BEIJING, July 13 (Xinhua) -- Chinese Vice President Xi Jinping on Monday urged Communist Party members and government officials to put more efforts in finding and correcting problems that may hinder scientific development and taint the image of the Party.     Xi, also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the remarks during a meeting on the implementation of the Scientific Outlook on Development.     In September 2008, the CPC launched a one and a half year campaign to study and apply the Scientific Outlook on Development, a doctrine adopted by the Party at the 17th CPC National Congress in October 2007.     A total of 11 inspection teams were organized recently to check the results of the campaign in 16 provinces and autonomous regions as well as six central government departments including the Ministry of Environmental Protection, Ministry of Culture and Ministry of Agriculture.     Xi said the campaign had achieved obvious effects as many Party members had deeper understanding of the Scientific Outlook on Development.     However, Xi stressed Party members and officials still needed to do much more work to fully realize the problems in their work and learn to solve them.     "Coping with the financial crisis, ensuring steady and rapid economic development and the stability of society should be an important part of the campaign," he said.

BEIJING, July 10 (Xinhua) -- China's Ministry of Finance (MOF) announced Friday that it will launch two more batches of electronic savings bonds of up to 50 billion yuan (7.32 billion U.S. dollars) since next week.     According to the ministry, one batch of the e-savings bonds of 40 billion yuan has a term of three years, with a fixed annual interest rate of 3.73 percent.     The other, the five-year e-savings bonds, is worth 10 billion yuan at a fixed annual interest rate of four percent.     The two bonds will be issued from July 15 to 31, with interests to be calculated from July 15 and paid annually, said the ministry in a statement on its website.     These bonds are open to only individual investors, the MOF said.     Compared with other types of bonds, the e-savings bond is seen as more convenient for investors. For example, the interest can bepaid through direct deposit into the investor's account.     This is the second time the ministry launches this kind of bond this year, with the first issuance of two batches of e-savings bonds in April.     The ministry also said it would issue two batches of book-entry treasury bonds next week with a face value of 12.48 billion yuan and 12.65 billion yuan each.     One with the face value of 12.48 billion yuan has a term of 91 days, and the issue price, set by competitive bidding, was 99.72 yuan for a face value of 100 yuan. In this sense, the annual yield will be 1.15 percent, the ministry said.     The other has a term of 273 days, and the issue price was set at 99.077 yuan for 100 yuan, with an annual yield of 1.25 percent.     The ministry said the book-entry T-bonds will be sold from July 13 to July 15. Trading of the bonds will begin July 17.

VIENNA, May 16 (Xinhua) -- Chinese top legislator Wu Bangguo and Austrian Acting Chancellor Josef Proll met here on Saturday, with both sides agreeing to expand bilateral trade and economic cooperation in the fight against the ongoing world financial crisis.     Wu, chairman of the Standing Committee of China's National People's Congress (NPC), said China's development has provided even greater room for expanding economic and technological cooperation with Austria. He said China is ready to expand cooperation with Austria in such areas as energy efficiency, environment protection, water conservancy, eco-agriculture, auto parts and clean energy, so as to foster new growth spots of both economies.     Proll said Austria will actively transfer advanced technology to China in a bid to expand cooperative areas and carry out large-scale projects. She also expressed the willingness to further deepen bilateral links in such areas as local contact and cultural exchanges.     She said the parliament of Austria will have closer cooperation with the NPC to promote the development of Austria-China relations.     Wu is in Vienna for an official goodwill visit. He is the first NPC chairman to visit the country in 15 years. 

SHENYANG, May 5 (Xinhua) -- A member of the Japanese parliament(Diet) Tuesday handed over an apology letter signed by 24 Japanese MPs to survivors of Pingdingshan Massacre, in which more than 3,000 Chinese civilians were slaughtered by Japanese soldiers in 1932.     Aihara Kumiko, member of the House of Councillors, or the upper house, repeatedly said "sorry" to massacre survivor Wang Zhimei while holding Wang's hands.     "My mother had lived in Jinan (a city in east China) for five years and got help from local people. She often told me that war changes people, war is a sin," Aihara told the 88-year-old Wang.     "We should take history as a mirror and building a friendly relationship between Japan and China," Aihara said.     She came all the way from Tokyo to Fushun, a city in northwest China's Liaoning Province, to present the apology letter signed by10 members of the lower house and 14 of the upper house of the Japanese parliament to the survivors of the tragedy.     Part of the letter reads "As a human being, as a Diet member elected by Japanese citizens, we are sorry from the depth of our hearts."     The Pingdingshan massacre saw more than 3,000 women, children and elderly of Pingdingshan Village near Fushun killed by invading Japanese soldiers on September 16, 1932.     "The Japanese soldiers told us they were going to take our picture and gathered us in a group. But under the black cloth they didn't have cameras, they had machine guns. The soldiers even bayoneted bodies to ensure the villagers were dead," recalled a survivor named Yang Yufen in 2006, after the survivors' 10-year-long lawsuit for an apology and compensation was rejected by the Japanese Supreme Court.     Aihara also visited the memorial of the massacre. Silent tears ran along her cheeks, her hands joined and eyebrows wrinkled during the visit.     Her face was covered by tears when she saw gasoline cans used in burning the corpses after the massacre.     "We will push the Japanese government to offer an apology and compensation for the massacre," she said.     Aihara said some Diet members have collect donations and are going to send some money to foster a patch of woods near the massacre memorial. "We hope the trees witness friendship between the two countries," she said.     Aihara and the Chinese side planted two pines in front of the memorial.     Along with Aihara, four Japanese lawyers who have been trying to help massacre survivors were also present at the hand-over of the apology letter.     Shiroh Kawakami, one of the lawyers, told Xinhua that they would continue to demand the Japanese government building an apology monument and cemetery for victims of the massacre.     "What we do is not only for the history, for also for the future, the future of both countries," Shiroh said.     It's estimated that 20 to 30 villagers survived the massacre, but now only five of them are still alive, all in late 80s. Wang Zhimei came to Fushun from Changchun City in Jilin Province just to meet the Japanese lawmaker and lawyers.     "I want to thank you for what you have done. The days of us survivors are numbered, we are counting on you (on the government apology and compensation)," Wang said.

DAMASCUS, June 29 (Xinhua) -- China's new special envoy to the Middle East Wu Sike said on Monday in an interview with Xinhua that the concerning parties of the Mideast peace process should hold confidence to make progress.     Wu, who arrived in Damascus on Monday, starting the fifth leg of his first visit to the Middle East as China's new special envoy.     After meeting with Syrian Foreign Minister Walid Mualem and Vice President Faruk Shareh, he told Xinhua that Syria and China has enjoyed good bilateral relationships and Syria appreciates China's role in the region and the Mideast peace process. Visiting China's Mideast envoy Wu Sike (L) meets with Syrian Foreign Minister Walid al-Muallem in Damascus, Syria, June 29, 2009.Before visiting Syria, Wu has already visited Egypt, the Palestinian territories, Israel and Jordan.     He told reporters that although some positive signs has turned up in the region, confidence is still needed, because "we have a long and tough way ahead to finally reach a just and comprehensive peace in the region."     During his first stop in Egypt on June 21, Wu met with Egyptian Foreign Minister Ahmed Abu Gheit, and he also had talks with the Cairo-based Arab League Secretary General Amr Moussa.     The Chinese official told Egyptian officials that "Negotiation is the only and the best way to solve the conflicts in the region and China will support all the efforts in this regard."     After holding dialogues with Arab and Israeli officials, Wu noted that Arab world has seen the positive factors in Israeli Prime Minister Benjamin Netanyahu's recent foreign policy speech, which conditionally accepted the two state solution for the first time.     However, the Arab world widely opposed the preconditions of establishing a Palestinian state in Netanyahu's speech, highlighting the Palestinian state is unable to exist with those conditions, said Wu.     "Israel could not achieve its ultimate security until Israel and the Palestinians realize their peaceful coexistence," said the Chinese envoy, noting that "I have urged the Israeli leaders and politicians to accept the two state solution, stop establishing settlements and negotiate with Syria and Lebanon with concerning issues."     Meanwhile, the Chinese envoy, who is also scheduled to visit Lebanon and Russia, stressed that China is willing to support with all effort to make peace in the Middle East.     "Both Arab world and Israel are waiting for the other side to make a substantial step, therefore the international community needs to push forward the process," said Wu.
