SAN DIEGO, Calif. (KGTV) - A proposal to build a four-story, 48 unit apartment complex in Carmel Valley has riled some neighbors, to the point where hundreds of them have now signed a petition asking the San Diego City Council to abandon the project.The complex would be at 10211 Rancho Carmel Drive, just off the 15 Freeway near Ted Williams Parkway. It's less than a half-acre. Right now, a two-story parking structure sits on the plot of land.Plans from developer New Pointe Communities say they would build the complex on top of the parking garage, essentially creating a six-story building.People who live in the nearby Provencal community say it doesn't fit the neighborhood. They've started an online petition to stop it."That’s pretty tall, and that just doesn’t fit in" says Eric Von Waldner, who signed the petition."It’s going to take away our view, take away our privacy. There will be balconies looking right at us. I just don’t like the idea of it," he adds.Von Waldner says neighbors worry the added units will overwhelm the area's electrical, water and sewage grid.They also say it will cause traffic headaches at the signal light on Rancho Carmel Drive and Provencal Place."You got Starbucks over there. You got people that live in my community. If you add 48 more units, it’s going to be crazy," says Von Waldner.They plan to send the petition to District 5 City Councilmember Mark Kersey, asking for a new plan. The Council already has an agreement with New Pointe to sell the land.“A number of residents have contacted me about the proposed project on Rancho Carmel Drive, and I continue to welcome feedback from my constituents. Any redevelopment plans for the site will go through an extensive public process with numerous opportunities for input from the community,” Kersey said in a statement to 10News.According to Eric Edelmen, the chair of the Carmel Mountain Ranch Community Council, the developer still has to submit a formal proposal to the city. They also have to ask for the area to be re-zoned to allow the extra units.Right now, Edelman says the land is only zoned for eight units.He says the last time they heard from New Pointe was at a November 14th meeting. SAN DIEGO, CA — SAN DIEGO (KGTV) - The City of San Diego calls it the "Get It Done" App, but a Normal Heights man says he wants to know when work will get done."They block the sidewalk. They've ripped through my canopy. They've killed my two lemon trees," said Mike Scaglione as he stood in front of his home. He's referring to the damage caused by palm fronds that fall from two trees on city property he says are in serious need of maintenance. "It'll be seven years tomorrow that I've lived here and in that time frame I've probably picked up 3 or 4 hundred palm fronds."Scaglione said he's been trying for several months to get the city to keep up with the trimming of the two palms outside his home. "They say they're going to, or they direct me to somebody, but it just keeps going no where until it's a dead end." Scaglione says aside from the damaged to his property, he fears a potential for much worse. "Its kind of hard to see," he says, grabbing a palm frond from a pile collected near the trees, "but if you run your hand along here there's a pretty jagged toothed edge on here that if it was to land on somebody it could rip them pretty nicely."Scaglione has been using the city's Get It Done app. Past reports show crews have responded to clean up the fronds once they're on the ground. But when it came to a neighborhood tree trim last October he says, "They came through here and trimmed every tree on the block except mine." Scaglione said he asked the crews why. "They didn't have anything that could get up that high." Scaglione estimates the trees at 40 to 50 feet.In response to an inquiry by 10News, a city spokesperson sent an email explaining San Diego is on a two-year cycle for trimming city owned palm trees. Scaglione's block was on the schedule for October. But there's still more work to be done. So, does that mean the trees in front of Scaglione's home will be trimmed? "Yes," replied the spokesperson, "It is on the schedule." Though Mike feels like he's been here before."They would look into it when they were doing similar work in the neighborhood. SAN DIEGO (KGTV)-- On most days at the North Side Shack in Point Loma, you'll find Pamela Olivera. She opened the now-thriving shop four years ago."If you're really motivated, if you really enjoy something, wanna do something, you only live once," said Olivera of the gamble that paid off.While she always had a passion for cooking, it wasn't always how she made a living. Olivera was once a paralegal. She thought was a good job for a single mother of three, but it wasn't a job she loved. So, she decided to change that.  She went to the San Diego Workforce Partnership location in Chula Vista, where she found a program that would give her money to retrain for a new career. In her case, it was culinary school. "For me, they offered me a ,000 grant, the program was ,000. SAN DIEGO (KGTV)- The high temperatures, dry brush, and low humidity are leading to elevated fire danger in San Diego County this week.Cal Fire San Diego is asking everyone to be prepared for the possibility of a wildfire igniting.“We depend on the public to be careful; we depend on the public to be prepared at a moment’s notice to evacuate,” said Cal Fire Captain, Isaac Sanchez.“The fact that the winds aren’t there, it does not help us sleep at night; we’re still very dry. It’s still October, and we know that even though there aren’t winds now, we can bet money that there will be winds later.”As fire danger remains a threat across the county, families braved the heat taking schoolwork outside at Mast Park in Santee, after being stuck at home for months.“It’s so much easier for the kids to stay motivated on getting their work done,” Jennifer Sailler. “It’s harder to stay inside our home with the AC running than it is to be outside in the warm heat.”The heat is also keeping business going for some.“My job requires me to have a close relationship with snakes and the sun,” said Alex Trejo, So-Cal Rattlesnake Removal. “When it’s hot, what they’re actually doing is trying to find shelter. “Trejo removes rattlesnakes from properties and relocates them to areas where they can have a second chance at life.He said he’s been getting more calls for rattlesnake removals in the East County during the hot weather.“It’s very important to understand the nature of the snake; the snake is not out to hurt people, the snake is a survival expert,” he said. “My priority is making sure families are safe during this heatwave because they will be coming on people’s properties right now.”The heat advisory will remain in effect until 5 PM Friday. 1757
