SAN DIEGO (KGTV) -- Some San Diego salon owners say the regulations released by the state may not be enough to help save their businesses.Like other business owners around San Diego and across California, salon owner Season McKesson has been trying to navigate through the many changes brought on by the coronavirus pandemic.Through the pandemic, she and other business owners have had to deal with closures, implementing safety precautions, and obtaining personal protective equipment.RELATED: New guidance issued for hair/nail salons, barbershops to move outdoorsOn Monday, the state announced updated guidelines for hair salons and barbershops to operate outdoors.McKesson was prepared to reopen her salon to operate outside until she read the regulations thoroughly. According to the state’s guidelines, salons can reopen but they cannot offer any chemical-related treatments and cannot shampoo customers.“At first, I was trying to be optimistic; you know, giving our industry a way out to come back … but after they dropped the bomb that it’s only haircuts. Reality sets in, and there’s absolutely no way people are going to make ends meet,” she said.McKesson told ABC 10News the guidelines cuts what she believes are essential to the salon experience.She added, “You go to a salon for a certain experience and you’re going to sit and get sprayed down in 100-degree weather. There’s no way.”McKesson is also concerned about the space to operate outdoors, saying not many salons have patios and would have to move into parking spaces. She is similarly worried about the cleanliness of working outside.“It’s not sanitary. It’s not a controlled environment; sitting behind a chair is a controlled environment. I know it’s being cleaned and I know what’s being touched,” McKesson said.Several other salon owners around San Diego County told ABC 10News they are leaning towards not reopening because of the rules, which puts them in an already tough financial situation as they try to keep their businesses alive. 2021
SAN DIEGO (KGTV) — Still many unanswered questions after alleged Poway synagogue shooter appeared at his readiness hearing in San Diego Superior Court.The Deputy District Attorney, David Grapilon, said he doesn't know if this will be a death penalty case and can't tell 10News how the 19-year-old legally obtained the gun used during the shooting.In the state case the shooter faces one count of murder, three counts of attempted murder and a count of arson against an Escondido mosque."We have still not received recordings of the witnesses, we expect that there's going to be firearms analysis which will be crucial for this case, we also expect that there's going to be computer evidence involving my client's computer which is going to be very relevant in this case," Public Defender John O'Connell said.The evidence is already extensive, more than 700 pages handed over from the Deputy District Attorney to the defense. More evidence includes surveillance video of the shooting from the time he entered to the time he left the synagogue."The Sheriff's Department did a pretty exhaustive investigation along with the FBI, and allied agencies and there's a lot of statements of witnesses that we're taking," Grapilon said. He added those statements will be redacted when turned over to the defense.While the shooter's family was in federal court two days ago, no one was in the gallery Thursday.10News went to the family's neighborhood to see how they're faring. SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. It is sights like those dark units prevalent across the downtown area that have drawn the scrutiny of County Board Supervisor Nathan Fletcher.RELATED: Making It in San Diego: Here's how much space you can rent for the median income in San Diego"I'm concerned that you have foreign wealth funds buying floors that are never occupied. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. In the first year, it generated million in revenues for affordable housing projects.In the same time period, the number of declared vacant units dropped by 15 percent, welcome news in a tight rental market."There have been all these stories of college students living in mansions in expensive neighborhoods ... owners renting out to a group of five students for quite cheap just so the owner can avoid paying the tax," said Fumano.A similar tax has since been enacted for the entire province of British Columbia. SAN DIEGO (KGTV) -- Sixteen Marines were arrested Thursday morning for their alleged involvement in various illegal activities ranging from human smuggling to drug-related offenses, according to U.S. Marine Corps officials.The unidentified Marines did not serve in support of the Southwest Border Support mission, USMC officials said."Information gained from a previous human smuggling investigation precipitated the arrests," said Maj. Border Patrol agents arrested Lance Cpls. Byron Darnell Law II and David Javier Salazar-Quintero on July 3 near the Tecate Port of Entry, according to a federal complaint.Both men are charged with smuggling “for the purpose of commercial advantage or private financial gain,” the complaint said.In the complaint, agents reported seeing three undocumented immigrants getting into the pair’s vehicle on Interstate 8 on the morning of July 3. The vehicle was pulled over a short time later and all five occupants were arrested.The immigrants, according to the complaint, told agents that they paid ,000 to have Law and Salazar-Quintero take them north. 1789

It’s unclear exactly how many people were laid off in San Diego or companywide, but the move comes as SeaWorld continues to see an increase in attendance at its parks. The move also comes as SeaWorld San Diego gets ready to open a new attraction called Tidal Twister this May.
