SANTEE, Calif. (CNS) - Gov. Gavin Newsom signed into law a bill authored by Sen. Brian Jones, R-Santee, which extends immunity from liability for local governments that operate skate parks, the lawmaker announced Tuesday.Senate Bill 1003 follows a similar bill Jones wrote in 2015 while he was a member of the Assembly that provided a four-year immunity window for municipally operated skate parks. SB 1003 makes that immunity permanent."Senate Bill 1003 grants much-needed immunity from liability for communities that operate skate parks," Jones said. "Local skateboarders and sport riders get a safer place than the streets to carve, do McTwists or ollies, and taxpayers are not going to be liable for the occasional mishap that is inherent to all active sports."SB 1003 was sponsored by the County of San Diego, and as an urgency measure, goes into effect immediately.The bill was co-authored by Sens. SAN FRANCISCO, Calif. -- Police in San Francisco made a horrifying discovery after a man was reported missing.According to KRON, police found the remains of a headless torso in a fish tank inside a San Francisco home.Neighbors hadn’t seen the homeowner in months and police were called to the home in July to do a wellness check, but men inside the home said the homeowner was simply on vacation.After returning to the house, police found the remains they say were so badly decomposed, they couldn't tell whether the victim was a man or a woman. One man was arrested in the case, but charges have yet to be filed. 626

SANTEE. Calif. (KGTV) - Two dogs have died after a fire broke out in an East County home.The fire broke out at a home on Big Rock Road and Rancho Fanita Drive just before 2 p.m. Wednesday. The fire started in the home's kitchen, according to Santee Fire Department crews.Neighbors said they first saw smoke and though the fire was in a large field behind the home, before realizing it was in a corner of the house.One neighbor reportedly ran over and called the home's owner, who was not home but told the neighbor her dogs were inside. The neighbor broke a window out and tried to get into the home to save the dogs but was pushed back because of the thick smoke.Santee Fire arrived and broke into the back of the home to put out the blaze. Crews found the dogs and performed CPR and gave them oxygen but they had already died.Crews said the neighbor was right not to enter the home if the smoke was as bad as described. The cause of the fire is under investigation.The owner of the home reportedly lives there with her daughter and son-in-law. 1073
