SAN FRANCISCO (AP) — California voters are right to think they already weighed in on how big cages should be for egg-laying hens.In 2008, voters ushered in Proposition 2, which sought to free egg-laying hens from tiny cages. It didn't outlaw cages but barred California farmers from keeping hens — as well as calves raised for veal and breeding pigs — in pens so small they virtually couldn't move.Since then, supermarket shelves have filled with cage-free egg varieties. The earlier initiative simply stated the three types of animals must be able to turn around freely, stand up and fully extend their limbs — but set no specifics.A "yes" vote for Proposition 12 would create new minimum size requirements for confinement pens for all three animals and require that all egg-laying hens be cage-free by 2022.It would also ban the sales from other states not meeting California's standards.RELATED: No vote coming in 2018, but measure to expand convention center qualifies for ballotThe Humane Society calls the measure a "commonsense reform" that strengthens a decade-old animal cruelty law and gives farmers a phase-in time to shift to more humane practices."Most of the eggs sold in California come from birds confined in cages where it's hard for them to even move. They have to eat, sleep, defecate and lay eggs in the same small space every day for their entire life," said Josh Balk, vice president at the Humane Society of the United States. Neighbors say they are worried the owner is letting the property become a fire hazard. Chain linked fences block off the entrances to the now-shuttered golf course. "It's looking pretty rough," says neighbor Jeffery Acogido. He's been living in his Carmel Mountain Ranch home for almost 30 years. "The course was actually here before the residences."The brush from the site comes right up to neighbors backyards. As we continue to see, warmer weather neighbors say the unwanted vegetation is becoming a fire hazard. "The community is really concerned that it's just going to be a matter of time that something unfortunate might happen."There have been talks of developing the land. 10News made calls to speak with the owner about the neighbor's concerns but haven't heard back. The latest results from the San Francisco Department of Elections gave Boudin a lead of 8,465 votes.Loftus conceded and said she will work to ensure a smooth and immediate transition.Boudin, 39, became the latest candidate across the nation to win district attorney elections by pushing for sweeping reform over incarceration. But now, 95,000 San Diegans receiving Supplemental Security Income, or SSI, will be able to apply for the CalFresh program (food stamps). “Individuals receiving SSI receives no more than 0 a month,” says Amanda Schultz Brocheo, with the San Diego Hunger Coalition. “For the majority, of SSI recipients, this all the money they have.”In San Diego, 1 in 11 older adults don’t have enough food to eat. “In some cases, we’ve heard of SSI recipients that will pull out a calendar and circle the days they are going to choose not to eat.”The San Diego Hunger Coalition says they are happy about the expansion but say the amount per day the is less than a day. “We determined that here in San Diego County the average CalFresh allotment is .07 a day.” This week also marks CalFresh Challenge Week. The organization encourages San Diegans to try living off a day for food. It’s meant to bring awareness to the food insecurities around the county. “We know that the CalFresh program is our strongest tool to for fighting hunger and also recognize that the current allotment is fairly small,” says Brocheo. “It makes it fairly difficult for people to live on that amount.
