social media captured the sounds of the gunfire, at least six shots initially fired, followed by at least eight more. People attending the party continued on as if nothing had occurred following the gunfire, the video showed. About two minutes later, a hail of gunfire can be heard and people begin screaming and running and trying to find safe places to hide. The video also contained blurry images of what appeared to be two gunshot victims. The Los Angeles Police Department received at least five calls from residents who reported instances of disturbing the peace in the neighborhood beginning about 6:30 p.m. Monday. Responding officers found a large party taking place at a three-story home with about 200 people attending, according to the LAPD.Officers enforced traffic and parking violations, but did not enforce the county's health order banning large gatherings, the department said. Video from NBC4 showed vehicles being ticketed. The organizer of the party, identified by NBC4 only as "Kenny," told the station the party was for his friends and masks were made available to guests, who also had to undergo a temperature check before being allowed inside. No party attendees could be seen wearing masks in video shot by multiple broadcast outlets.A food truck was on site and multiple high-end vehicle, including Lamborghinis and a Rolls Royce, could be seen on the video posted to social media. The party is the second large-scale gathering held amid the coronavirus pandemic in the L.A. area, in spite of public health restrictions barring parties. On Friday night, dozens of people were seen attending a party -- again, mostly without masks or physical distancing -- at the Sassafras Saloon in Hollywood, a gathering that was alleged to have been attended by local law enforcement members. A person familiar with the gathering told the Los Angeles Times the party was planned for members of the Los Angeles County Sheriff's Department, but the agency has denied any involvement in the event and insisted that people seen in online video from the event do not work for the department. The Los Angeles Police Department issued a statement Monday saying it was aware of the gathering and was working to determine if any LAPD employees attended.Los Angeles County public health director Barbara Ferrer said Monday the state Department of Alcohol and Beverage Control was investigating the party, along with the county. She said county health inspectors went to the Vine Street bar Saturday and were told the venue has been closed but only opened for the Friday night private party. 4167
