SAN DIEGO (KGTV) - Court services are being drastically reduced due to the Covid-19 pandemic, which affects both civil and criminal proceedings. The closure will last until April 3rd.“My fear is that we’re going to have situations where individuals are going to stay in custody longer than what the law permits,” said David P. Shapiro, a criminal defense attorney. “What happens to the individuals who are in custody who have a future court date?”By law, you should have your first court appearance within 48 hours after your arrest. That excludes weekends and holidays, according to a spokesperson with the District Attorney’s Office.“We are in constant meetings with the court and the Public Defender and the Sheriff, our law enforcement partners,” said District Attorney Summer Stephan.Stephan said they have dealt with closures, such as during our past major wildfires. They are working on a system to review criminal cases to see who is suitable for community release.“This is an evolving process, but what we’re trying to do is to maintain due process in the time of crisis,” Stephan said.A Sheriff’s Department spokesperson told 10News they are “working with the District Attorney’s Office and evaluating the impact” the court closures might have.“I was personally hoping they would have an emergency department available through all this just for arraignments, just for in-custody arraignments. SAN DIEGO (KGTV) -- As apprehensions rise to new levels, U.S. Customs and Border Protection says the U.S.-Mexico border has reached a breaking point.At the San Diego sector alone, the apprehension of unaccompanied minors rose by 80 percent from fiscal year 2018 to fiscal year 2019. Most of the minors made their way to the U.S. from Guatemala and Honduras. The number of families detained in San Diego saw the largest increase. That figure rose sharply to 8,217 so far in fiscal year 2019, an increase of nearly 700 percent. Most families also came from Guatemala and Honduras. The agency says it’s also facing more large groups. So far this fiscal year, CBP reports 70 large groups of 100 or more compared to just 13 large groups in 2018. SAN DIEGO (KGTV) — Approximately 200 California Army National Guard troops are in San Diego County at the request of San Diego Sheriff Bill Gore, to deter looting following last weekend's events in La Mesa.About 100 troops are stationed at the La Mesa Police Headquarters. The rest are in an undisclosed area ready to move anywhere in the county.“We’ve seen arson, we’ve seen looting, and especially in La Mesa where we were there assisting La Mesa Police Department,” said Gore. “To be quite honest, the crowd overwhelmed us, we had not enough resources there, and we were in a position of defending the La Mesa Police Department, so it didn’t get burned to the ground like two banks did.”After a chaotic scene unfolded in La Mesa on Saturday following a peaceful demonstration, several businesses were looted and damaged, two banks burned down, and La Mesa City Hall sustained fire damage.“I believe that the police were overwhelmed in La Mesa, and they need backup,” said La Mesa resident Teresa Olmsted. “There’s those that are trying to get their point across and those that are taking advantage.”Gore said the troops do not have the same authority as officers and cannot make an arrest, but they can detain suspects until officers arrive.They will guard businesses and buildings where needed.“They do not have peace officer powers. SAN DIEGO (KGTV) - Customers at two Walmart stores in the North County say they received hundreds of dollars in fake bills.Last Thursday night, Billy Wagner went to the Walmart on Center Drive in San Marcos and cashed out a ,000 money transfer from a friend on the east coast."Watched the lady count the money on the counter three times," said Wagner.On the same night - and about five miles away in Escondido - John Whittingham stopped by the Walmart Neighborhood Market on East Valley Parkway to cash a check, receiving four 0 bills. "You won't believe it. These two 0 bills are counterfeit. We marked them, and they're not coming in," said Whittingham.Meanwhile, Wagner's bills were also raising suspicions."I couldn't them unstuck to count them," said Wagner. Questions linger. Where did the money come from? How many other customers got the bills? And how did the money slip past Walmart's safeguards?"I never figured going into Walmart, counterfeit money would be floating," said Whittingham.Whittingham did get his money back from Walmart.
