But try telling that to Marie Dellafranca, vice president of South Shore Villas Condominium Association at West Babylon, Long Island.On May 20, she sent a warning letter to condo owners Robert and Angelica Parker. Their 4-year-old son Liam loves riding his tricycle and scooter around the grassy triangle in front of their unit."We understand that the weather has gotten nice out but unfortunately, there are rules and regulations in the By-laws," the letter read. "That it is not safe for kids to play on common area grounds. Please take this as a precaution measure so that we would not have to enforce the fine that is association with this. It is 0 per violation."The Parkers looked through 38 pages of the association's by-laws, but didn't see any prohibiting kids from playing outside. They asked Dellafranca to show it to them. She couldn't.Dellafranca later said they received complaints from one condo owner about the children of three families playing outside in a "noisy fashion." The Parkers said the two other families told them they hadn't received a letter from the condo board."It makes us question why he's the only one, considering other children play outside here all the time," said Robert Parker, who works in law enforcement. "He also happens to be the only Latino child. So that raises questions about the possible motive for something like that."Angelica Parker, Liam's mother, is from the Dominican Republic.Vincent Dellafranca, the husband of the South Shore Villas Condominium Association vice president, denies the letter was sent based on the boy's race."Don't make it racial," Vincent Dellafranca told reporters. "Everybody else was told the same thing, and they follow the rules."That's not true. Robert Parker has pictures of other family's children playing outside with Liam.Vincent Dellafranca also claimed the by-laws were written by the New York State Attorney General's office. When asked why children were not permitted to play outside, he cited the rules set up by the AG."We just follow the rules. We don't make them," Vincent Dellafranca said.A staffer for the attorney general's office denied that it had passed such a regulation."The Office of Attorney General does not have oversight of Condo by-laws," the staffer said.The Dellafrancas say they are concerned about the safety of the children playing and other members of the condo community."What if they hit somebody when they're riding or they run into somebody's car by accident?" Marie Dellafranca said.Vincent Dellafranca claimed the children ride their bikes in the condo parking lot. Not true, says Angelica Parker."I'm constantly with my son making sure he doesn't go near anyone's cars," she said.The Parkers have filed a discrimination complaint against South Shore Villas with the New York State Human Rights Division."There's nothing wrong with a child playing outside. It's part of living in a condominium. This isn't an over 55 or a senior community. Children should have the same rights here as anyone else," Robert Parker said.Liam's ability to continue riding his tricycle outside, like any other 4-year-old child, now depends on the findings of a state inquiry. Breast augmentation is still America’s most popular plastic surgery and more than 300,000 U.S. patients had the procedure last year alone.But explant procedures, the surgery to remove implants, are also on the rise.In 2008, the American Society of Plastic Surgeons reported 20,967 women had implants removed. A decade later, that number increased by more than 8,000.“It came as a shock to me — being a plastic surgeon — to see the amount of women coming to my practice with the multitude of symptoms, and thinking it might be their breast implants,” said Dr. Dave Rankin of Aqua Plastic Surgery in Jupiter, Florida.After 15 years in the business, Rankin said he now sees more demand for explant surgeries than implants and told WFTS he performed at least 400 explants last year.Many explant patients are reporting being sickened by so-called "breast implant illness." Reported symptoms include headaches, rashes, chronic fatigue, fevers, brain fog and joint pain. But the illness is not officially recognized by doctors or the U.S. Food and Drug Administration.“I was a skeptic at the beginning and then I became a believer,” Rankin said. “The best candidate in my practice are patients that are very, very sick. They’ve tried everything else. They’ve been to a million different doctors, done hundreds of blood tests. Nothing comes back and this is, ‘OK well let’s try (removing the implants)’ and, fortunately, many of those patients do get better.”But even Rankin isn’t exactly sure what’s causing this mysterious illness.“Additional research and study is absolutely necessary,” he said.Unexplained symptoms started after implant surgeryLeara Marshall said she doesn’t need a study to know she felt better after having her implants removed.Marshall said she wanted to improve her self-esteem when she got implants in 2002 and said she knew something was wrong as soon as she woke from surgery.“I was already getting symptoms because they were hardened and painful within the first six months,” Marshall said.She said her unexplained symptoms — headaches, migraines, inflammation and heart palpitations — continued for 17 years.That’s when Marshall said she found thousands of women on social media reporting similar symptoms.WFTS heard from dozens of women across Florida describing similar accounts. More women say implants made them sick “I had food sensitivities, alcohol intolerance. I developed hyperparathyroidism,” Lissa Boyer said. Boyer described how she had little energy, pain and struggled to take care of her two young children who she said asked her, “When are you going to stop being sick?”Haley Miller said she was diagnosed with chronic fatigue syndrome, fibromyalgia and even multiple sclerosis after she temporarily went blind as doctors struggled to explain her symptoms. She said a multiple sclerosis specialist finally brought up the prospect her breast implants could be the cause. “I wanted to immediately go home and get a knife and take them out because I was just like, ‘Wow, this is my root cause. This is why I’m not well,’ ” Miller said. Malissa Sheridan said she suffered chronic fatigue but didn’t suspect her implants were the cause. “I had gone to several doctors trying to find out what’s wrong with me, why am I this way and I would ask ‘Is it my implants?’ and they would say, ‘No,’ ” Sheridan said. Roni Earnest said she experienced fatigue, headaches, rashes and even an unexplained heart attack after having implants for decades before she decided to have them removed.“The minute I had my surgery, I’m telling you, I was healed,” Earnest said.FDA issues warningThe FDA says there’s no scientific evidence supporting breast implant illness but issued a warning in May that some experience “systemic symptoms” that may go away “when their breast implants are removed.” 3895

buried under snow a mile away from their car, police say.Detectives say 74-year-old Richard Alexander, and his wife, 79-year-old Elizabeth Alexander, likely died of hypothermia.Neighbors Mike and Diane Haas found the couple Friday. They say they saw two figures as they left their house around 1 p.m.. As they approached, they hoped for the best.“He wondered if they were sleeping, so he got out and yelled at them and they didn’t respond,” Diane Haas said.“I said 'Sir, sir!' And of course they didn’t respond," Mike Haas said. "It came pretty obvious pretty quick, their skin color and other details that they were deceased. So we immediately called 911 and made sure not to touch anything."Detectives with the Yavapai County Sheriff’s Office said the Alexanders lived nearby. Their car got stuck last week in a storm that dumped 10 inches of snow on Ash Fork.“Eventually they decided to leave their vehicle,” Mike Haas said. “They were headed to our house we believe. But 100 yards short."The YCSO says a preliminary finding shows no evidence of foul play.For the Haases, it is emotional to think the couple was suffering so close, while they were celebrating Thanksgiving.“It’s sadness,” Mike Haas said. “You wish you could’ve helped. You could’ve saved a life perhaps. Maybe two lives.”According to the Haases, they found Richard Alexander laying on top of his wife, possibly trying to keep her warm.“It’s terrifying to think that she might’ve been alive under her husband,” Mike Haas said.The Haases say the tragedy is a reminder to always be prepared during extreme weather.“If they hadn’t left their car, I really believe somebody would’ve checked on them. People drove by them but everybody assumed this was somebody who got their car stuck, they called and got rescued.
