SAN DIEGO (KGTV) -- Police in a standoff with a woman for nearly an hour before they say she tried to run over officers.It started with someone reporting a woman parked at a gas station and blaring music on Balboa Avenue in Clairemont.When officers arrived they asked her to turn down the music but she refused and at one point held up a piece of paper to her window that said no.After about 45 minutes, officers placed spike strips under her tires. That's when police say she tried to ram her way out, striking several police cars and running over the spike strips.She lost control, drove across lanes and jumped the median and spun out on Mt. Alifan Drive.Officers surrounded her car, smashed out the side window and dragged her out. During the scuffle to take her into custody, at least one officer suffered some minor cuts and bruises.Police say the woman will likely face assault with a deadly weapon charges. 922

SAN DIEGO (KGTV) -- Police are searching for a homeless man a Mission Valley father says tried dragging his daughter into bushes before she was able to escape.Chris Gilbert says his 11-year-old daughter went to check the mail Saturday around 2 p.m. on the 5900 block of Caminito Deporte when the incident happened.After walking across the street to check the mail, Gilbert says his daughter felt hands on her shoulders.RELATED: San Diego Homelessness Czar to go on leave to open Mormon temple"She thought it was me, sneaking up playing a game,” Gilbert said.Then, Gilbert says, the man grabbed the 11-year-old by the neck and started dragging her toward some bushes.“She told me he put his hands on her shoulders from behind and was holding her, turned around and kicked him in the shin, got loose and ran into the house and found me upstairs.”That’s when Gilbert ran downstairs to confront the homeless man, hitting him in the shoulder as a warning.RELATED: Oceanside residents demand solution to homelessness issue“I said, ‘you need to get out of here,’ then he started hitting me.”Gilbert’s daughter describes the man as six foot, two inches tall, between the ages of 40 to 45 with thick glasses. SAN DIEGO (KGTV) - One month after a scooter accident nearly killed his wife, a Chula Vista man says she's pulling through. Dean Riggott says he watched as his wife Karen fell off a Bird scooter, her head crashing into the pavement. "She hit the back of her head with such force and ferocity, that scooter threw her with such force, that she only hit the back of her head, and broke the bones all the way around the side of her face to the front of her eyes, above her eyes," said Dean.Doctors told Dean to expect the worse, that she would likely not survive the head trauma."I cry literally every morning, every morning."But Dean says his wife is a force of nature and is now defying the odds."She can open her eyes, and she can even smile if you let her know you're in the room, and you're here for her."Karen has some movement in her arms and legs but still cannot support herself. "Unfortunately the families who's lives have been damaged by these scooters, it's going to be a reminder and a remainder in their life for a long, long time," said Dean. While Dean's focus is on his wife's recovery, he can't help but warn others about the dangers of scooters."It's pretty simple. When people are dying, something is wrong."He's reached out to all nine city council members asking for help; so far only three have responded to his pleas for action against scooter companies. SAN DIEGO (KGTV) -- Nearly 140 pounds of liquid methamphetamine and two pounds of heroin were discovered inside a vehicle’s gas tank and spare tire at the Otay Mesa Port of Entry Monday, U.S. Customs and Border Protection says.According to the agency, the drugs were discovered after a detector dog alerted officers to the undercarriage of the vehicle around 4:30 a.m. Monday.Following the alert, officers guided the driver, a 52-year-old woman who is a citizen of Mexico and lawful U.S. resident, to a secure location for inspection.RELATED: Previously-deported sex offender arrested by Border Patrol in San DiegoThat’s when, according to CBP, officers found the drugs hidden inside the gas tank and spare tire.The driver was turned over to agents with Homeland Security Investigations while a 71-year-old female passenger was released.The narcotics are estimated to have a value of 5,000. 901

SAN DIEGO (KGTV) -- More businesses in San Diego County can reopen starting Friday as part of California’s phased reopening process.Under specific state and county health guidelines, the following businesses can open as of June 12:GymsHotelsBars and wineriesZoos/museumsDay campsCommunity swimming poolsMovie theaters/family entertainment centers (bowling alleys, batting cages, etc.)According to county officials, businesses will be required to complete a "Safe Reopening Plan" and share it with their employees and display it where customers and patrons can see it.Businesses will be expected to follow general public health guidelines, including the requirement of face coverings, increased sanitization/cleanings, and protocols for social distancing.GymsWhen it comes to gyms and fitness facilities, the state recommends employees and patrons undergo temperature checks upon arrival. All guests and workers will be required to wear face coverings.A limited number of people will be allowed inside facilities, machines will be staggered to keep guests physically distanced, and all equipment will also be frequently sanitized.Bars/wineriesAt bars and wineries, face coverings are required, and customers will be seated six feet away from one another or have a plexiglass divider between them.
