SAN DIEGO (KGTV) - The coronavirus pandemic has brought the historic Balboa Park Carousel to a halt. Still, it hasn't halted plans to upgrade the 100-year old attraction."We did make lemonade out of lemons here," says John Bolthouse, the Executive Director of the Friends of Balboa Park.The group started a capital campaign fundraiser three years ago, hoping to raise million to overhaul the carousel. When the coronavirus pandemic hit, they saw an opportunity in the closure."We did the best to take advantage of it," Bolthouse says. "People stepped up, and they saw that there was a need and an opportunity to get these things done."A fundraising push brought in 0,000 in 30 days, bringing the total amount raised to .4 million. With the extra cash on hand, the Friends of Balboa Park accelerated the schedule for remaking the ride.They've repainted several of the animals, restoring them to the original design. The group also rewired the entire carousel lighting system. That included changing over every bulb to safer energy-efficient LED bulbs.It also allowed them to bring back some light fixtures that had been removed for safety reasons."100 years ago carousels were burning down due to electrical fires," says Manager Bill Brown. "It's going to be a huge improvement. I think people are going to notice when we reopen."Brown hired a contractor to help with big projects. He also has a team of four people who help work on the carousel every Tuesday.One of the animals that Brown just finished painting is a Golden Retriever, which has a special meaning to one of the donors."We named the dog Goldie George," says Julie Cowan Novak. "Goldie in honor of my three-year-old granddaughter and George in honor of my hundred-year-old uncle."Cowan Novak's family donated ,000 to adopt the animal. She says seeing the work continue has been a silver lining to the Pandemic."I think the carousel is really a balance for what we've all gone through," says Cowan Novak. "It's just sort of a bright light."The Pandemic has also brought some challenges to the ride.The Friends of Balboa Park had to furlough most of their staff from the loss of ride revenue. They've also put bigger plans to revamp the carousel plaza on hold.Bolthouse also says he doesn't know when they'll be able to reopen. Like other theme parks and ride operators, the carousel is still waiting on the state and county to release guidelines for reopening.But, when they get the green light, they plan to have as much of the restoration work as possible finished."We did the best to take advantage of it," Bolthouse says. SAN DIEGO (KGTV) -- The City of San Diego declared Thursday, August 6, as "Officer Jonathan Wiese Day."Wiese was the San Diego police officer who saved two-year-old twin girls after their father drove off Sunset Cliffs in June. The officer also saved the girls' father from the water.On Thursday, a proclamation was read and presented during a virtual Rancho Bernardo Community Council meeting.Wiese said he didn't rescue the girls for recognition, but said it was nice to see community support.The rescue happened early in the morning on June 13. Wiese, a K-9 officer, rappelled off a cliff using his 100-foot long dog leash to help.Wiese told 10News he is actually scared of heights and was thankful that it was dark the morning of the rescue.He joked that his wife told him he wouldn't have to wash the dishes on his day and that he hoped he'd get a free cup of coffee.Wiese was also the officer that helped take the suspected Poway Synagogue shooter into custody in April 2019. 989

SAN DIEGO (KGTV) - The City of San Diego and the San Diego Housing Commission announced details about a planned purchase of two hotels to convert into permanent housing for the homeless.After a six-month search, city officials announced the purchase of the Residence Inns in Mission Valley and Kearny Mesa. The price tag: 6.5 million.Scott Marshall of the San Diego Housing Commission says the project draws upon city, county and state funds to turn hotel rooms into 332 affordable apartments for the homeless, many of them currently staying at the convention center as part of the program, Operation Shelter To Home."This is not temporary shelter. They are permanent homes that will provide them a path out of the shelter and off the streets," said Marshall.Marshall says of the 29 sites considered, the two Residence Inns stood out."They were operating as hotels and in good condition. They didn't require a lot of work for people to move in," said Marshall.Federal housing vouchers will help residents with part of the rent. They'll also receive a host of wraparound services."Things like health care, Life skills training and employment assistance to help them get back on their feet and to a more stabile life," said Marshall.The hotels turned apartments reside in commercial areas, with many other motels and hotels as neighbors. SDSU marketing professor Miro Copic says any issues at the sites could turn into pubic relations problems."Tourists and travel agents could see it as a negative, and it may turn away people from the area. The city has to manage this effectively. If it does so, it may not have much of an impact on nearby hotels," said Copic.If the city council approves the purchase in October, the apartments could be ready by December. 1768

SAN DIEGO (KGTV) -- The future of SDCCU Stadium, formerly Qualcomm, will be in the hands of voters in 2018.The SoccerCity San Diego proposal has already earned its spot on the ballot and now SDSU West is hoping to do the same.If SDSU West can win the votes, it plans to put a university research center, stadium and river park on the stadium site.As for SoccerCity, planners hope to create a mixed-use stadium for MLS Soccer and college football, parks, housing, and entertainment.This week some SoccerCity supporters noticed "likes" on the SDSU West Facebook page increased significantly, from just under 500 to nearly 50,000 in a few days.Confusion turned to frustration when they noticed they too "liked" the page when in fact they hadn't."I went to investigate myself to see if that was true, and sure enough when I went on the page I had liked and followed it, without ever having liked or followed it," said Dory Freiberg, an SDSU alum.Freiberg says he's been open to learning more about the SDSU West plan but currently believes SoccerCity will be better for the city."I want to make sure that if it is defeated it's defeated legitimately because it's not the best plan for the city and not any kind of underhandedness," said Freiberg.James Stroud, a longtime San Diego resident, says he too noticed he "liked" the page when in fact he never clicked the 'like' button."It's something that makes them appear more popular than they are, gives them an aura of importance or trustworthiness when it wasn't deserved," Stroud believes.Stroud believes that's problematic as SDSU West tries to garner signatures to get on the November ballot.A quick search of Facebook community forums shows it's not a new issue. SAN DIEGO (KGTV) -- The Border Patrol is working to upgrade the fence that sits along the U.S.-Mexico border as more and more people attempt to cut through the barrier, forcing agents to spend time making repairs.According to the agency, an average of 540 cuts are made in the fence per year. Border Patrol says some tools enable crossers to cut through the fence in as little as 20 seconds.The agency added that, since 2016, the number of arrests at the border has seen a sharp increase. In 2016, 26,000 arrests were made.
