SAN FRANCISCO (AP) — The Coast Guard is investigating what caused a ferry boat to crash twice into docks at San Francisco's famed Ferry Building, slightly injuring two people aboard.Coast Guard spokesman Chris Shih says investigators are looking into mechanical issues and other factors that led to Friday's crash. The agency regularly inspects the ferries.A Golden Gate Ferry spokeswoman says the boat was traveling from Larkspur and carrying 53 passengers when it struck an outer berth before bumping into another dock.The vessel's hull was damaged when it struck the concrete promenade and knocked a guardrail. SAN MARCOS, Calif. (KGTV) — A man was arrested after deputies say he fled the scene of a San Marcos crash and was stopped by passersby from leaving a second crash scene.San Diego Sheriff's deputies received a report of a beige Mercedes-Benz traveling at an unsafe speed on northbound Bennett Ave. before is ran off the road and collided with a concrete wall and then a residence at 600 Bennett Ave.The driver, a 26-year-old man, tried to flee the area, but was detained by passerbys until deputies arrived.While deputies were responding to that incident, SDSO says they received another call about a black, male suspect wearing camouflage clothing who had used a hatchet to smash the window of a vehicle at a Stater Brothers Grocery store at 1330 East Mission Rd. The man reportedly fled in a vehicle matching the description of the Mercedes-Benz and struck a gray Audi in the area of Knob Hill Rd., SDSO said. The driver of the Audi, a 61-year-old woman, was not injured. At the scene of the Bennett Ave. crash, paramedic treated the suspect at the scene and he was released. Based on evidence and interviews, deputies determined that the suspect was under the influence of prescription medication and heavily intoxicated at the time of the collision. The man was later arrested for driving under the influence, vandalism, and leaving the scene of an accident.SDSO's traffic division is investigating the crime. 1420

SAN FRANCISCO (AP) — The University of California’s governing board is unanimously backing a measure that would restore affirmative action programs at its schools. The proposed ballot measure would repeal the controversial voter-approved statewide ban that's been blamed for a decline in diversity in the prestigious university system. The vote Monday by the university system's Board of Regents means the UC endorses a proposal that would ask voters in November to repeal 1996's Proposition 209 that banned “preferential treatment” for minority groups applying to state colleges and government jobs. The state Assembly approved the measure last week and it still must pass the state Senate to go on the Nov. 3 ballot. 726

That's still allowed.The San Francisco Chronicle reports the Board of Supervisors voted 10-1 Tuesday to approve the ordinance making San Francisco the largest city in the country to ban tobacco smoking inside apartments.The original proposal sought to ban residents from smoking marijuana in their apartments. But supervisors voted to exclude marijuana after cannabis activists said the law would take away their only legal place to smoke.It's illegal under state law to smoke cannabis in public places. 669

Screen time has become a common concern during the pandemic, as many school districts turn to online learning. That has doctors telling parents to pay close attention to their children's eyes. "Everybody, adults and kids, can develop computer eye strain. That's mostly because there's a decrease in the blink rate, incomplete eye closure with the blink rate," said Dr. Cate Jordan, a pediatric ophthalmologist with the American Association for Pediatric Ophthalmology and Strabismus. Dr. Jordan says eye drops or a warm compress can help children with eye irritation because of increased technology use. But most of all, make sure your eyes get some relief from a screen."In between classes, take a break. Look out a distance and take a couple hard blinks. I really recommend really taking a few hard blinks because it pumps the oil glands and really helps lubricate the eyes," said Dr. Jordan.Stephen Reid is the co-founder of Hue Eyewear. Reid and his wife founded their blue light glasses company when they noticed their children suffered side effects from too much screen time. "With the amount of time we're spending on our screens right now, especially during the pandemic, we need to make sure that we protect ourselves," said Reid.Reid says the glasses protect children and adults from blue light that's emitted from computer, tablet, phone and even television screens. "My children use the glasses. Ever since we started the company they've been using them and they tell me their eyes are less strained and I can feel it, too," said Reid.Dr. Jordan says more studies need to be done on the effectiveness of blue light glasses. Our eyes naturally protect against harmful rays that could affect our eyesight, she adds. "If you've already bought them and a child feels better and wants to use them, then absolutely there's no harm in wearing them. But there's no need to have every child wearing blue light glasses," said Dr. Jordan.Dr. Jordan says too much blue light at the end of the day can disrupt your circadian rhythm, or sleep cycle, so she recommends children make an effort to avoid screens at least two hours before bed time. 2150
