SAN DIEGO (KGTV) — San Diego's Board of Supervisors announced 11 legally enforceable health orders to combat the spread of the coronavirus pandemic.The new health orders included:All public or private “gatherings,” defined as any event or convening that brings together 50 or more people in a single room or single space at the same time, such as an auditorium, stadium, arena, theater, church, casino, large conference room, meeting hall, cafeteria, or any other theater, church, casino, large conference room, meeting hall, cafeteria, or any other indoor or outdoor space, are prohibited. All non-essential gatherings of any size are strongly discouraged;All bars, adult entertainment establishments, and other business establishments that serve alcohol and do not serve food, shall close;All restaurants and other business establishments that serve food shall close all on-site dining. All food served shall be by delivery, or through pick-up or drive thru. Social distancing shall be required for persons picking up food on site.All businesses shall enact social distancing, increased sanitation standards, and shall make every effort to use telecommuting for its workforce. All businesses shall suspend any policy or procedure requiring doctor verification for sick or other leave approval;All public or private schools, colleges, and universities shall not hold classes or other school activities where students gather on the school campus. Parents of school-aged minor children shall take steps to ensure said children are not participating in activities prohibited by the Order and that social distancing requirements are practiced;A strong recommendation is made that all persons who are 65 years old or older, have a chronic underlying condition, or have a compromised immune system self-quarantine themselves at home;“Non-essential personnel,” defined as employees, contractors, or members of the public who do not perform treatment, maintenance, support, or administrative tasks deemed essential, are prohibited from entry into any hospital or long-term care facility. All essential personnel who show any potential signs or symptoms of COVID-19 shall be strictly prohibited from entry into hospitals or long-term care facilities;Hospitals and healthcare providers shall take measures to preserve resources including delaying non-emergent or elective surgeries or procedures where feasible;Hospitals, healthcare providers, and commercial testing laboratories shall report all COVID-19 test results to the Public Health Officer immediately after such results are received;All persons arriving in the county, from locations as found on the Centers for Disease Control and Prevention (CDC) Warning Level 3 Travel Advisory shall be subject to 14-day home quarantine, self-monitoring;A strong recommendation is made for persons exhibiting mild to moderate symptoms of COVID-19 to self-isolate themselves in their place of residence unless seeking medical treatmentThe new orders go into effect at 12 a.m. Tuesday."It is not a request, it is not a suggestion. SAN DIEGO (KGTV) — San Diego's most popular hiking spots may become a little easier to get to — before the hike up, that is.County planners will consider whether to purchase about 84 acres of land from the Taylor Family Trust to help construct a parking lot on State route 67 to help hikers access the trail head.Currently, hikers and runners park along SR-67 and on surrounding neighborhood streets and run or hike along the highway and private or state-owned lands to access the county's utility road that leads up to the popular North County landmark."The most popular route to Potato Chip Rock is currently accessed by hikers parking on the shoulders of SR 67 and on nearby neighborhood streets, which poses safety concerns. Hikers park their vehicles on the shoulders of SR 67 and traverse private or State-owned land to access the City of San Diego’s utility road to Potato Chip Rock, which hikers use as a trail," the County Board of Supervisors plan says.RELATED: San Diego County park rangers recommend these trails in 2019Otherwise, hikers would have to park at Lake Poway Park to hike up Mount Woodson 7.5 miles to reach the Potato Chip Rock. Non-Poway residents must also pay to park on the weekends.From the Ramona side, the hike up is about four miles round trip.The county already owns 18 acres that is landlocked and can't be accessed directly. The 84-acre plot could provide access to the county land and allow for off-road parking, the board says.The plot of land would be large enough for parking to serve those accessing the eastern route of Mount Woodson as well as the county road up to the rock. SAN DIEGO (KGTV) - San Diego State University students can earn extra credit in a sociology class if they take a quiz calculating their "white privilege."Professor Dae Elliott is the purveyor of the 20-question quiz that urges students to evaluate situations and determine if their skin color has benefitted them in some way.Featuring scenarios like: “I can be late to a meeting without having the lateness reflect on my race,” and, “I can choose blemish or bandages in flesh color and have them more or less match my skin,” the quiz ranks a person’s privilege by tallying up the points they get for each question.In short, the higher one’s score, the higher their privilege.“I basically made it clear there’s a variety of privileges,” said Elliott, “we all have certain privileges.”Students of all ethnicities can take the quiz and can earn the same extra credit regardless of their white privilege score, according to Elliott.SDSU College Republicans president Brandon Jones says the quiz is racially divisive and his friends in Elliott’s class feel like they are being singled out.“I think what she was trying to do is racially bring people together,” said Jones, “but instead she’s excluding a whole group of people on campus.”Elliott says the evaluation is not about color, but a way in which everyone can understand each other better.“We need to listen to each other,” said Elliott, “give each other the same respect we give our own subjectivity.”Click here to see the quiz 10News obtained from a student in the class. 1557

SAN DIEGO (KGTV) -- Since moving to San Diego three years ago, Angela Alean says her financial situation has been like a rollercoaster.“It has been like ups and downs,” she said.By night, she’s a student learning childhood development. By day, she’s an assistant teacher at a preschool in Pacific Beach.She’d like to become a lead teacher one day, but her education has left her with more than ,000 in student debt.Her financial goal is to pay that debt off as fast as possible. Alean is one of several San Diegans 10News will follow for the next year to monitor their successes and struggles while attempting to accomplish a financial goal.“When I think about me not having debt, I think about the possibility of me studying more, learning more about child development, learning more about how to work in a preschool, about better ways to teach children,” she said.Alean knew she needed a lesson in financial management and budgeting, so she turned to free lessons on YouTube.Now she closely tracks her expenses and spending, she’s on a “rice and beans” food budget, and she picked up a second job as a tutor.“I’m willing to make the sacrifice.
