RIVERSIDE, Calif. – Authorities in California believe they’ve solved a 25-year-old cold case rape.The Riverside Police Department announced Friday that officers had apprehended 49-year-old Ralph Leslie Kroll in connection with the sexual assault of an 18-year-old woman in October 1995.Police say the victim was walking when she was attacked by a stranger, forced into a nearby apartment complex and assaulted.Investigative leads were exhausted and it remained a cold case until police say DNA evidence was able to identify Kroll as a suspect.After obtaining an arrest warrant for Kroll, police teamed up with the U.S. Marshals Service to locate and arrest him at his Eastvale home on Thursday. Kroll was then booked into the Robert Presley Detention Center on charges of rape by force, kidnapping, and the use of a deadly weapon by a sex offender. SACRAMENTO, Calif. (AP and KGTV) — A bill that would end California's bail system and replace it with a risk assessment system is headed to Gov. Jerry Brown's desk. State Senate approved the bill with a vote of 26-12 Tuesday afternoon. If signed into law, it would make California the first state to completely end bail for suspects waiting for trial. Senators who support the bill say it would end a system that discriminates against low income people. Those in opposition argue that the measure would make communities less safe. If signed into law, the plan calls for the release of most suspects arrested for nonviolent misdemeanors within 12 hours. Those accused of serious, violent felonies wouldn't be released before their trials. Courts and California's Judicial Council would have discretion to determine whether or not to release other suspects based on the likelihood they will return to court and the danger they pose to the public. 999

(AP) — A Southern California police department says three middle school students have been arrested after attempting to free another student from custody.The Riverside Press-Enterprise reported Saturday that a 15-year-old Tahquitz High student arrived at Rancho Viejo Middle School Friday and argued with a school employee.Hemet police says the high school girl was arrested on suspicion of threatening a public employee after a campus police officer attempted to speak with her.Authorities say three other minors attempted to stop the officer from arresting the girl by blocking the patrol car door and trying to punch the officer.Authorities say the officer called for backup and the girl, two 13-year-old boys and a 14-year-old boy were arrested.School officials say the students should expect to face disciplinary action from the district. 869
SACRAMENTO, Calif. (AP) — A spokesman says one of California Gov. Gavin Newsom’s children may have been exposed to the coronavirus at school and is in quarantine. Nathan Click says the child began a 14-day quarantine after the family was told a classmate at the private school in Sacramento had tested positive for COVID-19. He says the family is following state protocols, and the governor, his wife and four children have all tested negative for the virus.
