Some voters in a North Florida county hit hard by Hurricane Michael submitted their ballots by fax and email -- a practice that runs afoul of guidance issued by Florida election officials in October.Bay County Supervisor of Elections Mark Andersen told CNN that he and his staff had worked with 158 voters displaced by Michael to allow them to cast ballots by email and fax, despite the Florida Department of State saying that voting by fax or email "is not an option."Andersen said, "That was the only method available to voters that were displaced from the hurricane.""We would send them a ballot via email just like we would to the extent with our overseas voters. They would get it, they would vote it; 147 of them actually faxed it back to us after they voted it," he said. Eleven were sent back over email, he said."No one cast a ballot that shouldn't have cast a ballot," Andersen said.Because of the hurricane's destruction, "Some (voters) don't have homes -- some of my staff don't have homes that worked this election -- so I think the important part (is) to realize that we actually were able to pull off a successful election with checks and balances," Andersen said.On Oct. 18, Florida Gov. Rick Scott issued an executive order?allowing the supervisors of elections in counties severely affected by Hurricane Michael to extend early voting and vote-by-mail options. A few weeks before the general election on Nov. 6, Hurricane Michael slammed into Florida as a Category 4 storm, devastating communities.A press release from the Florida Department of State on Oct. 18 outlined the plan to extend early voting and vote-by-mail, and also said: "Voting by fax or email is not an option under the Executive Order.""In the hardest hit areas, communication via phone, fax and email remains challenging and would be an unreliable method for returning ballots," the statement from the department continued. "Additionally, past attempts by other states to allow voters impacted by natural disasters to fax or email ballots have been rife with issues."Republicans, including Rick Scott and President Donald Trump, have alleged that there is "fraud" in the state's election process, despite repeated denials from the Florida Department of State. The accusations have been leveled at the Democratic counties of Palm Beach and Broward. Seventeen days after voters went to the polls in Ohio's 12th congressional district, Republican Troy Balderson hung on by a 1,680-vote margin to win the seat over insurgent Democrat Danny O'Connor.The seat, previously held by Pat Tiberi, and before that current Ohio Gov. John Kasich, has been held by Republicans since 1983. The district has not seen a competitive race since then, as both Kasich and Tiberi typically won every two years by comfortable margins. But the district, which includes parts of Columbus' affluent northern suburbs, rapidly urbanizing Delaware County to Columbus' north, as well as several surrounding rural counties, became competitive after Tiberi announced his retirement. Polls leading up to the Aug. 7 battle showed a dead heat. On election night, Balderson held a nearly 1,500-vote advantage. O'Connor announced that he would wait on all absentee and provisional ballots to be counted before conceding. All of those votes have now been counted as of Friday. “I just called Troy Balderson to congratulate him on his victory in the 12th Congressional district special election," O'Connor said in a statement. "I want to express my deepest thanks to my campaign staff, our volunteers, and to everyone who cast a vote in the special election, whether it was for me or not."Balderson also issued a response on Friday. "Danny O'Connor ran a hard-fought race," he said, "but I look forward to earning the support of voters for a fourth time in November as I share my track record of getting things done for Ohioans."While both were gracious to each other on Friday, the affinity for each other will almost certainly be short lived. Both O'Connor and Balderson also are on the ballot in November. And with control of the House of Representatives hanging in the balance in November, there is no reason to believe that either candidate will let up on the attacks on each other from the special election. Democrats will need to gain 25 seats in order to flip the House for the first time since 2010. According to Cook Political Report, there are 30 toss-up seats up for grabs, with 28 of them currently being held by Republicans. JOSEPH, Mo. — The St. Joseph Police Department (SJPD) is investigating after a woman found a bomb on her front porch.Alexis Washington was up late with her newborn daughter and young son when she heard a loud pop and saw a flash of red light. When she came outside to check it out, she found the bomb on her porch."The cop told me then that the propane tank was leaking, there was ammunition on top of it with a paper towel that was lit on fire," Washington said. "A bomb? I just don't understand, like a bomb? You can't fight that. That's why it's just like you've got to go. I got to go."SJPD Cpt. Jeff Wilson said the bomb was definitely homemade. The porch was doused with kerosene."I don't have any words for it because I don't see how you could do that," Washington said.SJPD and the ATF are investigating.Washington is thankful her family got out safely."All I can say is it was God, you know, because it went out," said Washington. "The paper towel went out and that's what saved us." 1019
