BEIJING, Dec. 10 (Xinhuanet) -- Provincial level officials and ministers will be held more fiscally responsible under an expanded auditing system, the country's top auditor said on Thursday."The regulation will be significant in supervising officials' power use and corruption prevention," Liu Jiayi, head of the National Audit Office, was quoted as saying in an interview posted on the office's website.Under the regulation, released by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, leaders of public institutions and State-owned enterprises will also be audited.China introduced the first such regulation in 1999, but it only included measures to audit financial records of county-level and below Party and government officials.The audit target was extended to provincial governors and ministers in 2000 on a trial basis and to heads of provincial government departments in 2005.Chinese auditors have uncovered more than 68.4 billion yuan (.2 billion) in illegal use of funds during nationwide audits of some 410,000 Party and government officials and bosses of State-owned enterprises since 1998, according to Liu.During the audit of provincial governors and ministers, their implementation of economic policies, handling of income and expenses, key fund management and project construction will be examined."They have power and control many resources, and how they fulfill their economic accountability will impact local economic and social development," he said.More importantly, the audit can be carried out frequently, so illegal activities can be cleared up before they spread, he said.Liu also said the audit will be made during an official's tenure to solve any problems that exist.Results of the audit will be recorded in an official's file and it will be an important factor in performance assessments, promotions or removal, and rewards or punishments.The audit group will consist of officials from local discipline inspection commissions and sectors including audit, supervision, organization, human resources and State asset supervision and management."It's a big step in cracking down on corruption. And the regulation will deter officials who want to abuse their power," said Liu Xutao, a professor at the Beijing-based Chinese Academy of Governance.

BEIJING, Jan. 19 (Xinhua) -- Seven Chinese cities and provinces, including the national capital Beijing, will take local officials' water conservation efforts into account when assessing their work performance s in a bid to enhance the enforcement of water management measures.The Ministry of Water Resources has selected seven pilot areas nationwide and asked them to set warning lines for the quantity of water consumption, efficiency of water use and water pollution levels, Bi Xiaogang, spokesman of the Beijing Water Authority, told Xinhua on the sideline of the ongoing annual session of the Beijing Municipal People's Congress, the local legislative body."The officials will be held accountable if they fail to keep any of the three indexes under the warning line, and their annual work performance assessments will also be affected," Bi said.The measures might be included in this year's No. 1 central document, or the first document issued by the central committee of the Communist Party of China and the State Council every year, he said."It was highly feasible to introduce strict indexes in water management, and associate it with officials' work performance assessments, as it could put an end to sluggish enforcement of regulations," said Zhu Jianyue, a member of the municipal people' s congress.The municipal government would begin formulating the specific criteria of the warning lines in March, and the regulation was expected to be enacted by June, Bi said.He speculated that in the future, the government would draw lessons from its experience on fulfilling the five-year energy-saving and emission reduction goal to manage the country's water resources.In that way, the central government would set water conservation targets for municipalities and provinces, which would subdivide their targets to lower levels of governments, he said, adding whether the local government could meet their targets would be seen as a gauge of their performance evaluation.By then end of 2011, China had basically fulfilled its goals of reducing energy consumption per unit of gross domestic product (GDP) by around 20 percent and reducing total pollutant emissions by 10 percent from 2005 levels.In China, the per capita amount of water resources is merely one-quarter of the world's average, while the water consumption per 10,000 yuan (about 1,519 U.S. dollars) of GDP is about a dozen times that of developed countries."

BEIJING, Dec. 23 (Xinhua) -- China will carry out the House Sale Price Statistical Scheme in 2011, after soliciting opinions via the internet earlier this year, said Ma Jiantang, head of the National Bureau of Statistics (NBS) on Thursday.Ma made the remarks at a national statistics work conference, saying the bureau had accepted suggestions from various departments and experts and would work steadily reform the method of calculating the country's house sale prices in 2011."We'll further work with real estate departments, make full use of their network data, and check the authenticity of the data to further push forward the statistical scheme reform," Ma said.The NBS was committed to improve the scheme at the beginning of the year. It released the draft plan on September 25, which said prices, floor areas, and sales of newly-constructed houses in 35 major cities would be based upon data from local real estate departments, instead of independent research.Ma said that the bureau is working on 4 key systems, including building a database for basic surveyed units, one set of standards for surveyed enterprises, data collecting and processing software systems, and direct reporting network systems."The four systems are aimed to guarantee the authenticity, integrity and timeliness of the data," he said.By 2012, above-scale enterprises, above-norm wholesale and retail accommodations and catering businesses, construction enterprises, and real estate enterprises will be able to submit their data directly to a national data center, said the NBS.Also, about 550 cities across the country will use personal digital assistants (PDA) to collect data for the consumer price index (CPI), a major gauge of inflation, as well as farm produce prices, by the end of 2012, the NBS said. 

  

  

BEIJING, Dec. 27 (Xinhua) -- More people enduring poor living conditions have been covered by China's social security system, according to the country's Ministry of Civil Affairs.Various figures disclosed during a national working conference held Monday by the Ministry in Beijing showed that as of November, about 75 million people had been provided with minimum living allowances, an increase of 5.4 percent from the same period of last year.In terms of medical services, 8.58 billion yuan (about 1.3 billion U.S. dollar) were spent in to aid nearly 60 million people in need in the first nine months of the year, up 28 percent than the same period last year.In addition, over one million vagrants and beggars with no means of support in cities had been receiving help as of December 2010.Also, the Ministry has set up aid centers for homeless juveniles in 40 counties and cities with 30 million yuan of the proceeds from the welfare lottery.
