TIJUANA, Mexico (AP) — A chaotic border clash with choking tear gas fired by U.S. agents left Central American migrants sullen and dejected, with some opting Monday to leave and others worrying the incident may have spoiled their chances at asylum.Mexican security forces stepped up their presence at a Tijuana sports complex where thousands from the migrant caravan have been sheltered, apparently seeking to avoid a repeat of Sunday's ugly scene. Police blocked the migrants from walking toward the border in the morning, though later on they allowed them to move about freely.Isauro Mejia, 46, from Cortes, Honduras, went looking for a cup of coffee to shake the morning chill following another night sleeping outside after being caught up in the clashes. Before, he had hoped to be able to press an asylum claim, but now he wasn't so sure."The way things went yesterday ... I think there is no chance," Mejia said. "With the difficulty that has presented itself because of yesterday's incidents ... that's further away."Migrants hoping to apply for asylum in the United States must put their names on a waiting list that already had some 3,000 people on it before the caravan arrived in Tijuana. There have been 80 confirmed cases of the polio-like illness known as AFM in 25 states this year as of Friday, the US Centers for Disease Control and Prevention said Monday.In addition, there are 139 cases under investigation for a total of 219 confirmed and suspected.This is eight more confirmed cases than the agency reported last week and 20 additional patients under investigation.The CDC noted an increase in reports of patients under investigation who began experiencing symptoms in August, September and October. Last month, the CDC said that 90% of patients since 2014 have been children under the age of 4, although adults can also develop AFM.Other symptoms include drooping of the face or eyelids, difficult eye movement, trouble swallowing or slurred speech.Research is underway to determine the cause of AFM, although there is a focus on enteroviruses, which can cause respiratory illness and West Nile virus, and other viruses in that family.According to the CDC, there have been 404 confirmed cases in the United States since August 2014. The number of cases may be higher, but the condition is not subject to mandatory reporting, so not all cases are reported to state health departments and therefore may not be counted by the CDC."Even with an increase in cases since 2014, AFM remains a very rare condition. Less than one in a million people in the United States get AFM each year," the CDC says.AFM peaks every other year seasonally in late summer and fall. There was a rare sight at San Diego City Hall on Tuesday.A local developer pitched a massive mixed-use complex with hundreds of homes to the council, in front of mostly empty seats. "Our focus has always been on creating a sense of place for the entire neighborhood," said builder Gary Levitt, of Sea Breeze Properties.Sea Breeze Properties plans to transform a 72-acre site just south of the 56 into hundreds of homes, plus offices, retail, and even a hotel and movie theater. The project, Merge 56, didn't get a single 'no' vote from multiple community planning groups.Some nearby residents even came to the meeting to support the project. But even with that backing, it still took five years just to get the council's unanimous vote of approval Tuesday.Levitt said the delays come from regulations, including environmental impact reports, and cost his company an extra million - about 15 percent of that in city processing fees.Councilman Scott Sherman said that is one reason we're in housing crisis. "At the end of the day all the prices get passed along to the consumer and the price of housing," Sherman said. Levitt said ideally it would take two years for a project to get approved. "It's a very expensive process and at the end of the day you're just playing with paper," he said. The project includes 242 new homes, condos, and apartments. Additionally, 47 of them will be affordable units. Two environmentalists did raise concerns about local impacts but the council didn't acknowledge them in their deliberation. Levitt's work, however, isn't done. He still has a number of permits to obtain. They're administrative, but he estimates it'll be about four months before he breaks ground.   1771
