CHULA VISTA, Calif. (KGTV) -- When you ask Chula Vista City councilman Steve Padilla what he learned during 2020, he'll say it was to appreciate the little things in life. Things like valuing every moment and never take time for granted. ABC 10News caught up with Padilla as part of our Positively San Diego, A Season of Hope series. Padilla beat COVID-19 after spending weeks in the ICU, 11 days on a ventilator. Padilla says the love and support of the community has been overwhelming. After beating COVID-19 and weeks of recovery, Padilla got back to work as city councilman, while also campaigning for reelection. He won his reelection by a landslide. The councilman says he is incredibly thankful for the healthcare workers still battling this pandemic, especially the ones that saved his life. While he says he's looking forward to the new year and being able to hug people he hasn't hugged in months, he recognizes there is still so much work to be done before the pandemic is under control. 1008

CHULA VISTA, Calif. (KGTV) -- Hope, peace, unity and love are some of the simple words painted on rocks that Maria Gutierrez walked by each morning."I was thankful and I would look for more and more stones," Maria said.Maria just moved to the neighborhood and was surprised to learn who was behind those painted messages."One day I was walking my dogs and I saw Ava carrying a couple of stones and just quietly putting one down," Maria described.Ava is her neighbor, an 8-year-old doing her part in lifting others in difficult times."I’s because a lot of people aren’t happy right now. My mom and I were trying to make the people in our neighborhood happy," said Ava.I asked Ava what works like hope meant for her and she replied, "if someone doesn’t think they can do something, there’s hope they’ll make it."Her mom Cyndi said others neighbors have joined in their "rocks of hope" movement."We noticed other stones placed around the tree. It was cool because other people starting doing it as well," Cyndi said.Maria moved to Eastlake last month and said Ava's efforts showed how helpful and hopeful her neighborhood could be."It made me smile and I didn't really know anybody here. It just gave me a positive feeling inside.""Little acts like that can bring other people joy in so many different ways," said Cyndi. 1325

Children should be learning in classrooms.That was the message from Florida Gov. Ron DeSantis on Thursday, less than 24 hours after the Palm Beach County School Board reached a consensus to start the 2020-21 academic year with online-only classes."Educating our kids is absolutely essential," DeSantis said during a news conference at the Jacksonville Port Authority. "I have no doubt we can do this safely."Claiming that students across the state have suffered an "education gap" from online distance learning, he urged school districts to consider opening brick and mortar schools right away for the 2020-21 academic year."I want our kids to be able to minimize this education gap that I think has developed," DeSantis said. "In spite of good efforts with the online, it's just not the same. So I worry about that gap."The governor added he's concerned about the social impact that distance learning is having on children."There's something to be said for being in school, seeing people you know, growing up like a normal kid," DeSantis said.On Wednesday, the Palm Beach County School Board reached a consensus to start the 2020-21 academic year, which is slated to begin on Monday, Aug. 10, with online-only classes due to the ongoing threat of the coronavirus pandemic.A final vote will take place on July 15.DeSantis, whose three children are not old enough to attend kindergarten, said he would send them to elementary school if they were of age."I would not hesitate to put them in, in terms of the risk. Because the risk, fortunately for kids, is extremely, extremely low," DeSantis said.While the governor supports having children in classrooms, he did admit that exceptions should be made for students with significant health issues, and ultimately, the choice is up to parents."Different parents have different calculations. If a parent wants to opt for virtual education, they should absolutely be able to do that. We shouldn't be forcing them to do any kind of decisions," DeSantis said.Last week, the Florida Department of Education issued an order requiring public school districts to open brick and mortar schools five days a week.However, districts have flexibility with the format of the 2020-21 academic year based on the recommendations of local health officials.There are 232,718 confirmed cases of COVID-19 in Florida as of Thursday, an increase of 8,935 cases from the day before.In addition, the number of coronavirus-related deaths in Florida jumped to 4,009 on Thursday, a record increase of 120 deaths in just one day.WPTV's Matt Papaycik first reported this story. 2600

  

CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. The other two suspects got away.A Kroger spokesperson said they "are cooperating with the police who are investigating the matter." 1670

  

CHULA VISTA, Calif. (CNS) - The body of a woman who apparently had been shot to death was found Wednesday in a patch of shrubbery near the Otay River.A passer-by made the discovery in a field behind a Smart & Final store in the 3100 block of Main Street in Chula Vista about 6:30 a.m., according to police.Preliminary evidence at the scene -- notably, spent shell casings -- indicated that the woman, whose identity was not immediately available but police described her as a Hispanic woman in her 20's, was slain, Lt. John English said.The suspect's currently unknown and police did not have a possible description.Homicide detectives were called in to investigate.Anyone who may have witnessed the incident or has any information is asked to call San Diego County Crime Stoppers at 888-580-8477. 809
