SAN DIEGO (KGTV) - San Diego City Council Tuesday night unanimously passed the location of a high-pressure underground pipeline to move sewage from San Diego's Morena treatment plant to a facility in Miramar. The City Council proposed constructing the pipe under a hilly route beneath some of the busiest intersections in Clairemont and University City.City Councilmember David Alvarez issued the following statement after the vote: 455

While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. He said the city was looking to shut down Veteran’s Plaza to help with enforcement.On Tuesday morning, ABC 10News spotted city crews placing plastic netting at the park.While he said the town council is not happy the park is closing, Winkie said a closure would allow needed renovations at the park to be done.The OB Town Council has also been pushing for more education to remind people about following the rules.Winkie said he’s been told health officials will be at Veterans Plaza on Wednesday nights to spread the word about county health guidelines. 1746

SAN DIEGO (KGTV) - San Diego Fire-Rescue is bringing on more firefighters and preparing for a Red Flag Warning and Heat Advisory in the week ahead.Starting Monday Deputy Fire Chief David Gerboth said, "our helicopters will be on 24 hours a day. We're staffing up five additional brush engines. These are engines that are specially designed to work in these rural areas."He explained the engines have off-road capabilities and can fight fire in areas similar to Japatul Valley where the Valley Fire burned more than 9,000 acres in a day.The National Weather Service issued a Red Flag Warning for San Diego County mountains and valleys Monday from 5 a.m. to 5 p.m.A Heat Advisory follows, 10 a.m. Tuesday to 8 p.m. Thursday, "91 to 102 degrees for the San Diego valleys."This combination dire according to Gerboth."Near-record high temperatures, a mild Santa Ana event and combine that with our vegetation that burns is reaching critically dry levels. So it's very receptive to burn and it's spreading and burning quickly when it does," Gerboth said.He said now is the time to have a plan in place to evacuate. He said to ensure you know your evacuation route, have a go-bag and have your important documents in one place.It is not too late to clear debris from your rain gutters. SAN DIEGO (KGTV) -- San Diego Gas and Electric is opening several community resource centers as thousands remain without power amid planned outages. The company posted on its website Saturday that the centers will offer water, snacks, phone charging, ice, water trucks for livestock and up-to-date outage information. As of 1 p.m. Saturday, less than 1,000 remained without power in San Diego County. SAN DIEGO (KGTV) -- San Diego Harbor Police have cited a charter company for violating the county's health order. A sergeant for Harbor PD confirmed with 10News that Flagship Cruises and Events was cited for being in violation. The county health order states that recreational boating is allowed provided all occupants of a boat are from the same household.10News cameras were rolling as people walked onto the Flagship Cruises and Events dock and onto the company's Spirit of San Diego, capturing the boat's departure and arrival back into the bay. It is unclear if those boarding were all members of one family. 10News reached out to the company and a spokesperson sent us a picture of the county health order saying "We are stating we are part of section 14E, not C. That section states in part, "other public or private outdoor recreational facilities (other than community pools per State order), including recreational equipment (such as bicycle, boat, kayak, equestrian and surfboard) rentals may be open for limited use."Flagship's website states, "We are Open" and has several sections outlining how they are operating during the pandemic. One section states that masks are required for passengers and everyone must respect six-feet social distancing guidelines. The website also states that all employees will be in masks, gloves and screen upon arrival. Also adding that the company is limiting the number of passengers per cruise to allow for maximum distancing and that they've invested in new machinery to sanitize all chairs between cruises. Harbor Police says the citation for violating the county health order has a maximum fine of a thousand dollars and up to a year in jail. 1702
