SAN DIEGO (KGTV) -- San Diego County businesses have until Saturday morning to make sure they are up to par with the state’s COVID-19 purple tier guidelines, but El Cajon’s mayor said businesses in his city won’t be punished for not abiding by the rules.Mayor Bill Wells said he’s fielding a flood of phone calls and emails from El Cajon businesses since the county moved into the purple tier earlier this week.“People are coming up to me saying, ‘We’re not going to close, if we close, we’re never going to reopen.’ And, ‘We don’t want to have issues with the county or state, but we need to feed our family, pay our mortgages,’ and I understand,” Wells said.Since the pandemic began, the El Cajon City Police Department has already been told to categorize COVID-19 related enforcement calls as a low priority. Wells said that approach will not change this weekend.“If somebody called and said there was a nail salon or hair cutting place open, we’re not going to go shut them down. We reserve the right to do some enforcement,” said Wells. “If you don’t like the fact that there’s a business open, don’t go in there. That’s fine, you don’t have to go in there. Don’t give into the temptation to control someone’s behavior and if you do, do it in a civil nice way.”Though he said he understands the concern about the increase in COVID-19 cases, Wells said he believes the attempt to control the spread of the coronavirus shouldn’t be handled like this.He said, “We’ve had a disease as long as people have been alive, and disease runs its course. SAN DIEGO (KGTV) — San Diego Humane Society has placed 140 rats up for adoption after they were given up by a woman in Del Mar this week.The rats have undergone veterinary exams and tests and are "happy and ready" for adoption, the Humane Society says. Because rats are social animals, the society is only adopting them out in same-gender pairs unless the owner already has a rat.The rodents were given to SDHS after a woman's pet rats multiplied out of control while she was living out of her vehicle in Del Mar. The population eventually grew to more than 300 pet rats. The rats chewed through the vehicle's wiring, rendering it inoperable.RELATED: Del Mar neighbors aid woman living in car with 300 pet ratsNeighbors have since rallied around the woman, helping her tow her old vehicle, get a new car, and turn over the rats to SDHS. Many of the rats were pregnant females and are currently in foster care through the Humane Society. The 140 rats available now are males and non-pregnant females, according to SDHS."Although rats are not as common as other small rodents, they make great pets," SDHS said. "They are very social, smart and love to interact with humans ... SAN DIEGO (KGTV) — San Diego County reported 284 new coronavirus cases on Thursday, 69 of those cases connected to San Diego State University.Thursday's reported cases bring the region's total to 41,608 cases.Since the fall semester started on Aug. 24, San Diego State has reported 509 confirmed COVID-19 cases and four probable cases. SAN DIEGO (KGTV) — San Diego FBI agents are asking the public for help find a suspect who robbed a bank in the College Area Wednesday.The man, described as a black man in his late 30s to early 40s and standing about 6-feet tall, entered a Union Bank branch in the 6000 block of El Cajon Blvd. at about 11 a.m. Investigators say the man handed a teller a demand note and received an undisclosed amount of cash. SAN DIEGO (KGTV) – San Diego Police are investigating a reported scam that seems to be targeting the elderly.Frank Dabalack says someone knocked on his door Monday at noon, claiming they could fix a dent on the back of his car for 5.  “I’ve wanted it fixed for a long time and here’s a guy who came over, it looked like he knew what he was doing,” Dabalack said.But once he agreed and the man and his crew began work the price kept jumping to nearly 0.“I was angry with myself,” Dabalack said, “because I knew it was scam, and I’d been scammed.”He found out with the help of his neighbor, who he asked to come over.  She took a closer look at the men’s repair work. She says they were damaging the car instead of fixing it. They covered the back of the car with some gooey residue but never touched the dent.  One of the men also took pliers to the grill and started bending it out of shape.When she started asking them questions, they took off. Dabalack says he wrote them a check for 5 but was able to cancel it with his bank.Martinez said when police arrived, they said they were familiar with the scam. The men look for handicapped plates on cars in driveways and try to trick the owners into paying large amounts of money.“Frank is from a generation where people kept their word, not scammed the elderly,” Martinez said. “Frank is like a dad to me.
