SAN DIEGO — SAN DIEGO (KGTV) -- A life science development firm has unveiled plans to transform eight acres along San Diego's waterfront into a mixed-use hub that could attract numerous leading edge companies to the city.Development firm IQHQ announced Monday that it closed on the site along Harbor Drive and will break ground on the project's first phase this week. The firm says it has entitlements and key permits for new office, lab and support retail space for the complex, called the San Diego Research and Development District, or RaDD. In a news release, the firm said this would be the largest urban commercial waterfront site along the Pacific Coast. The development is sure to bolster an already vibrant life sciences industry in San Diego, with biotechs clustered mostly in the Torrey Pines area. This could attract more to relocate downtown. The project would be the third major commercial development in downtown, along with the Padres plan to build office space at Tailgate Park, and the redevelopment of Horton Plaza into a tech hub."This is probably, in terms of the commercial sector, the most important pivotal moment in San Diego's modern redevelopment history," said Gary London, of commercial real estate consulting firm London Moeder Advisors.IQHQ chief executive Stephen Rosetta told ABC-10News this was the premier site to build on the west coast, if not the entire USA. "This project is really special to us because we're headquartered here in San Diego, and the partners live locally and have for most of our lives," he siad. IQHQ bought the property from Manchester Financial Group for undisclosed terms. Manchester Financial recently completed the new U.S. Navy Headquarters, on the north end of the site, with move-ins scheduled for October. Manchester also still holds the part of the property for a 1,035 room hotel and a 1.9 acre plaza. 1879

SALEM, Ore. – Authorities responding to a hostage situation in Oregon found three people dead from gunshot wounds in an Oregon home Monday.The Marion County Sheriff’s Office said in a press release that its deputies responded to the hostage situation at a home in Salem at about 12:30 p.m. local time.At the home, Oregon State Police says deputies were able to establish communications with the suspect, 34-year-old Jose Jesus Lopez-Tinoco, in an attempt to resolve the situation peacefully.But upon hearing gunshots inside the home, officers forced their way inside in a rescue attempt. During the rescue, police say one deputy fired an undetermined number of shots.Inside the home, police say deputies located the body of Lopez-Tinoco with what appeared to be a self-inflicted gunshot wound. The officers also found a deceased 24-year-old, Diari Rocio -Bustos, and the body of an 11-year-old boy. Both suffered fatal gunshot wounds.A 13-year-old boy and a 43-year-old woman were also found alive in the home. The boy was unharmed, but the woman was seriously injured and was transported to a hospital.No law enforcement officers were injured and there’s no reason to believe there is any outstanding danger to the Salem community, officials say.The 2-year deputy who fired shots during the incident, Ricky Kittelson, has been placed on administrative leave, as is protocol.The investigation into the incident is being turned over to the Oregon State Police, concurrent with state policy regarding officer-involved shootings. 1534

SAN DIEGO (CNS) - A construction project at the Edward J. Schwartz Federal Office Building in downtown San Diego will result in a 21-month closure of a portion of Front Street, beginning Saturday.According to the U.S. General Services Administration, a two-block stretch of Front Street, between Broadway and West F Street, will be affected by the construction project, which is expected to last until June 2021. Pedestrian and vehicle traffic will be detoured around the project area.The project will reinforce and enhance the Front Street underpass beneath the Schwartz Federal Building. The project is designed to increase safety for the building's occupants as well as pedestrians and motorists, according to the GSA.The Federal Building's existing framing at the underpass will be reinforced with new steel beams, concrete paneling and column support structures, federal officials said.Signs will be in place on Interstate 5 to alert motorists to the closure as they enter downtown. The easternmost lane of Front Street between Broadway and E Street will provide access to the underground parking garage at 101 West Broadway and for turning city buses.Construction work hours will be from 7 a.m. to 5:30 p.m. except on weekends and holidays.The roadwork will be completed first, followed by pedestrian walkways with full-height walls to separate the road from walkways, according to the GSA."One of our strategic goals is better management of federal real estate and this GSA construction project allows for that while also being a catalyst for downtown revitalization," said GSA Regional Administrator Tom Scott. "By enhancing the Schwartz Federal Office Building's structural integrity, we're also providing a safer public space in partnership with the community." 1779

  

SAN DIEGO — Jason Walters took a job as a Census Field Supervisor because it looked like fun and he needed the money. He never expected to be going out on a limb."I want to get the word out," he says.Walters says he's concerned about Census takers in the field, including his team of 11. His crew is knocking on doors around Mira Mesa to collect data from those who haven't responded to the government survey. Walters says the Census Bureau gave each worker a Ziploc bag with just two cloth masks and a bottle of hand sanitizer, which Walters says is not nearly enough."We would be sending them into harms way with nothing but a piece of cloth over their face," he says.His concern is that when people are home and come to the door, they're less likely to be wearing a mask. He's now pushing for the Census bureau to provide its field workers with plastic face shields - a request he has tried to escalate with no success.The Census Bureau referred ABC-10 to a recent joint statement with the CDC. It says Census takers are trained to wear face masks, maintain six feet of social distance, practice hand hygiene, and not enter homes to do interviews.Walters says the leadership agreed the plastic face shields would be a benefit, but if Walters wanted to get them for his own crew, he'd need to pay for them out of his own pocket. He did exactly that - shelling out about on amazon for a bundle of them, at .50 each.Still, Walters says he's alarmed by the number of seniors he sees signing up as census takers, those at higher risk for Covid-19."We're not talking about body armor. We're talking about plastic masks," he says.And he'd like to see the government pony up for them en masse. 1702
