OCEANSIDE, Calif. (KGTV) -- In a 5-2 vote Tuesday night, the Tri-City Medical Center's board of directors voted to suspend, indefinitely, care in its inpatient behavioral health unit. The Tri-City Healthcare District has operated a Behavioral Health Unit (BHU) for a number of years and a Crisis Stabilization Unit (CSU) since 2016. The CSU is already closed. According to an administrative staff report, the BHU averages roughly 12 patients per day.The unit provides critical care to a vulnerable population those who are suicidal or suffering from severe mental illness, but the board says keeping it open without making the required building changes could put those patients at greater risk. Tuesday night the Tri-City Healthcare District cited changes in federal regulations as one of the main reasons they will need to suspend services. Those regulations require hospitals to remove all "ligature" risks from rooms - or features that patients could use to hang themselves. The board said that the hospital's "drop" ceilings do not meet the requirements. At least one estimate put the cost to replace the ceilings at million dollars.Upgrading the ceilings is one item on a list of costly projects, a spokesperson for Tri-City Medical Center told 10News.  The overall renovation project will cost .5 million, which include updates to the HVAC system and making other upgrades to the facility to meet current ADA requirements.The board also says there's a shortage of psychiatrists and a budget shortfall in that ward of roughly million. The COO says the move protects the entire hospital from possibly having to close."That is a reason, that is one of the issues that we are facing, lack of psychiatric care for those patients," said Hospital COO Scott Livingstone. "The patients made our argument for us," said Livingstone referring to a patient recently saying she waited 48 hours to be seen.Livingstone went on to say, "You're concerned about a 45 minute drive for a mental health crisis, try a 45 minute drive if you're actively having a stroke and your brain is dying."As the energy in the room grew tense, the board reminded the public that suspending the unit gives the hospital the option to re-open it if a solution is found.The suspension, which could last up to one year, means that any North County residents or "5150 transports"  will be sent to hospitals much farther away. Police and sheriff's deputies say the added time it will take to transport "5150 transports" - or psychiatric patients - to Palomar Hospital in Escondido or San Diego County Mental Health will impact every neighborhood. "With the closure of your facility that will increase probably three to five hours, that's an officer off the street in your city- do you want that?" said La Mesa Police Captain Ray Sweeney.Captain Sweeny told the board roughly one in five adults experiences mental illness each year.A man who battles severe mental illness told the board that the psych unit at Tri-City has saved him countless times. "When I get to the hospital everything changes," he said. "From the moment the first nurse touches my arm, I feel like I'm being touched by an angel."  Some doctors spoke in favor of the move; saying the entire staff supports the decision to suspend the psych ward, but increase outpatient services.The unit is scheduled to close on October 2, 2018. 3558

OAKLAND, Calif. -- The United States Geological Survey is reporting that an earthquake with a preliminary magnitude of 3.5 has struck just outside of Oakland. The earthquake struck at 7:18 p.m. just two miles outside of Oakland Monday. No damage or injuries are being reported. The USGS originally reported that the earthquake was a 3.8 magnitude, then a 3.6. The quake was eventually downgraded to a 3.5.  439

(KGTV) - Loved ones are mourning the COVID-related death of an Oceanside grandfather who worked security on the Sprinter train.Matthys Kemp, 67, first became sick around mid-September."A cough and fever. Just thought he was coming down with a bug," said daughter Rinali HillNot long after, his symptoms got worse. Hill says on September 20th, he ended up in the ER."They admitted him. He had double pneumonia and COVID," said Hill.After two weeks on oxygen, Kemp was placed on a ventilator and sedated. He developed a blood clot in his leg and kidney issues.On November 1, Kemp, a father of two and grandfather of three, passed away."Just glad he's not in pain anymore," said a tearful Hill.Hill says her father was kind, generous and well-liked."He definitely had a huge smile and huge heart for everybody," said Hill.Hill says Kemp worked with the North County Transit District for the past decade, including the last five years for the contractor that provides security on the Sprinter train."He loved his job. Felt like he had a purpose, showing up every day in his vest. Felt like it was his Superman cape. Took pride in getting people to their destinations," said Hill.Hill isn't sure where her father contracted the virus, but says he was diligent about wearing a mask at work.His long-held wish, known to his family for years, was to have his body donated to science. Hill says when she reached out to local research facilities, they say it wouldn't be possible because of his COVID-19 diagnosis."That’s what he wanted and unfortunately we couldn’t do that for him," said Hill.Hill is now sharing her father's story, urging others to take precautions."Please wear a mask ... This virus can leave behind a family that can’t say goodbye in person, couldn't get hold their hand. (AP) — An infant and her teenage sister found dead at their California home are believed to have been killed by their mother, who left two suicide notes and was unresponsive in a hospital Wednesday, police said.The victims, 4 months and 14 years old, were found Tuesday in Ontario, east of Los Angeles, by their father when he returned home from work.Among the evidence is a "suicide note by the mother indicating that she intended to kill the children and to kill herself," police Sgt. OCEANSIDE, Calif. (KGTV) - An Oceanside man says his dog is healing from a close encounter with a coyote that was caught on his doorbell camera. CC, a 13-year-old Maltipoo, was attacked by the coyote Wednesday about 9 p.m. at her home on Morgan Creek Way. “Thinking I’m never going to see her again,” said Joe Vines Jr., CC’s owner. Video from the Ring camera shows CC scurrying into the front yard as Vines locks his door. He was about to put CC in the car to run errands when he heard her cry for help. Vines turned around to find CC in the coyote’s jaws. RELATED: Dog named Roadrunner escapes coyote in chase down Vista street“His whole mouth was around her body, holding her like that,” Vines said. “In my head I’m thinking, I’m not going to let me dog….I’m not going to let her leave in someone's mouth.” Vines chased down the coyote, which dropped CC nearby. CC had several deep bites. She suffered two broken ribs and now has breathing problems. Vines will keep a closer eye on his dog from now on.
