Georgia Sec. of State Brad Raffensperger said Wednesday that the state would conduct a hand recount in the 2020 presidential election.Raffensperger said a hand recount would help reassure voters of the integrity of the election. According to The Associated Press, Raffensperger says he wants the process to begin this week and expects the recount to be finished by Nov. 20.Under Georgia law, candidates are entitled to request a recount if the outcome percentage is within 0.5%. Biden currently holds a 0.28% lead in the state. Raffensperger says once the hand recount is finished, the losing candidate can then request a second machine hand recount.The presidential race between Donald Trump and Joe Biden in the state remains too close to call, though Biden holds a lead of more than 14,000 votes in the state with 99% of the vote count.Recounts typically only affect the outcome of about a few hundred votes. In a 2016 recount of the presidential election in Wisconsin — which went to Trump by a margin of about 20,000 votes — the outcome only shifted about 500 votes. A recount in Florida in 2000 did have an impact on the election, as it was the tipping-point state in the election and was decided by about 500 votes.Officials in Georgia have not reported any systematic issues with the vote that would indicate widespread issues in tallying.Even if the vote count were to flip in Georgia, Biden is projected to still have more than the required 270 electoral votes to claim the presidency. The Associated Press projects that Biden has picked up 290 electoral votes with Georgia still too close to call. 1616

GREEN BAY, Wisc. — A man was arrested for his seventh OWI after police say he threw stolen beer and meat out of his van with officers in pursuit. The Brown County Sheriff's Office received a call from a supermarket that Timothy Andrews, who was on their watch list for retail theft, was in the store. Authorities spotted Andrews inside a van in the parking lot and deputies say he claimed to have knives and gun when they approached him.Andrews refused to get out of the van, according to investigators, and sped away from the deputies, throwing stolen beer, meat and clothing out of the window during the high-speed chase. Authorities say the van lost control at least twice during the chase, as it weaved in and out of oncoming traffic on busy streets. "Pursuits are always a balance. You're always trying to balance public safety with the apprehension of the person. And in this case, this man was doing a lot of things," Brown County Sheriff's Capt. Dan Sandberg said. The van finally spun out of control and stopped on a residential street where the suspect was arrested. Andrews, 48, faces several charges in the case including 7th offense OWI, probation violation, obstructing an officer, shoplifting and retail theft.   1280

GUNNISON, Colo. – Linda Williams finds something beautiful in being disconnected.“We have not hooked up to the internet since we lived here," said Williams. "We’ve been here 30 years or so."She prefers connecting with the keys of her piano in her Gunnison, Colorado, home.The pandemic has forced her to connect with her students through the keys on her computer keyboard.“I love children. I love being around children," Williams said.A school district-issued internet hot-spot lets her teach virtually, but she wants the real thing.“We’re hoping for brick and mortar, as they say, because that’s the best way for learning," Williams said.Williams is a preschool special education teacher in the Gunnison Watershed School District, a rural school corporation with around 2,000 students.Geographically, the district reach is the second largest in Colorado."We are about the size of Rhode Island and Delaware combined," said Superintendent Leslie Nichols."The spread-out nature of our staff and our families have really brought internet access to the forefront of one of our biggest challenges," Dr. Nichols said.Dr. Nichols says most of the district is outside broadband and cellphone range. In the most rural parts, satellite internet is the only option.“It’s barely better than dial up," said Dr. Nichols.She says about 200 students have that problem.“It’s not like half my district is unable to access the internet, but those kids matter," Dr. Nichols said.The school year here will start in classrooms, but learning could go virtual.“All of those plans require good access to the internet," said Dr. Nichols.Last year, the district gave out close to 100 hotspots to students and staff dealing with connectivity issues at home. The hotspots run off cellphone service."I don't feel like it's the high school experience everyone else gets," said Gunnison High School Sophomore Nicholas Ferraro.Ferraro used a hot spot last school year when the pandemic forced learning online because his internet at home isn’t strong enough.“I’m not sure what the future is like, like if I'm going to go to school for the whole year next year," he said.Nationwide, a million school-aged children live in areas with limited access to the internet.“This country, in the 20th century, we electrified America and we got phone service to everyone in America. It’s past time that mentality with internet service it needs to happen," said Dr. Nichols.For those preparing to return to school, like teacher Linda Williams, the focus is on the connection in the classroom.“Learning and teaching is all about relationships that’s the foundation of it all. That’s one of the hard parts of online teaching," Williams said. 2700

  

HONG KONG (AP) — Walmart said Thursday it may join Microsoft to buy the U.S. business of TikTok, the popular Chinese-owned video app that has come under fire from the Trump administration.Microsoft did not immediately respond to a request for comment Thursday.TikTok, through its fun, goofy videos, has gained hundreds of millions of users globally.However, the U.S. is pushing its Chinese owner to sell the U.S. business if it wants to keep operating in the country.Walmart said in a statement that a partnership with Microsoft and TikTok could help it expand its advertising business and reach more shoppers. 618
