SAN DIEGO (KGTV) -- Saturday was a picturesque day in San Diego with many people enjoying outdoor dining, but the opportunity is slipping away due to Governor Gavin Newsom’s new stay-at-home orders.“We have a really close community of workers here, and to see it shut down again is really sad,” Abby Pekary said.Pekary has been welcoming guests into Little Italy’s Nonna for more than two years. By Monday, she could be out of a job due to Newsom’s new orders.Pekary is a full-time student at San Diego State University, hostessing to save up to eventually move out of her parent’s house.Her latest obstacle from the state is Newsom’s regional shutdown order, limiting restaurants to takeout or delivery only. The order also forces bars and wineries to close amid COVID-19.“I had a couple people who during the first shutdown they actually moved back to Bay Area because they were living here and just because they were out of a job they had to live with their families,” Pekary added.Unlike the first shutdown in March of 2020, there is no federal stimulus to cushion the fall. Restaurants and employees are left to fend for themselves under the new order. “Of course we're still open for takeout, so if you want to do that, that's always an option for ya.”Restaurants say there likely aren’t enough takers to keep jobs, or at least hours, from being cut. 1364

SAN DIEGO (KGTV) -- Sixteen Marines were arrested Thursday morning for their alleged involvement in various illegal activities ranging from human smuggling to drug-related offenses, according to U.S. Marine Corps officials.The unidentified Marines did not serve in support of the Southwest Border Support mission, USMC officials said."Information gained from a previous human smuggling investigation precipitated the arrests," said Maj. Kendra Motz, 1st Marine Division Communication Strategy Operations Director.An additional eight Marines were taken aside to be questioned on their involvement in alleged drug offenses unrelated to Thursday’s arrests, Motz said.RELATED: 2 Camp Pendleton-based Marines accused of smuggling undocumented immigrantsThose arrested were taken into custody during a Battalion formation with 800 people at Camp Pendleton. 1st Marine Division worked alongside the Naval Criminal Investigative Service, officials said.10News learned the Marines that were arrested have not been charged at this point in the investigation.Thursday's arrests were related to a smuggling investigation earlier this month. Border Patrol agents arrested Lance Cpls. Byron Darnell Law II and David Javier Salazar-Quintero on July 3 near the Tecate Port of Entry, according to a federal complaint.Both men are charged with smuggling “for the purpose of commercial advantage or private financial gain,” the complaint said.In the complaint, agents reported seeing three undocumented immigrants getting into the pair’s vehicle on Interstate 8 on the morning of July 3. The vehicle was pulled over a short time later and all five occupants were arrested.The immigrants, according to the complaint, told agents that they paid ,000 to have Law and Salazar-Quintero take them north. 1789

SAN DIEGO (KGTV) - Starting Monday, San Diego County residents will be able to cast their ballots early for the Nov. 3 election.The San Diego County Registrar of Voters office in Kearny Mesa, located at 5600 Overland Ave., will be open from 8 a.m.-5 p.m. to allow San Diegans to vote early.Due to coronavirus-related health and safety restrictions, voters must wear a mask and practice social distancing. SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan.
