ESCONDIDO (KGTV) – An Escondido couple is out thousands of dollars after falling for a sophisticated truck scam“You hear about it everywhere, but you’re like it’s not going to happen to me,” Terha Newby said.   Terha and her husband, Chris, found the perfect truck for sale on Craigslist back in September. Someone from El Monte was selling a Chevy Silverado 2600 HD for about ,000. “The registration matches the pink slip, the VIN, everything. You’re like, 'Its good!'” Terha said.  But it was far from good.It turns out the truck was stolen out of Orange County last year. Afterwards, someone replaced the VINs on the truck with a duplicate VIN of a truck that someone owns in Texas. They even had matching paperwork to go with it. But the VINs set off an alarm for the DMV when the Newbys went to get their new truck registered.“The VIN that was in the vehicle belonged to truck in Texas, and it was on a lien,” Terha said. “These guys are professionals, they’re out there, and that’s all they do for a living.”Chris said the seller gave them a Carfax report, but it was a fake one. He now regrets not getting their own. “From now on, for a fee, Carfax would have prevented it,” Chris said.The stolen Silverado was impounded and went back to the insurance company of the truck’s original owner. ENCINITAS, Calif. (KGTV) - A 13-year-old boy suffered burns to his face after a science experiment at Capri Elementary School in Encinitas went awry.Priest Rivera, a 6th-grade student, said a teacher was attempting to show a group of students an experiment known as the “black snake” or “carbon snake” when it exploded in his face.The experiment involves mixing sugar and baking soda with a flammable liquid and lighting it on fire to create a snake-like reaction.Rivera said the teacher told them to stand in a semi-circle around her on the field as she lit the experiment on fire.“The teacher kept on pouring more rubbing alcohol onto the flame itself because the flame wasn’t building up,” said Rivera.That’s about all he remembers before waking up in an ambulance with a sharp pain all over his face.“My face was constantly burning and burning,” he said. “I still feel it right now.”He spent six days in the hospital and underwent four surgeries, according to his mom Gina Rivera.“It was just hell,” she said about the experience. “He kept saying, ‘mom am I going to go blind?’”Priest kept his eyesight but two weeks after the accident, still had bandages around his face to protect the burn areas.Gina said it’s still unclear how bad the injuries will end up being though she said the effects will be long-lasting. “It has halted his life. It’s changed his life,” she said.The outgoing superintendent of the Encinitas Union School District, Timothy Baird, told 10News they could not comment on any specifics because the incident involved a student. ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing. Everyone is vetted to make sure candidates don't have any violent criminal conviction and are not on the registered sex offender list. The city says the plan won't cost taxpayers a dime. Facebook announced on Tuesday that it would no longer accept ads that discourage people from getting vaccinated onto its social media platform.In a press release, Facebook said they were launching a campaign to give its users useful information regarding vaccines and keep them safe and healthy during the pandemic.The social media company said Tuesday that they would roll out the ad ban in the "next few days.""Today, we're launching a new global policy that prohibits ads discouraging people from getting vaccinated. We don't want these ads on our platforms," Kang-Xing Jin, Facebook's head of health, and Rob Leathern, a Facebook director of product management, wrote in a blog post.Along with the ad ban, Facebook also launched an initiative that'll include new flu product features that provide additional vaccine-related content and work with global health partners on campaigns to increase immunization rates.Ads are still allowed if they advocate for or against legislation or government policies around vaccines – including a COVID-19 vaccine, Facebook said.Facebook also said it would be rolling out the ad ban in the coming days. 1149
