DENVER, Colo. – Living outside, having no place to rest your head, can take a toll.Having to worry about if you might get hassled or arrested for sleeping makes it even worse.“Frequently we see that through camping bans, through move along orders, or other ways that local law enforcement is able to enforce this type of policing on this community,” said Marisa Westbrook, a PhD student at the University of Colorado Denver.She published research on the human costs of criminalizing homelessness.“People are achieving very little sleep and only sleeping in short bursts and they’re particularly stressed about the potential encounters with law enforcement, not just the repercussions of actual encounters with law enforcement. People are then seeking out less visible areas and moving along towards areas were the maybe more vulnerable to assault or physical bodily threat,” Westbrook said.On one street in Denver, more than a dozen tents were lined up. No one wanted to talk or even be recorded on camera, but some told us they felt abandoned by the system and that they’d had bad interactions with the police.“Criminalizing homelessness, it generally means that police are arresting people who are sleeping outside or sitting outside or living outside for offenses that they have to commit because they have nowhere else to live,” said Nan Roman, the president of the National Alliance to End Homelessness.Roman says on any given night, there are more than half a million homeless people in the United States.There are not enough shelter beds in the U.S. to meet the homeless population, no matter where you are. From Los Angeles to North Carolina, North Dakota to Chicago, there is simply nowhere for the homeless to go.The National Law Center on Homelessness & Poverty has been tracking the laws that criminalize homelessness since 2006. The most recent data says 33% of those cities prohibit camping in public citywide, 18% prohibit sleeping, 47% ban lying down and 39% ban living in vehicles.“Criminalizing homelessness is not an effective strategy. It doesn’t solve the problem because you give someone a citation or you put them in jail overnight, but they leave the next day, they’re still homeless,” said Roman.So, what can be done?“The solutions that people need are long-term, stable, adequate housing,” said Westbrook.It might seem obvious, but many groups say building more affordable housing is the most effective way to end homelessness.According to the Coalition for the Homeless federal programs like Housing Choice Vouchers, also known as Section 8 housing, are the most cost-effective way to get people into homes.“Provide people who are eligible by income and need it with rental assistance so that the market could address the affordable housing shortage,” said Roman.And provide mental health services. Many mental health issues are exacerbated by homelessness.“Folks are sleeping less because of their anxiety, waking up in the middle of the night, sleeping short bursts so that they can move along or move camp to make sure they aren’t exposing themselves to interactions with law enforcement,” said Westbrook.Solutions can be complicated, expensive and not as simple as making arrests. 3223

(KGTV) — Life at the Del Mar Fairgrounds could look much different in the future, finding uses for more than horse racing and the county fair.Tuesday night will be the second of three community meetings, in which the fairgrounds will ask the community for input on what the future of the venue should look like.Del Mar Deputy Mayor Terry Gaasterland said the uses can fulfill several regional desires."We also have a responsibility for working with Solana Beach and San Diego and the entire region," Gaasterland said. "How does this fairgrounds meet not just the needs, but the wishes and the wants and the dreams of the San Diego region?"And things are already changing. The Surf Side Race Place is being transformed into an entertainment venue. KAABOO left Del Mar for downtown last year. This year, will be mark the end of fairgrounds gun show. And racing has seen a decline in revenue and attendance."Can the fairgrounds be a leader in doing the racing? Well, that's going to be a real challenge for the fairgrounds," Gaasterland said.Gaasterland would like to see affordable housing and hopes a planned rail stop at the fairgrounds would eliminate the need for parking.A fairgrounds spokesperson says once all three meetings are done feedback from the community will be compiled and presented to the board for consideration. 1353

Delta gained hurricane strength Monday evening, packing top winds of 80 MPH as of 11 p.m. ET as it churns in the Caribbean Sea, heading north. The rapidly-strengthening tropical storm currently in the Caribbean Sea is moving north, and could strike the Yucatan Peninsula of Mexico as a major hurricane on Wednesday.While the Yucatan Peninsula could be in the path of Delta, there is growing concern for the Gulf Coast. The National Hurricane Center has areas from Louisiana to the western tip of the Florida panhandle in the path of Delta. The tropical storm is expected to come ashore on Friday as a hurricane. Delta became the 25th named storm on Monday in what has been an extremely active 2020 Atlantic hurricane season.Louisiana has taken the brunt of the impact of the 2020 Hurricane season. Hurricanes Marco and Laura have already made landfall in the state, causing inland flooding and significant damage along the coast. Hurricane Sally also did significant damage nearby Gulf Shores, Alabama, when it made landfall in September.A second tropical storm, Gamma, is currently churning in the Gulf of Mexico. (KGTV) -- Leaders with SANDAG, North County Transit District, and the chair for California's Transportation Committee met Friday off 7th Street in Del Mar to get a closer look at their bluff stabilization 0 million project, now 20 years in the making. Additions include sea wall improvement and a drainage system that runs parallel to the train tracks.NCTD Executive Director Matt Tucker said "We feel really confident. It'll secure the bluffs to allow continued safe movement on the corridor and it'll give time for the exact project we want to pursue and gain, to allow funding for a permanent solution."Natural disasters like heavy rain are a big concern that would cause tracks and bluffs to crumble down. After countless collapses in the past, beachgoers like Chris Smith, are often worried.Smith told ABC 10News, "I feel comfortable but in the back of my mind you know something could always happen." He also said awareness by leaders is a plus but the tracks should be moved entirely. "With the impact to what the train is providing to the cliff, at some point there's gonna be a negative impact to it," Smith added.Leaders said the new additions will buy them about 30 years, to plan a more permanent solution which could involve moving tracks into a tunnel system.Phase 5 of the project is slated to begin next summer, while plans for phase 6, the final phase, is still in the works. 1419
