MOSCOW, Oct. 5 (Xinhua) -- Chinese State Councilor and Public Security Minister Meng Jianzhu exchanged views on security and law enforcement cooperation with his Russian counterpart Nikolai Patrushev Monday night, during a high-level international security conference in Russia's Sochi.Meng highly commended successful bilateral cooperation in fighting terrorism, transborder crime and drug trafficking.Meng said as an important part of the Sino-Russian strategic partnership of cooperation, the security coordination of the two countries have gained new, vital improvement, but still needs to be further strengthened."Given the emerging global threats to security and amid increasingly open menaces coming from nontraditional crimes, efforts to strengthen Chinese-Russian cooperation in maintaining law and order, and enhancing security is becoming more and more important," Meng said.He proposed that Russia and China continue deepening coordination and interaction, and duly implement their government's plans to fight terrorism, extremism and separatism. The mechanism of cooperation already created must be fully used and the level of Chinese-Russian cooperation in maintaining law, order and security must be incessantly raised, he said."While combating illicit migration, the two countries must create an even better environment for exchanges between citizens, and encourage Chinese-Russian trade, and economic and investment cooperation in every possible way," Meng stressed. He noted that joint efforts to maintain security are important within the framework of the Shanghai Cooperation Organization.Patrushev expressed his agreement with Meng's proposal and suggestion on bilateral security cooperation. He said Russia is willing to work together with China in security sphere, to deepen coordination and interaction both bilaterally and multilaterally, so as to face together the new challenges and menaces.Meng has attend the meeting on Oct. 5-6 in the Russian Black Sea resort of Sochi.

SHIJIAZHUANG, Sept.10 (Xinhua) -- Chinese Premier Wen Jiabao on Friday, the nation's Teachers' Day, called on teachers to dedicate themselves to rural education, improving teaching standards and contributing to the modernization of the country's education program.Wen made those remarks during a visit to a middle school in Xinglong County of north China's Hebei Province, which is about 135 km from Beijing.Teachers play a key role in primary education, which lays the foundation for a country's development, Wen said, adding that Chinese teachers had made contributions to the country's education cause and modernization drive through hard work and selfless devotion.Wen stressed it was important to improve rural education as it is a matter concerning the long-term development of rural areas and the improvement of people's skills.Persistent efforts would be made to ensure students in rural areas have universal access to schooling and modern education, he said.In 2007, China decided to waive tuition fees for students training to become teachers at six top teaching universities in Beijing, Shanghai, Changchun, Wuhan, Xi'an and Chongqing. To be eligible for free tuition, the student must agree to work at a primary or middle school for at least ten years after graduation and spend the first two years in a rural school. The first group of students who enrolled under the tuition-free program are scheduled to graduate next summer.Eight students from the Beijing Normal University who are in the program joined Wen in his visit to the rural school Friday.Wen urged the students from the university to develop a better understanding of China's rural area, contribute to rural education and help build their hometowns into better places after graduation. The premier asked them to make rural education their career and prepare themselves for hardships and challenges. He said the government would continue its support to the program of tuition-free education for normal school teachers and provide them with opportunities of receiving further education and grant favorable policies in employment.

BEIJING, Oct. 15 (Xinhua) -- Foreign direct investment (FDI) in China in September rose 6.14 percent year on year to 8.384 billion U.S. dollars, bringing the country's FDI inflow for the first nine months back to pre-financial crisis level. The September figure brought the total amount for the first nine months of this year to 74.34 billion U.S. dollars, rising 16.6 percent year on year, spokesman with the Ministry of Commerce (MOC) Yao Jian said Friday at a press conference. The January-September FDI figure suggested China's FDI inflow had returned to pre-crisis level, Yao said.According to MOC statistics, China received 74.37 billion U.S. dollars of FDI in the first nine months of 2008.The September FDI increase quickened from the year-on-year growth of 1.38 percent in August. The stable increase in China's FDI inflow was mainly boosted by the country's strong economic momentum, said Lu Zhengwei, chief analyst at the Industrial Bank.Although China's economic growth had eased, it was still strong, Lu said.China's GDP increased 10.3 percent year on year in the second quarter of this year, decelerating from first quarter's 11.9 percent. The National Bureau of Statistics is scheduled to release economic data for the third quarter next week.China's manufacturing sector received 47.6 percent of FDI inflow in the first nine months, while services industry got 45 percent, Yao said.A total of 19,209 foreign-invested enterprises were approved for establishment during the period, up 17.5 percent from one year earlier.Yao expected China's FDI inflow to hit 420 billion U.S. dollars in the country's 11th Five-year Plan (2006-2010) period, which was 1.5 times as much as that in the 2001-2005 period. This would make China the world's second largest destination for FDI.During the first nine months, China's outbound investment, excluding the financial sector, totaled 36.27 billion U.S. dollars, up 10.4 percent, he said. Some 30.9 percent of the investment outflow was for acquisitions of companies.

BEIJING, Oct. 29 (Xinhua) -- China Friday voiced concern over and strong dissatisfaction with U.S. Secretary of State Hillary Clinton's recent remarks concerning China's Diaoyu Islands."The Chinese government and people will never accept any word or deed that includes the Diaoyu Islands within the scope of the U.S.-Japan Treaty of Mutual Cooperation and Security," said Foreign Ministry spokesman Ma Zhaoxu. After her meeting with Japanese Foreign Minister Seiji Maehara in Hawaii Thursday, Clinton said the Diaoyu Islands fall within the scope of the U.S.-Japan security treaty."The Diaoyu Islands have been an integral part of Chinese territory since ancient times. China has indisputable sovereignty over the islands," Ma said.As a bilateral agreement reached during the Cold War, the U.S.-Japan security treaty should not harm the interests of third parities, including China, the spokesman said.He urged the United States and Japan to do more to boost regional peace and stability.
