ALGIERS, Nov. 3 (Xinhua) -- China's top legislator Wu Bangguo arrived in Algiers on Monday afternoon on a three-day official visit to Algeria.     During an informal meeting at the airport with Abdelaziz Ziari, Speaker of the Algerian National Assembly, Wu, chairman of the Standing Committee of China's National People's Congress, highlighted the progress of bilateral relations in recent years, saying he felt especially delighted to visit Algeria at the 50th anniversary of the establishment of diplomatic ties.     "The purpose of my visit is to further promote the friendship between the two peoples, expand the bilateral cooperation with mutual benefit and strengthen our strategic and cooperative ties to a higher level," Wu told Ziari. BEIJING, Nov. 19 (Xinhua) -- Chinese top legislator, Wu Bangguo, met here Wednesday with visiting speaker of the Slovak National Council, Pavol Paska, calling on the two sides to step up inter-parliamentary cooperation to further boost bilateral relations.     Wu, chairman of the Standing Committee of China's National People's Congress (NPC), China's top legislature, highlighted China-Slovakia relations, noting that the ties already entered into a phase of development.     Citing Slovakia as one of the fastest growing member states in the European Union (EU) and China as the biggest developing country in the world, Wu said that the two share a solid foundation for further cooperation. Wu Bangguo, chairman of the Standing Committee of the National People's Congress(NPC), meets with Pavol Paska, the speaker of the National Council of the Slovak Republic, in the Great Hall of the People in Beijing, China, on Nov. 19, 2008    He added, China is willing to explore new approaches to expand cooperation in an aim to optimize the two-way trade structure and increase mutual understanding between the two businesses.     "We should give full play to the two business communities and help them promote bilateral trade relations to a higher level," Wu said.     Paska said that Slovakia attaches great importance to its ties with China and hopes to learn China's successful ways of boosting national development. It also wants to forge cooperation with China in fields such as infrastructure.     He noted that Slovakia, as a new EU member state, is willing to play a role of bridging the EU-China strategic partnership for further development, reiterating that Slovak parliament and government will continue to cohere to the one-China policy.     The two sides also exchanged their views on inter-parliamentary cooperation, agreeing to push forward collaboration among parliamentary special groups and exchanges of the young parliament members in an effort to generate contribution to the new growth of the bilateral relations.     Paska arrived here Monday for a 5-day visit to China as Wu's guest.

BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, passed a long awaited medical reform plan which promised to spend 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     The plan was studied and passed at Wednesday's executive meeting of the State Council chaired by Premier Wen Jiabao.     Medical reform has been deliberated by authorities since 2006.     Growing public criticism of soaring medical fees, a lack of access to affordable medical services, poor doctor-patient relationship and low medical insurance coverage compelled the government to launch the new round of reforms.     According to the reform plan, authorities would take measures within three years to provide basic medical security to all Chinese in urban and rural areas, improve the quality of medical services, and make medical services more accessible and affordable for ordinary people.     The meeting decided to take the following five measures by 2011:     -- Increase the amount of rural and urban population covered by the basic medical insurance system or the new rural cooperative medical system to at least 90 percent by 2011. Each person covered by the systems would receive an annual subsidy of 120 yuan from 2010.     -- Build a basic medicine system that includes a catalogue of necessary drugs produced and distributed under government control and supervision starting from this year. All medicine included would be covered by medical insurance, and a special administration for the system would be established.     -- Improve services of grassroots medical institutions, especially hospitals at county levels, township clinics or those in remote villages, and community health centers in less developed cities.     -- Gradually provide equal public health services in both rural and urban areas in the country.     -- Launch a pilot program starting from this year to reform public hospitals in terms of their administration, operation and supervision, in order to improve the quality of their services.     Government at all levels would invest 850 billion yuan by 2011 in order to carry out the five measures according to preliminary estimates.     The meeting said the five measures aimed to provide universal basic medical service to all Chinese citizens, and pave the road for further medical reforms.     The meeting also decided to publish a draft amendment to the country's regulation on the administration on travel agencies for public debate.     It also ratified a list of experts and scholars who would receive special government allowances.

  

Chinese Vice Premier Wang Qishan (front R) shakes hands with U.S. Treasury Secretary Henry Paulson at a signing ceremony on energy and environmental protection cooperation during the fifth China-U.S. Strategic Economic Dialogue in Beijing, China, Dec. 4, 2008.    BEIJING, Dec. 4 (Xinhua) -- A senior Chinese official said here on Thursday that China and the United States have reached consensus in five major areas to step up energy and environmental protection cooperation during the on-going fifth round of the Strategic Economic Dialogue (SED).     Zhang Xiaoqiang, vice minister in charge of the National Development and Reform Commission (NDRC), said the five areas are as follows.     First, the SED completed preparations to start cooperation in five areas: electricity, clean water, clean transportation, clean air and the conservation of forest and wetland ecosystems, mapping out plans and roadmaps.     China and the United States signed a 10-year energy and environmental protection cooperation framework in June during the fourth SED held in Washington, with these five areas as initial goals. It will be formally signed by Chinese Vice Premier Wang Qishan and U.S. Treasury Secretary Henry Paulson.     Fourth, institutions including China's NDRC and the China Exim Bank, as well as the U.S. Trade and Development Agency and the Export-Import Bank of the United States, will sign a memorandum of understanding on measures to support the 10-year energy cooperation.     Fifth, seven eco-partnerships from the two countries will sign letters of intent on cooperation. These agreements include one involving China's southwestern Chongqing Municipality, the U.S. city of Denver and car maker Ford on an electric and hybrid automobile project.     The two-day SED, which is to end on Friday, also covers macro-economic risks, trade challenges and the investment environment.

  

BEIJING, Dec. 27 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its week-long meeting on Saturday, with approval of the amendments of the Earthquake Prevention Law and the Patent Law.     President Hu Jintao has signed on the two amendments for them to take effect.     The session was presided by Wu Bangguo, chairman of the NPC Standing Committee and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau.     A resolution was adopted at the meeting, deciding that the Second Session of the Eleventh NPC will be inaugurated in Beijing on March 5, 2009. Wu Bangguo, chairman of China National People's Congress (NPC) Standing Committee and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, attends the sixth session of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, China, on Dec. 27, 2008.    The top legislature also approved a multilateral treaty signed by the Shanghai Cooperation Organization (SCO) member states on joint military drills and a bilateral treaty of judicial cooperation on criminal cases with the United Arab Emirates (UAE).     Wu made a speech after the completion of all the procedural issues, saying that NPC deputies and members of the NPC Standing Committee and its special committee have paid great attention to the country's economic situation since September.     As a result, the session held an additional hearing on a State Council report on taking pro-active measures to deal with the global financial crisis and ensure a stable and relatively fast economic growth, according to the top legislator.     He spoke highly of the Party Central Committee's timely decisions to readjust the country's macro-economic control policy, by changing the primary job to maintaining a stable and relatively fast economic growth and bringing the economic growth under control to prevent an excessive inflation, from the prevention of excessive economic growth and a remarked inflation, a goal set at the beginning of this year.     The top lawmaker hailed the country's success in 2008 in fighting natural disasters, hosting the Beijing Olympic Games and Paralympics, projecting the Shenzhou-7 manned spacecraft, achieving its economic, environmental and agricultural goals, and having people's life further improved and keeping the general situation stable. He praised the State Council and local governments for their efforts to achieve these goals.     In his speech, the top legislator analyzed the international and domestic situation, and he warned that while carrying out a pro-active financial policy, substantial efforts must be made to prevent low-level and overlapped construction and a new round of urban expansion.
