Starting October 1, 2020, U.S. residents will need a REAL ID to fly domestically or enter secure federal facilities and military bases. The new ID is the result of the 9/11 Commission's recommendation to establish standards for identity verification and security features. In California, a gold bear and star indicates REAL ID compliance. The DMV is also reminding residents about requirements to obtain a REAL ID. SAN DIEGO (KGTV) -- The California Highway Patrol is investigating after a body was found on Interstate 5 near Camp Pendleton Thursday afternoon.According to CHP, the body of a 51-year-old man was found on the exit ramp from I-5 north to Christianitos Road.Once officers arrived, they found the San Clemente man out of view in the brush next to the road.The San Diego County Medical Examiner responded to the scene and is trying to determine the cause of death. SAN DIEGO (KGTV) -- The County has announced 61 sites where you can easily drop off your mail ballot ahead of the March 3 primary. According to County News Center, those who wait to drop off their ballot past Tuesday, February 25 may want to drop it off at one of the county sites before Election Day. The drop-off sites will be open during each location’s business hours from Monday, February 24 through Election Day Tuesday, March 3. “More than 1.3 million San Diego County voters have chosen the convenience of mail ballots and that number continues to rise,” said Registrar Michael Vu. “The early drop-off sites provide a great service for voters. They help with the timely return of mail ballots and decrease the high volume of voters dropping off mail ballots at polling places on Election Day.”The sites are located at 61 libraries throughout the county. Click here for a list of locations. The county warns that the sites are not for early voting, but for mail ballots only. Voters can also drop off their mail ballot or vote in person at the Registrar of Voters located at 5600 Overland Avenue. The office is open 8 a.m. through 5 p.m. Monday through Friday. SAN DIEGO (KGTV) - Surveillance cameras caught two people in a truck turning an alley in El Cerrito into a dumping ground.Just off Dayton Street is one unsightly mess. Maurizio Rios, who lives near the alley, can barely look at it."Feels terrible. It's actually disgusting," said Rios.Right next to a new home construction are two barbecues, two chairs, and parts of a several different tables. "The image is not a good image. It's trash. It's a dump," said Rios.The men who sullied that image were likely not aware that Rios' surveillance cameras were watching.Monday afternoon, just before 3:30 p.m., a pickup truck loaded with stuff was seen driving down Dayton Street and turning into an alley. From several other cameras, the truck is seen driving through the alley, before it finally stops. Two people then get out and begin unloading. More than four minutes later, the truck drives off."It's unbelievable. Why don't they just take it to the dump?" said Rios.Rios filed a police report and delivered a big clue: a clear image of the front license plate. SAN DIEGO (KGTV) - Students distracted and bitten in class at Madison Senior High in Clairemont are hoping for some help to make the mosquitoes go away.The west side of campus, against Doliva Dr., is where people told 10News they were bitten. The same area houses special needs classes. 10News was sent two pictures, one of a student, with special needs, whose calf was bitten by a mosquito, and another of a dead mosquito. It appears to be black with white spots or stripes."It was really bad and it was burning and everything," Junior Arryonna said. She was bitten in art class Thursday."I feel like my ankle starts itching so I'm like what's on my ankle, so I look and I got two bumps on the side of my ankle," she said reaching down to scratch. She said she's allergic, making the bites that much worse.The school district says the first report of a mosquito bite came mid-September, around the first time Aryonna said she was bit. Pest Control came out twice and deployed an organic compound in the drain to kill mosquito larvae. The County was scheduled to come out next week, but after 10News called, they showed up Friday afternoon, according to the district. 1176
