WASHINGTON (AP) — Winter hit U.S. honeybees hard with the highest loss rate yet, an annual survey of beekeepers showed.The annual nationwide survey by the Bee Informed Partnership found 37.7% of honeybee colonies died this past winter, nearly 9 percentage points higher than the average winter loss.The survey of nearly 4,700 beekeepers managing more than 300,000 colonies goes back 13 years and is conducted by bee experts at the University of Maryland, Auburn University and several other colleges.Beekeepers had been seeing fewer winter colony losses in recent years until now, said Maryland's Dennis vanEngelsdorp, president of the bee partnership and co-author of Wednesday's survey."The fact that we suddenly had the worst winter we've had ... is troubling," vanEngelsdorp said.Some bees usually die over winter, but until the past couple decades, when a combination of problems struck colonies, losses rarely exceeded 10%, he said.Bees pollinate billion worth of U.S. food crops. One-third of the human diet comes from pollinators, including native wild bees and other animals, many of which are also in trouble, according to the U.S. Department of Agriculture."We should be concerned on multiple levels," said University of California, Berkeley, agricultural social scientist Jennie Durant, who has a separate study this week on loss of food supply for bees.Year-to-year bee colony losses, which include calculations for summer, were 40.7%, higher than normal, but not a record high, the survey found."The beekeepers are working harder than ever to manage colonies but we still lose 40-50% each year... unacceptable," Swiss bee expert Jeff Pettis, who wasn't part of the survey, said in an email.For more than a decade, bees have been in trouble with scientists blaming mites, diseases, pesticides and loss of food.This past winter's steep drop seems heavily connected to the mites, vanEngelsdorp said. Beekeepers report that chemicals that kill mites don't seem to be working quite as well and mite infestation is worsening, he said. Those mites feed on the bees' fats and that's where the insects store protein and center their immune response.Durant's study in this week's journal Land Use Policy found that changes in food supply in the Midwest's Prairie Pothole Region, a hot spot for honeybee colonies, has been a major factor in losses. That area has lost wetland areas with clover bees feed on.Other areas have been converted to corn and soy crops, which don't feed bees, she said.As bad as the survey numbers are, vanEngelsdorp said, "We're not really worried about honeybees going extinct... WASHINGTON (AP) — The Justice Department inspector general says his team will conduct a review of the conduct of federal agents who responded to unrest in Portland, Oregon, and Washington, D.C.DOJ Inspector General Michael E. Horowitz announced the probe in a statement Thursday afternoon, saying his office will coordinate with the Department of Homeland Security.The watchdog investigation will examine use-of-force allegations in Portland, where the city’s top federal prosecutor and mayor have publicly complained.In Washington, investigators will look at the training and instruction provided to the federal agents who responded to protest activity at Lafayette Square, near the White House.Among the questions being studied are whether the agents followed Justice Department guidelines, including on identification requirements and in the deployment of chemical agents and use of force.“The review will include examining the training and instruction that was provided to the DOJ law enforcement personnel; compliance with applicable identification requirements, rules of engagement, and legal authorities; and adherence to DOJ policies regarding the use of less-lethal munitions, chemical agents, and other uses of force,” wrote Horowitz.The investigation is in response to requests from congressional Democrats and complaints from the public since the agents were sent to Portland, Horowitz said in his statement. 1428

WASHINGTON, D.C. -- The backbone of the American election system rides on the shoulders of an army of paid volunteers: poll workers, who take time out of their lives to spend Election Day helping others have their say at the ballot box.“Poll worker recruitment is an issue every election cycle,” said Jeanette Senecal with the League of Women Voters.It’s an issue even more so this year.In the 2016 election, there were nearly a million poll workers across the country, 917,694, working at more than 116,000 polling sites.Many of the poll workers tended to be older: 56% were over the age of 61.Now, though, concerns about COVID-19 mean many in this population, vulnerable to the virus, are choosing to sit out this time around.“Poll workers are kind of the make or break point,” Senecal said. “If they're the people who are interfacing with the voters, they're the people who are supporting those voters at the polling place on Election Day.”Officials estimate that across the U.S. about a quarter of a million poll workers may still be needed. It can take about 30 days to train them all, which means they need poll workers to sign up right now, in order to be ready by Election Day. Poll worker pay varies by county, but in some it can be as much as an hour.“This is a real opportunity for us to recruit a new generation of Americans, who can help ensure a safe and fair and as smooth as possible Election Day,” said Erika Soto Lamb, a vice-president at Comedy Central and MTV.The networks are part of a new, national non-profit coalition called Power the Polls, targeting younger people, who have never been poll workers before.“The work of Power the Polls is really in sounding the alarm bell, bringing people into the mix and then connecting them with their local boards of elections and secretaries of state, to make sure they are plugged in to work the polls in areas that need it the most,” Soto Lamb said.If there is a shortage of poll workers, experts fear some polling places may not be able to open at all and the ones that do could experience long lines.“This summer, we saw a voting rights legend pass away in Congressman John Lewis, whose life was built around voting rights and access – and this is one of those component parts,” Soto Lamb said.So far, Power the Polls has recruited 160,000 poll workers for Election Day.
