SAN DIEGO (CNS) - A former San Diego High School teacher who sexually and physically assaulted an underage female student pleaded guilty to 11 felonies Tuesday, including lewd acts on a child and assault.Juan Carlos Herrera, 49, formerly a special needs curriculum instructor, is slated to be sentenced to 10 years in state prison next month for assaulting the unidentified victim "on almost a daily basis" between February 2018 and March of this year, when the girl was 15 and 16 years old, according to Deputy District Attorney Jessica Coto.His plea agreement includes lifetime registration as a sex offender and a strike offense for his plea to a dissuading a witness count for threatening the girl if she told anyone about what happened.RELATED: SDHS teacher accused of having sex with student represents himself in courtIn addition to the sexual assaults, Herrera threatened to cut the girl's arms and legs off if she told anyone what was going on, choked her and threw her on the ground, according to the prosecutor.The crimes occurred in his classroom, his car and at a hotel, prosecutors said.The prosecutor said the girl was a San Diego High School student, but is not a special needs student and was not one of Herrera's students."This case involves emotional manipulation by the defendant, who was verbally abusive and coercive towards the victim in this case, who was particularly vulnerable, as (Herrera) took advantage of information he knew about her background and used it to manipulate her," Coto said following his May arraignment.The investigation into Herrera began earlier this year, when the victim's mother reported finding suspicious and concerning text messages from Herrera on the girl's cellphone, SDPD Lt. She'll own the panels as long as she lives at the house. If she moves, the panel stays. The construction team doing the work is a team of all women volunteers. GRID Alternatives is also hoping to get more women into solar-related jobs. SAN DIEGO (CNS) - A former paralegal specialist for the San Diego division of the FBI was sentenced Monday to 24 months in prison for embezzling nearly 0,000 in government funds.Lynn M. Morris, 56, who pleaded guilty in March to one count of embezzlement of government property, was also ordered by U.S. District Judge Larry Burns to pay 8,000 in restitution."Lynn Morris capitalized on her position at the FBI to line her own pockets with stolen government funds," said Assistant Attorney General Brian A. Benczkowski of the Justice Department's Criminal Division. "This conviction demonstrates the Department of Justice's commitment to investigating and prosecuting government employees who abuse their authority. Individuals who violate the public trust will be held accountable."Between July 2014 and November 2016, Morris embezzled 9,821 that belonged to the United States and converted the funds for her own personal use, according to documents submitted in connection with her plea.The funds were in an account owned by the FBI San Diego Division's Asset Forfeiture Unit, where Morris was a paralegal specialist and the AFU's designated coordinator.The court found that Morris also embezzled ,010 from an additional AFU account and stole ,351 from FBI evidence rooms.Morris admitted that to convert government funds to her own use, she used her knowledge and position within the FBI to withdraw cash from the AFU's account undetected and deposited portions of the stolen proceeds into her personal checking account. 1545

SAN DIEGO (AP) — U.S. Customs and Border Protection on Tuesday began testing the use of body cameras by its employees at nine locations, potentially leading to a broad rollout by the nation's largest law enforcement agency that would make it the first federal agency to use the devices on a large scale.Customs and Border Protection previously concluded in 2015 after a yearlong study that body cameras were not yet suitable for widespread use due to cost, technological challenges and the need for labor union approval. However, it said the cameras had potential in limited circumstances.The agency's review also found that cameras used in field tests did not function well in the rugged, remote conditions in which many Border Patrol agents work."Some fared better than others," said Austin Skero, director of the agency's law enforcement safety and compliance directorate.Customs and Border Protection officials said technology has evolved since the 2015 test, and the cameras used in the current field tests will build on lessons learned in the previous test. The equipment was provided by several manufacturers the agency declined to name.Officials also said the potential benefits of the cameras include providing evidence in criminal cases, improved training and strengthening of job performance and accountability.Employees will be expected to turn the cameras on and off during incidents involving use of force and encounters that "are likely to become hostile, adversarial or confrontational," Skero said.Congress agreed to fund the tests by allocating million in the Obama administration's final year.The tests during under then-President Barack Obama came amid mounting scrutiny of employees using excessive force. Police departments have varying policies about how long they must retain the video, when cameras have to be turned on or can be turned off, and whether video can be released.Customs and Border Protection said practical policy and privacy questions would need to be addressed, as well as costs, maintenance, storage and training, before widespread deployment of the cameras could occur.The testing will not use facial recognition technology and it will end in October.The locations are Detroit and Eagle Pass, Texas; Atlanta's Hartfield-Jackson International Airport; the Long Beach, California, dock; by an aerial patrol unit in Tucson, Arizona; a maritime patrol unit in West Palm Beach, Florida, a maritime surveillance team; and by Border Patrol agents in Campo, California, Kingsville, Texas, and Las Cruces, New Mexico. 3301
