SAN DIEGO (KGTV) -- A local father is just a few days away from reuniting with his family who is in federal quarantine in Northern California at Travis Air Force Base. Ken Burnett's wife and two young children were visiting Wuhan, China when the coronavirous broke out. The city shut down and the three were stranded, unable to fly home. Their 14-day federal quarantine ends on Tuesday. Burnett plans on traveling to Northern California to reunite with his wife and kids so they can all travel back to San Diego together. SAN DIEGO (KGTV) - A Linda Vista grandfather is missing a pricey, sentimental piece of jewelry after trying to help out some strangers.Steve Phakdy says his 71-year-old father was attending an event at a Buddhist temple in Chollas View more than a week ago, when a white Chevy Tahoe pulled up. "Flagging him down, saying, 'Hello mister.' The husband says, 'It's my wife's birthday. Can you give her a blessing?'" said Phakdy.Phakdy says his father did something to acknowledge the birthday. A woman in her 30s then got out of the SUV."She hugs my dad," said Phakdy. In the backseat was a baby in a car seat."The husband gets out and says, 'We have some jewelry to give you or show you,'" said Phakdy.Together, the two placed rings on his hands, wrapping necklaces around his neck and arms."The husband was grabbing his wrist. Turning it around doing this and doing that," said Phakdy.His father offered to pay for the jewelry, but the couple quickly drove off. "Was looking at the bracelet they gave him and hey, wait, where's my bracelet?" said Phakdy.Gone was a 24-karat-gold-and-diamond bracelet, an anniversary gift from his wife. The diamonds on the bracelet spell out his last name: Phakdy.     1233

SAN DIEGO (KGTV) — A San Diego International Airport TSA employee and worker at an airport vendor have both tested positive for coronavirus, the airport and TSA confirmed.San Diego International officials also confirmed that they were notified by an airport tenant that one of their employees has tested positive for coronavirus. No information was given as to which tenant the employee worked for and when they last worked.TSA officials say the screening officer worked the 2 p.m. to 10:30 p.m. shift at the airport's checkpoint 6, which is located in Terminal 2. "TSA is working with the CDC and state and local health departments to monitor local situations as well as the health and safety of our employees and the traveling public. SAN DIEGO (KGTV) - A local couple is making a plea for the return of some family heirlooms after a burglary at their home while it was being fumigated.The mess Denise Duffy walked into is now stamped in her mind and heart."Very upsetting. I just felt very sick," said Duffy.Just off 54th street in Oak Park, after several days of termite treatment, Duffy and her husband met the fumigation crew Wednesday morning so they could get back in their home. Turns out, somebody else had been inside. The tent was sliced open, along with a screen window on the side of the house. The thief ransacked the entire house, stealing electronics and dozens of pieces of jewelry, most of them family heirlooms."My parents are dead. My grandparents are dead, and I had a piece of them," said Duffy.Among the pieces that priceless heirlooms was a gold necklace she wore at her wedding nearly 40 years ago, given to her by her grandfather. Also gone was her husband's gold wedding band."It's pretty tough on you ... brings back memories. Stuff you hope to have for your kids," he said.The Duffys aren't alone. Last week in El Cajon, there was a burglary with a similar M.O. A home - two days into a fumigation - was broken into after the tent was sliced open overnight. In that case, a senior couple lost jewelry, coins and other valuables collected during their lifetimes. The pain of their loss is shared by the Duffys. "Just a violation ... Can't replace any of it," said Denise.Her husband's wedding band engraved with their wedding date '11-28-80' and 'Love Never Fails.'It's unknown right now if there's a link between the two crimes. 1629

  

SAN DIEGO (KGTV) - A new report is calling for San Diego County jail reforms to address mental health issues and inmate suicides.From 2014-2016, 17 people have died by suicide while being held in a San Diego County jail facility, according to an investigation?by Disability Rights California (DRC).By this rate, the group says San Diego County's rate of inmate suicide is "staggeringly" high compared to national, statewide, and local data. During this three-year period, the county's rate of 107 deaths per 100,000 was double the national rate of 50 per 100,000, the group says.More: TEAM 10 INVESTIGATIONS"People with mental health needs and their families deserve better," DRC Attorney Rebecca Cervenak said. "Without appropriate community services and improved conditions, people will continue to suffer."The report says four aspects contribute to the high suicide rate: over-incarceration of people with mental health needs, lack of jail oversight, failure to provide mental health treatment and harmful solitary confinement, and a lack of efficient suicide prevention.DRC spoke with jail staff, inmates, and San Diego Sheriff's Department (SDSO) leadership as part of their investigation.The SDSO said they welcome feedback regarding the jail system and will work to improve procedures, but had a number of concerns with how data was gathered and recommendations were formed: 1409
