BEIJING, Sept. 4 (Xinhua) -- China's State Council, or the Cabinet, has ordered government agencies to take immediate actions to rectify the financial abuses exposed by the National Audit Office (NAO) in late August.     All units that misused funds were required to report their rectification results to the State Council before Oct. 31, according to an executive meeting of the Cabinet Thursday, which was presided over by Premier Wen Jiabao.     The NAO found 29.38 billion yuan (4.32 billion U.S. dollars) worth of "problematic" expenditures after auditing the 2007 state budget spending of 53 ministerial-level departments and 368 of their affiliates.     It also found 258 million yuan of disaster relief funds were embezzled and used for administrative expenses or government construction projects.     The meeting decided that more central agencies shall make public their budgets. Eleven of them did this last year.     The Cabinet also reviewed a draft ordinance complementary for the enforcement of the Labor Contract Law, and decided that further revision has to be done before it could be enacted.     The Labor Contract Law took effect on Jan. 1 and has raised concern in China's corporate world because of its enhanced protection of laborers' rights.

Residents in quake-hit Yingxiu Township are now reconstructing their hometown    The reconstruction of buildings should take local advice into account, and be based on governmental subsidies, social support and local resources.     All the measures were aimed to let quake-hit people live in "safe and comfortable houses as soon as possible", said the guidelines.     Resources should be optimized to upgrade quake resistance standards and improve the quality of construction, the guidelines said.     Priority should be given to the reconstruction of public facilities, including schools and hospitals, and these buildings should be the "safest, most solid and trustworthy".     The guidelines required high schools and vocational schools be located in county seats, middle school in townships while primary school sites be relatively concentrated.     The guidelines also underscored the importance of protecting the ethnic and cultural relics affected by the major quake.     Earthquake sites and memorial halls would be erected, and the reconstruction of government buildings should be "frugal" and "practical."     The restoration of infrastructure should be adjusted to local conditions and planning, the guidelines added.

BEIJING, Oct. 12 (Xinhua) -- China's ruling Communist Party said on Sunday that it would strive to double the per-capita disposable income of rural residents by 2020 from the 2008 level.     The goal was part of the decision made at the close of the third Plenary Session of the 17th Communist Party of China (CPC) Central Committee, which focused on issues concerning rural reform and development. Hu Jintao, general secretary of the CPC Central Committee, delivered a work report at the four-day plenum, held from Oct. 9 to 12 in Beijing.     The government would also boost consumption of rural residents by a big margin and basically eliminate absolute poverty in rural areas by 2020, according to a communique issued on the plenum's conclusion. A rise of at least 6 percent was expected for 2008, according to a government report in March.     The rural population mired in absolute poverty was reduced to 15 million last year, down from 250 million in 1978.     Targets set at the plenum for rural reform and development till 2020 also included "improving the system of economic growth in the countryside and establishing a mechanism to integrate urban and rural areas in terms of economic growth and social development".     "The modernization of agriculture will advance with major progress, and agricultural productivity will be elevated to a higher level, with national grain security and product supplies guaranteed," said the communique.     The Central Committee also agreed a goal to improve grassroots democracy in the countryside, and vowed to guarantee equal public services in rural areas, such as education opportunities for all rural residents and better medical services and subsistence support.     The communique said there were several "musts" which should be followed:     -- strengthening the position of agriculture as the foundation of the national economy and putting the food security of 1.3 billion people as the top priority.     -- protecting farmers' rights and ensuring the aim and outcome of all the work of the Party and the state is to realize, safeguard and expand the fundamental interests of the majority of the farmers.     -- unremittingly liberating and developing the productive forces in rural areas and make reform and innovation as the fundamental driving force for the development of the rural regions.     -- taking into overall consideration the development of both urban and rural regions.     -- upholding the Party's role as the leadership in the development of the rural areas.     The communique outlined the plan for advancing rural reform and development in the next few years, giving priority to reform and innovation, developing modern agriculture, boosting the capacity of agricultural production, and developing public utilities in rural regions.     About the land policy, the communique said it was necessary to maintain and improve the basic system for rural operations and improve the strict management system of land in rural regions.     It was also necessary to set up a modern financial system in rural areas and establish a system which would help integrate economic and social development in urban and rural areas.     In addition, the communique said it was imperative to enhance standardization of agricultural products and strengthen work on improving quality of agricultural products.     "We should strictly conduct supervision in the entire production process and carry out supervisory duty to ensure quality of the products. We should never allow unqualified products to enter the market," it said.     A total of 202 full members and 166 alternate members of the Committee attended the plenum, according to the communique.     Members of standing committee of the CPC central committee for discipline inspection and top officials of the relevant departments were also present at the session, the communique said.     The plenum had also gathered delegates to the 17th CPC National Congress who had been working on agriculture and rural development at grassroots levels, and experts and scholars on agriculture, rural areas and farmers.     This meeting was significant because it was the third Plenary Session of the 11th CPC Central Committee 30 years ago that pushed the country on to the road of its historic reform and opening-up drive.

  

BEIJING, April 13 (Xinhua) -- Chinese companies will no longer need the central bank's approval when issuing short-term bonds on the inter-bank market amidst government efforts to boost direct financing and reduce bank loan risks.     The People's Bank of China (PBOC) announced non-financial companies could issue bonds with maturities of less than one year on the inter-bank market without its approval from April 15.     Instead, they would only need to register at the National Association of Financial Market Institutional Investors set up in September, the PBOC said in a statement issued late on Saturday.     It said other negotiable notes "with a certain maturity" issued by non-financial companies on the inter-bank bond market wouldn't need administrative examination and approval, either. Nor would future innovative financing tools on the market.     China has vowed to develop its capital market and broaden direct financing channels to curb enterprises' heavy reliance on bank credit.     "China's financial structure has long been unbalanced, with its direct financing underdeveloped," said the statement. "Enterprises rely on bank loans too much, bringing them fairly large hidden risks."     To boost innovation in debt offering and raise the share of direct financing could mobilize the transfer of deposits to investment and decrease credit risks of the banking system, it said.     China allowed companies to offer short-term bonds to qualified institutional investors on the inter-bank market in May 2005.     From then to the end of 2007, 316 companies issued 769.3 billion yuan (about 109.9 billion U.S. dollars) of short-term bonds, with 320.3 billion yuan of outstanding debts, statistics showed.     In comparison, short-term loans to non-financial companies and other institutions surged 1.25 trillion yuan in 2007, while middle- and long-term loans jumped 1.65 trillion yuan.

  

TOKYO, May 7 (Xinhua) -- Chinese President Hu Jintao and Japanese Prime Minister Yasuo Fukuda signed here Wednesday a six-point Sino-Japanese joint statement on all-round promotion of their strategic and mutually beneficial relations.     BILATERAL RELATIONS     Both sides agree that the Sino-Japanese relationship is one of the most important bilateral ties for both countries. China and Japan have great influence and shoulder solemn responsibilities for peace, stability and development in the Asia-Pacific region and the world at large.     Long-term peaceful and friendly cooperation is the only choice of the two countries. Both sides are dedicated to promoting a strategic and mutually beneficial relationship in an all-round way to realize the lofty goal of peaceful coexistence, friendship from generation to generation, mutually beneficial cooperation and common development. China values Japan's status and role in the United Nations and is willing to see Japan play a bigger and more constructive role in international affairs.     ISSUE OF TAIWAN     Japan reiterates adherence to its stance declared in the Japanese-Sino Joint Statement on the Taiwan issue.     ALL-AROUND COOPERATION     Both sides agree to a mechanism for high-level regular visits between leaders of the two nations, strengthen communication and dialogue between the governments, parliaments and political parties of the two countries, enhance exchange of views on bilateral ties, domestic and foreign policies, and the world situation. The two sides will also increase the exchange of high-level visits in the security sector to promote mutual understanding and trust.     The two sides pledge to expand the exchanges of media, sister cities, sports and civilian groups between the two countries, and consistently promote exchanges of youngsters in a bid to enhance mutual understanding between the two peoples.     Both sides decide to strengthen mutually beneficial cooperation in various fields, including energy, environment, trade, investment, information and communication technology, finance, food and product safety, protection of intellectual property rightand business environment.     They are also keen on the development of bilateral cooperation in farming, forestry, fishery, transportation, tourism, water resources, medical care and others sectors.     Japan and China will make an effective use of the summit economic talks between the two countries proceeding from a strategic perspective.     The two nations also pledge to work together and make the East China Sea a sea of peace, cooperation and friendship.     The two sides agree that China and Japan, as two important countries in the Asia-Pacific region, will keep close communication over regional affairs and strengthen coordination and cooperation.     The two sides decide to jointly safeguard peace and stability in Northeast Asia and facilitate the process of six party-talks.     The two sides agree that the normalization of relations between Japan and the Democratic People's Republic of Korea is of great significance for peace and stability in Northeast Asia. China welcomes and supports the two countries efforts to resolve relevant issues and realize normalization of their bilateral ties.     The two sides agree to promote regional cooperation in East Asia and contribute to building a peaceful, prosperous, stable and open Asia in line with the principle of opening-up, transparency and tolerance.     Noting that they bear greater responsibilities for world peace and development in the 21st century, the two countries are ready to enhance coordination over important international issues in a joint effort to build a world of lasting peace and common prosperity.     The two sides decide to cooperate in coping with climate change after 2012 within the framework of the United Nations Framework Convention on Climate Change and in line with the principle of "common but differentiated responsibilities and respective capabilities" and the Bali Roadmap.
