China's Labour and Social Security Minister Tian Chengping urged the country to accelerate legislation over social insurance on Saturday.Addressing a national social security forum in Beijing, he said the country's social security work still lacks laws or high-level laws to go by.Gao Fengtao, deputy director of the legislative office of the State Council, said at the forum that the social insurance law is being drafted and will be submitted to the National People's Congress (NPC) for deliberation as soon as possible.A senior NPC official said earlier the NPC Standing Committee will deliberate the draft of social insurance law this year, noting a sound social insurance law is important to ensuing social stability.

SHANGHAI: Thirty intellectually disabled teenagers and volunteers from 18 nations and regions shared their friendship, joy and ideas at a forum held on Friday to fight stereotypes and spread the message of the Special Olympics.The 2007 Global Youth Summit, in conjunction with the ongoing Special Olympics World Summer Games in Shanghai, offered young people an opportunity to talk openly about their needs and expectations and seek ways to reverse stereotyped attitudes about those who are mentally disadvantaged .The 30 pairs of students each had a Special Olympics athlete accompanied by a peer from a middle school or college. The event also brought together adult celebrities from China and abroad to lend their support.At yesterday's summit, Piao Roubing, 17, an athlete from Northeast China, recalled her friendship with her partner, Zhao Xiaoyue, who now studies at a Shanghai university. After meeting at a community forum five years ago, the two have been in contact to share both their happiness and troubles."I was surprised when I received a short message from her one day to consult me about her pains in growing up," said the 19-year-old Zhao. "I feel I am very important to her and she encourages me to have the power and determination to change lives."Compared with many others, people with intellectual disabilities are more sincere and pure, Zhao said. "She once misunderstood my friendly roughhousing with other girls and offered to help me, which made me very impressed."Asked to describe her companion, Piao said the older girl was respectful, lovely and optimistic."She is a great sister," Piao said.The summit yesterday included a moving moment when Piao, with her eyes covered, was asked to identify Zhao among a group of individuals -- including movie star Colin Farrell -- by only feeling their hands.With little difficulty the girl recognized her friend's hand. "It's hard to describe very clearly, but the feeling (of her hand) is different."Participants at the summit also took part in interactive games, noting that the Special Olympics provides young people the opportunity to make an immediate difference in the lives of people with intellectual disabilities."I find friendship with my partner in basketball," said Serbian athlete Darko Boskovic.Global Youth Summits are held in conjunction with the Special Olympics World Games every two years. A pair of young giant pandas will soon call Adelaide Zoo in South Australia home.The couple will be the first pandas to settle down in the southern hemisphere - the last time the endangered species were seen was nearly two decades ago during a visit to the Australasian region .President Hu Jintao and Australian Prime Minister John Howard signed an agreement yesterday formalizing the 10-year loan in Sydney.Hu said the move is a friendly gesture and the pandas will become a symbol of friendship.Australian Foreign Minister Alexander Downer said after the signing ceremony that he played a key role in working with the Chinese to borrow the pandas as part of a global survival program."I love animals and I think the giant panda is one of the truly great animals of the world," said Downer.A native of Adelaide, Downer was excited that China agreed to send the pandas to the zoo where his grandfather was once the chief.It is hoped that the two-year-old male "Wang Wang", or "Net" and one-year-old "Funi", or "Lucky Girl", will breed when they reach sexual maturity.The two pandas are from the Wolong Nature Reserve in Sichuan Province and they were named by the public earlier this year, said Zhang Guiquan, a director at the reserve.Chris West, CEO of the Royal Zoological Society of South Australia, said that the pair's presence in Australia will signify international collaboration to secure a future for wildlife."We will send our staff to Wolong to receive training," West said. Ltd (formerly known as Zhangzhuang coalmine) in Xintai City, about 150 kilometers south of Jinan, Shandong's capital.A total of 756 miners were working underground at the time of the flooding and 584 managed to escape after the accident, Xu Qinyu, general manager of the company said on Saturday morning.Downpours hit the area Friday with a precipitation of 205 millimeters, triggering flash flood and a 50-meter breach of a levee of the Wen river in the region.Floodwater from the Wen river swamped the coal mine via an old shaft. A 100-millimeter rainfall Saturday night worsened the flooding situation. BEIJING -- The Standing Committee of the National People's Congress (NPC), the top legislature, approved on Thursday the nomination of procurators of all 31 provinces, municipalities and autonomous regions in the Chinese mainland.The approval was made at the 32nd meeting of the Tenth NPC Standing Committee, upon the proposal of Jia Chunwang, procurator-general of the Supreme People's Procuratorate.At the meeting, the NPC Standing Committee examined and approved the nomination of these candidates, who had been elected at provincial legislative sessions in January.The procurators are 53.9 years of age on the average, including 22 aged under 55. And 21 of them have been elected deputies to the 11th NPC.The 11th NPC will start its first annual session in Beijing on March 5.
