Huang Ju, born in September, 1938, native of Jiashan, Zhejiang Province, joined the CPC in March, 1966 and graduated from the Electrical Engineering Department of Qinghua University. From 1995 to 2002, he served as member of the CPC Central Committee's Political Bureau and secretary of the CPC Shanghai Municipal Committee. In November 2002, he was elected member of the Standing Committee of the Political Bureau of the CPC Central Committee at the first plenary session of the 16th CPC National Congress. Huang was approved as vice-premier of the State Council, at the 7th plenary meeting of the First Session of the 10th National People's Congress in March, 2003. From 1963 to 1982, Huang worked in the Shanghai Artificial-Board Machinery Factory, Shanghai Zhonghua Metallurgical Factory and Shanghai Petrochemical General Machine-Building Company. In this period, he was promoted from a technician to engineer and vice manager. He served as deputy director of the Shanghai No. 1 Bureau of Mechanical and Electrical Industry between 1982 and 1983. From 1983 to 1984, he served as member of the Standing Committee of the CPC Shanghai Municipal Committee and secretary of the Municipal Industrial Work Party Committee. From 1984 to 1985, he served as Standing Committee member of the CPC Shanghai Municipal Committee and concurrently as secretary-general of the CPC Shanghai Municipal Committee. Between 1985 and 1986 he was deputy secretary of the CPC Shanghai Municipal Committee. From 1986 to 1991, he served concurrently as vice mayor of Shanghai, and he served as mayor of Shanghai concurrently from 1991 to 1994. Between 1994 and 1995 he served as member of the Political Bureau of the CPC Central Committee, secretary of the CPC Shanghai Municipal Committee and Shanghai mayor.

SHANGHAI: Preliminary investigations showed improper maintenance work had caused a Shanghai gas station explosion on Saturday, which saw four killed and 40 injured.A team of officials from related government agencies is investigating the blast at the China National Petroleum Corporation (CNPC) outlet in Pudong District, reported the Xinmin Evening News Sunday.The station had earlier been suspended on October 11 for safety concerns and was scheduled for reopening Sunday.CNPC did not respond to media queries on the explosion.Most of those injured from the incident have been discharged from hospital.Two of the 29 blast victims sent to Punan Hospital died while 26 were discharged Sunday morning.A 49-year-old woman who was hit on the head by a piece of blast debris is still under observation at the hospital.She was said to have been in her apartment close to the station when the explosion shattered her window.The 13 other injured who were sent for treatment at the Pudong branch of Renji Hospital have been discharged.The explosion on Saturday occurred at 7:50 am in the junction of South Yanggao and Pusan roads.Two maintenance workers on the site were killed instantly. Witnesses said one of the workers was blown five stories high before landing nearby.A woman who was cycling 1 km away from the station was hit by a piece of blast debris and died in hospital.A motorcyclist, later identified as Wang Dong from Anhui Province, also died after debris hit him on the head.He had taken off his helmet to answer a call on his mobile phone.The Shanghai Evening News said Sunday that visits to several gas stations in the area found unsafe practices.Drivers lining up for gas smoked and used mobile phones without being stopped by station employees.The blast also damaged a bus that had stopped near the station and injured passengers on board. A convenience store, motel and several other nearby buildings were also hit.Traffic disrupted by the explosion resumed Sunday.

Effective preparations and accurate weather forecasts greatly reduced the number of casualties caused by typhoon Wipha, Zheng Guoguang, head of the China Meteorological Administration (CMA), said on Thursday."Up to now only five people have died from landslides triggered by the heavy rain. The number of casualties is rare in history," said Zheng.The fact that the central government has paid great attention to natural disasters was one of the reasons for the few casualties, while meteorological authorities stepped up forecasts to allow local governments to have time to evacuate people, Zheng added.A total of 2.67 million people in Zhejiang, Fujian, Shanghai and Jiangsu had been relocated by Wednesday, said the Ministry of Civil Affairs. Soaring global oil prices have led to small refiners drastically cutting down on production - forcing Sinopec to fill the void.Since the prices of refined oil products are set by the central government, the refiners - private or local-government-owned - find it unprofitable when the price of crude is as high as is now. Crude prices reached a record .80 a barrel at the New York close on Monday."Surging international crude prices are exerting mounting pressure on the local market (by discouraging small refiners). We are already running at full capacity to ensure fuel supply," Mao Jiaxiang, vice-president of Sinopec Economics & Development Research Institute, told China Daily Tuesday.Sinopec is Asia's top refiner, feeding the bulk of fuel consumption in China. But due to capacity limitations at its plants, there is a rising gap between demand and supply.Mao pointed out that fuel shortages are mainly triggered by the production drop at medium- and small-sized refiners scattered around the country, which contribute 5 to 10 percent of the country's supply.The National Development and Reform Commission (NDRC), the top economic planner, keeps a tight lid on domestic fuel prices to fend off inflation, only allowing refiners to set prices within an 8 percent band of a government-imposed benchmark.Sinopec will have more refining capacity on stream next year, which will help ease supply pressure, Mao said.This year, it is believed Sinopec may import more oil products from abroad if necessary. The company imported 60,000 tons of gasoline in September and sold it at a lower price.Gasoline retailers raised prices by 2.92 percent in the first nine months after crude costs climbed, the NDRC said in a statement on its website on Monday.However, the NDRC said last month that energy prices will not be raised "in principle" this year after the consumer price index (CPI) hit a 10-year high of 6.5 percent in August."As global crude prices and the CPI stay at high levels, it is possible for the authorities to seek a compromise by not raising fuel prices but giving subsidies to major refiners at the end of the year," said Niu Li, an economist with the State Information Center affiliated to the NDRC.
