SAN DIEGO (KGTV) -- When a car breaks down or a housing voucher falls just short, San Diegans can slip through existing safety nets and into homelessness. Supervisor Nathan Fletcher and members of the Regional Task Force on the Homeless announced a proposal Monday to address those shortfalls in traditional housing assistance through what’s called a “flex pool.”Based on models used in cities like Los Angeles and Chicago, the Flexible Funds for Housing Program would combine government and private funds, with fewer restrictions on who qualifies and how the money is used. SAN DIEGO (KGTV) — With San Diego County schools doing distance learning this fall, many parents worry their kids will miss out on important social interactions with peers.In fact, it was the number one concern cited by parents in a series of national surveys conducted earlier in the pandemic.Research on past pandemics shows quarantines can have a lasting impact on both children and adults.The American Psychological Association says “having limited access to peers and classmates can affect children’s emotional well-being, which can in turn affect their educational performance, learning and development.”“As humans, we all need that social interaction,” said UC San Diego associate professor Alison Wishard Guera. “What is does for your development I think is really different across the age ranges.”Wishard Guera said kids roughly 8 years and younger need to learn how to interact with others.“The opportunity to have conflicts. To learn how to resolve conflicts. To learn how to share materials. To learn how to coordinate their body in a classroom space with other people. They're going to be missing out on that,” she said.When children reach adolescence, around 10 or 11 years old, they start to lean on their friends for their identity, she said. With kids feeling more isolated from friends, “we’ve seen a big spike in depression and mental health challenges,” she said.In its push to reopen schools, the Centers for Disease Control and Prevention cited research on past pandemics that found kids who were quarantined had post-traumatic stress scores that were four times higher than those who were not quarantined.And there’s some research suggesting the effects can linger. After the SARS outbreak of 2003, quarantines were associated with higher rates of PTSD and alcohol abuse in adults, even three years after the individuals were quarantined.Experts say you should be on the lookout for signs your child is struggling with emotions they can’t express: increased anger, irritability, withdrawal, clinginess or changes in sleep and appetite.Dr. James Rivet, an educational consultant with San Diego Kids First, said one of the best ways to help your child cope is to establish a predictable routine.“We're going to start waking up at a certain time, and we're going to start getting ready at a certain time and we've got to start eating right,” he said. “Students thrive on routine and structure.”Part of that routine should include a schedule with fun things for kids to look forward to, like a game night.Experts say you should set aside time regularly for kids to connect with family members and friends by video, phone or handwritten letters.And make sure to spend time outside, to ensure children get regular exercise. 2748

SAN DIEGO (KGTV) — Two San Diego police officers responding to a call for a shoplifter in Ocean Beach ended up buying the suspect clothes and shoes instead of arresting him.It happened on Jan. 6 around 5 a.m. at the location on Sunset Cliffs Blvd. SDPD officers Christian Nimmons and Dominic Collins said employees at the drugstore reported that a homeless man had come in, stolen a sweatshirt and refused to leave.The store declined to press charges but wanted the man out of the store.But knowing it was very cold outside, and seeing the man also didn't have a shirt or socks and shoes, the officers decided to buy them for him."We looked at each other, asked how much the sweatshirt was going to cost, and had the same mutual decision of giving him the sweatshirt," said Collins.Both men told 10News it was simply the right thing to do and part of their job as officers to show compassion for those they come in contact with."I think he was more shocked that cops were doing something for him," Nimmons said. "We couldn't leave him like that. That was really it. It's what we joined to do. To help people."The man, only known to the officers as Daniel, reportedly put on the items and left. 1201

SAN DIEGO (KGTV) - Two guided-missile destroyers were simultaneously dry docked at a Barrio Logan shipyard Wednesday. The USS Stethem and USS Decatur were lifted together inside the BAE Systems’ “Pride of California” dry dock. The dry-dock is 950 feet long, 160 feet wide and has a lifting capacity of 55,000 tons. The destroyers each are 505-feet-long and displace about 9,000 tons, according to BAE Systems. Crews will conduct repairs on the ships’ hulls, internal ballast and storage tanks, ventilation, propulsion and engineering systems, and living spaces. The ships should be re-floated by April 2020, BAE systems reports. 636

SAN DIEGO (KGTV) - 10News got an exclusive interview with the young San Diego man who says a local ICE agent pointed a gun at his head before being arrested, in part, for driving under the influence.“I’m 20 years-old and for him to pull a gun on me just for test-riding my motorcycle on the street is definitely not okay,” says Jonathan Levenson.A spokesperson for Immigration and Customs Enforcement (ICE) confirms ICE Agent Ed Zuchelli is on administrative leave while officers investigate a criminal matter.San Diego police confirm the incident happened on February 16th on Blue Lake Drive in the community around Lake Murray.Levenson says he was test-riding his dirt bike on his street when he saw the agent walk into the middle of the street to block him.“He had it pointed at me at a ‘shooter’s position’. That’s when I knew it was definitely a gun,” he tells us of the agent, who is his neighbor. “When he first came up to me I could smell some beer on his breath but nothing too strong,” he adds.Levenson says he rode around the agent, but the agent got into his vehicle and followed. “He turned on his lights and sirens and started yelling at me through his microphone. [He was] telling me he was a federal agent and not to mess with him,” says Levenson.Levenson adds that the agent showed him his federal ID badge.SDPD confirms Zuchelli was in a government-issued vehicle at the time of arrest.Police say he was arrested for alleged DUI, showing a weapon and making threats.
