SAN DIEGO (KGTV) -- New numbers show San Diego housing costs are taking up more than a third of people’s income. 57 percent of renters spend more than a third on housing and so do 40 percent of homeowners. That's the result of the annual Equinox Project released Thursday by the Center for Sustainable Energy in San Diego.Mikaella Bolling, the project’s manager says it boils down to supply and demand.“A lot of people say well we don't want development in my neighborhood or we don't want infill development in our neighborhood, but this is actually the solution that's going to allow us to have more affordable units,” she said.She points to the need for more partnerships to bridge the gaps and educate the public.   “We need to have a better conversation between our residents, between our policymakers, and between our developers,” she said.The cost of a median single-family home in the county jumped 6.5 percent from 2016 to 2017. It’s now upwards of 5,000.“We're seeing that increase every year.  Great for homeowners...but not great for buyers,” Bolling added. Krysta Cordill is a certified financial planner with D’Arcy Capital in Carmel Valley.“There's really no magic to it,” she said. “You have to make saving for a home a priority.” Cordill is a past president of the San Diego Financial Planners Association and has seen more clients worry about whether they can afford the high cost of living. “If you have a Roth Ira or traditional IRA, they allow you to take ,000 of that penalty-free for first-time home-buyers," Cordill said.  She says people should consider starting in a condo or townhouse. “Just know that that's part of the process of home ownership,” Cordill said. As for saving, she offered up some simple tricks. “I've never talked to anyone who cannot pair down their expenses,” she said. First, she suggests cutting out easy online spending.  Instead, say to yourself, ‘If I really need it, I'm going to go to the store.’”Cordill also suggests that you make your morning cup of coffee at home. SAN DIEGO (KGTV) -- One person was killed and three others were injured in an early Saturday morning crash involving two cars along the southbound lanes of SR-163 in Balboa Park.The incident happened around 2:30 a.m. on the Cabrillo Highway just south of the Quince Street overpass, according to the California Highway Patrol.The driver of a Lexus sedan rear-ended a Mazda sedan sending both cars off the highway. One of the vehicles tumbled down an embankment into a drainage ditch.The Madza was carrying two rideshare passengers in the rear seats, according to CHP. One of the passengers was pronounced dead at the scene, according to CHP. The other rear passenger was ejected out of the car causing the victim to suffer major injuries.Drivers of both vehicles are being treated for injuries.Investigators are working to determine the cause of the accident. It is unknown at this time if alcohol or drugs were a factor in the crash.All southbound lanes were temporarily shut down. SAN DIEGO (KGTV) - One of La Jolla's most scenic spots is also the scene of a 20 year battle that has left the community divided.The Coastal Commission voted unanimously Thursday night to approve a measure to renew a 10-year permit to close the Children's Pool to human access during Harbor Seal Pupping season.The Children's Pool was built in 1931 to give kids a safe place to enjoy the beach.In the late 1990's, harbor seals moved in on the area creating conflict.Surveillance cameras captured visitors getting dangerously close to the seals causing the city to take action.In 2014, they decided to close the Children's Pool from December 15th through May 15th. This is typically the time period when mother seals use the beach to birth their calves.The California Coastal Commission agreed to try out this plan for five years.Dr. Jane Reldan, President of the Seal Conservancy, said the beach closure was an "elegant compromise." Reldan added that the closure happens during a time of year when it's cold and people don't want to go swimming anyways.Opponents say there's plenty of coastline for the seals to use and that it's time the Children's pool was given back to the kids. 1190

SAN DIEGO (KGTV) - Monday afternoon, the San Diego County Sheriff’s Department tweeted that convicted sex offender Cary Jay Smith has left San Diego County. The tweet added, “It is always our goal to keep our communities safe.”Smith had been staying at a motel around the 78 corridor which caused concern for North County community leaders. “I just don't feel good about this situation,” said Melanie Burkholder, candidate for CA State Assembly's 76th District. “This is a very sick individual. He does not need to be roaming the streets,” she said Monday morning.The Orange County District Attorney's Office says Smith claims to have killed three boys and molested 200 others.San Diego County Undersheriff Mike Barnett spoke to ABC10 News on Sunday night. “He liked to be referred to while he was in the state mental hospital as Mr. RTK, which is rape, torture, kill,” he said.It was last Tuesday when he said the CA Department of State Hospitals released Smith from Coalinga psychiatric facility without any restrictions under Megan's law, meaning he is not required to register as a sex offender.Deputies say he's served his time and is free to go where he wants.Before arriving in San Diego, the 59-year-old went to Orange, Corona and Lake Elsinore which sparked outrage in Los Angeles. In an effort to avoid any violence, San Diego deputies did not share his exact location but offered reassurance he was under 24-7 monitoring.The Orange County District Attorney's Office said Monday that its waiting for answers from the Governor’s Office as to why the state released him from the hospital and why the CA Attorney General's Office reportedly revoked his sex offender registration requirement in 2005.Monday, the Attorney General's Office referred ABC10 News to the Department of State Hospitals which said that it couldn't release information because of patient privacy laws. 1889

SAN DIEGO (KGTV) -- Pro-choice demonstrations gathered outside the federal courthouse in downtown San Diego Tuesday afternoon. The rally was one of hundreds that took place across the country as part of a "Stop the Bans" national day of action. The protests are in response to a law in Alabama that only makes abortion legal when the woman's life is at risk. Several other conservative southern and midwestern states are considering similar measures to restrict access to abortions. "It's a very personal thing, and it's something everybody should have the right to do, to choose yes, I'm going to keep this child or no, I'm not," said Cynthia Knoop. Activists, elected officials, and faith-based leaders chanted, sang songs, and vowed to "not take a step back.""I can't believe we're still fighting this fight and having this discussion. I'm scared for the future generation, the younger women," said Helen Zeldes.Two middle school students also attended. "A child is a ton of responsibility and not every woman wants to, not every woman is financially stable enough to, it should not be in the hands of male senators," said Kate Alberts.The girls said what's happening has been the topic of conversation at their school."Those people who want to have abortions, they can't physically, mentally, take care of a child at ages 16,17, if they've been raped, incest, whatever it is, and it just makes me so sad cause these men are deciding these laws and they don't truly care about the baby once it's born, but when it's a cell," said Marina Nicolaidias.Abortion opponents see what's happening in Alabama and other states as progress. "What we have to remember is that nobody should have the right to take another person's life, and ultimately that's what this is, life begins at conception and when you do have an abortion, you're ending that life," said Marie Frederick, who works with Students for Life and other pro-life groups. Frederick said it's good that a national conversation is happening. "I think when you make a ban on abortion all across the nation; eventually, hopefully, you also need to implement resources for women, support for women I think workplaces need to be more open to women having pregnancies," said Frederick.
