A Kansas City man was arrested after he allegedly assaulted three people outside a Platte County motel and shot a service dog who tried to intervene in the attack. According to a probable cause statement, Mardrecuis D. Williams, 25, got into a fight with a person on Feb. 26 at a Motel 6. Both Williams and the other person were asked to leave the motel and not return. After being asked to leave, Williams returned twice overnight and knocked on the victims’ door, saying that he would kill them, according to the report. The next day, as the three victims were checking out and walking toward their vehicle, Williams and another suspect allegedly came out from behind a dumpster and began attacking them. At one point, Lolly, a 3-year-old Border Collie, attacked Williams, and he allegedly shot the service dog, the report said. Lolly was taken to an area animal hospital, where she had surgery to repair the gunshot wound to her left side and a ruptured spleen. Her intestines had fallen out due to the impact of the bullet, which veterinary staff also repaired. In addition, she had a three-inch laceration to her rear leg. The female victim told police that she suffers from a condition that causes joint pain, dizziness and panic attacks. A controversial bill that would force clergy members to report some confessions will come to a vote next week.The proposed bill would not apply to all confessions between a member of the clergy and their congregation. It would only cover suspected cases of possible child abuse or neglect.If the bill gets approved, then members of the church would be classified as mandated reporters for the first time in history. Clergy members, like priests, who do not comply with the law, should it pass, could face possible prosecution.Critics of the proposed bill say priests in the Roman Catholic Church could be excommunicated if forced to reveal confessions.The bill was recently approved in the Senate Public Safety Committee in a unanimous five to zero vote.The next hearing is set for Aprill 22. 804

The Phoenix Police Department released video Wednesday of a frightening moment involving a red-light runner and a family crossing the street with a stroller.Police say the incident happened near 53rd Avenue and Indian School Road on October 14, around 10 p.m. Watch video of the incident in the player above.The family says Ulysses Betancourt, his wife Gabrielle and 1-year-old son Damian were on the way to the grocery store after riding the bus. Police say the driver who ran the red-light, 28-year-old Ernesto Otanez Oveso, was driving under the influence at the time. The driver with the right-of-way in the crash was injured, but the injuries were not life-threatening.After the crash, police say Oveso fled the scene along with a female passenger. Oveso allegedly told a witness that was following him to get away, and stabbed the car door of the witness. "He could've taken people's family members away, innocent people. Why would you do such a thing?" said Ulysses's sister, Abby Betancourt. "I'm so glad I'm going to see my brother. I love him and my sister-in-law." WASHINGTON, D.C. – Could foreign parts in voting machines be putting the U.S. election at risk for hacking? It’s a question that lawmakers have been exploring as they seek answers from top bosses at three major voting manufacturers. Tom Burt, the President and CEO OF Election Systems & Software, appeared confident as he testified before the House Administration Committee last week. “We’ve seen no evidence that our voting systems have been tampered with in any way,” said Burt. The companies that make vote tabulation systems say they welcome federal oversight of election infrastructure and need help securing their supply chains, especially for voting machine parts made in foreign countries. “Several of those components, to our knowledge, there is no option for manufacturing those in the United States,” explained Dominion Voting Systems CEO John Poulos. Cyber and national security experts say antiquated and paperless voting machines pose the most significant risk to the U.S.’s election infrastructure. Matt Blaze, a Professor of Law & Computer Science at Georgetown University, testified before the committee that even the scanners that record paper ballot selections can be tampered with. “It’s simply beyond the state of the art to build software systems that can reliably withstand targeted attack by a determined adversary,” said Blaze. In the wake of Russian meddling in the 2016 election, congress is pumping nearly a billion dollars into making voting machines safer.“We're definitely in a much better position today than we were at the end of 2016,” said Liz Howard, an attorney with the nonprofit, nonpartisan Brenan Center for Justice in Washington. She also testified at last week’s hearing. “So, no machine is 100 percent secure. Election officials’ goal is to make the most resilient election system that they possibly can,” said Howard. Some are calling for regular election audits, more resources for state voting officials and the phasing out of all paperless voting machines. The Brennan Center estimates only about half of the states that used paperless voting machines in 2016 will continue to use them in 2020.
